With this, Pacquiao then urged his colleagues to swiftly pass the measure.

The senator also mentioned Romans Chapter 13, verse 4, which says: "For the one in authority is God's servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God's servants, agents of wrath to bring punishment on to the wrongdoer." After incessant questions from colleagues, Pacquiao maintained that God supports death penalty to "punish" and "discipline wrongdoers." "Are we greater than God because God is allowing death penalty in every nation and country?" he said.
