Executive Order No. 652 (Presidential Task Force for Education) Teachers retrained = 24 units of English Children were prepared = at least a year in preschool or day care before entering Grade 1

Teachers’ Retraining 



Priority = lowest 5 % of the total number of schools nationwide (+ supplemental learning materials for students) More manageable classroom size = 45 students per classroom

While we are too busy of what language to use as a medium of instruction, we forgot to teach our students how to think (Acuña 1994)
