Notice to Consum ers on Internal Wiring

Consumer Awareness Internal Wiring NDPL Electricians Metering Regulations

NDPL is committed to improving its services associated with electricity distribution in its network area in North and Northwest Delhi. Another important objective of NDPL is to ensure making cost of delivery of electricity to its consumers competitive. This is possible by ensuring that all units of electricity bought by NDPL from the grid are properly accounted and recovered from its consumers.

NDPL has therefore provided state of the art electronic meters at various points of electricity transaction and is now able to reconcile bulk energy transfers upto the point nearest to your premises, which is a Feeder / Distribution Transformer. We are now in a position to know the GAP between Energy provided by NDPL (into a Feeder / Distribution Transformer) and that accounted by aggregation of meter readings of consumers connected to such feeders / transformer. This gap is primarily on account of un-metered electricity being consumed at the consumer end. This process calls for ensuring that the Meters at consumer end are state of art, so as to measure electricity consumed accurately, which is to the advantage of genuine consumers. This will also ensure that all attempts to tamper the meter will be recorded in the memory of the meter.

The Hon'ble High Court of Delhi has vide its order dated 14-12-2005 in writ petition WP(C) No. 12328/2005 recently upheld that a Discom has the right to change, replace the existing meter with Electronic meter without the need to check the existing meters accuracy or status. It is equally important that the internal wiring inside consumer premises is safe and correct. The IS 13779, Amendment 3 of December 2004 provides that interconnection of phases or neutrals of consumer loads must be avoided between two or more metered connections. If you are in an independent house with one independent metered connection you are not likely to encounter intermixing of wires. However, if you are in cluster of premises, you need to check and ensure that your internal wiring is independent of wiring of other metered premises. Top All consumers where NDPL has already installed new Electronic Meters are hereby advised to get their wiring checked for Earth Leakage and Intermixing of wiring (phase, neutrals) between two or more metered connections. NDPL would hereinafter check wiring status for any intermixing, earth leakage and connected load, before replacement and installation of new electronic meters and inform consumers the status on the date of checking. It is however essential that the consumers maintain the internal wiring in good and correct condition at all times for their own safety. The Indian Electricity Rules 1956 also require that no electrical installation work (including additions, alternations, repairs and adjustments to existing installation), except replacements of lamps, fans, fuses, switches, low voltage domestic appliances and fitting do not alter the capacity and the character of the installations carried out upon the premises on behalf of any consumer or owner for the purposes of supply, except by qualified personnel. NDPL has trained such of the neighborhood electricians who volunteered themselves and the list, contact details of such electricians is placed on NDPL web site. With a view to protecting the internal wiring within consumer premises as also for safety of inmates, appliances, NDPL recommends use of Earth Leakage Circuit Breakers (ELCB) as main switch immediately after the Meter. This is designed to protect internal wiring as also securitize for all times against any Earth Leakage or Wiring errors, wrong interconnections, leakages that may arise within consumer premises. Use of ELCB's is also statutory for premises with loads equal to above 5 KW. Top NDPL team(s) will be visiting consumer premises for replacing old meters with state of art Electronic meters and install new meter only after checking the wiring. Similar action would be undertaken by NDPL while installing new connections. NDPL team has checked the internal wiring status for Intermixing of phase or neutral as also for Earth leakage and we have observed the following: There is an intermixing of phase / neutral wire within your premises There is Earth Leakage observed at your premises In terms of Hon'ble HC order of December14, 2005, you are hereby given a week's notice to have the deficiency removed.
