Instructions pertaining to engaging scribe for PWD candidates: i.
The candidate will have to arrange his own scribe at his own cost.
ii.
The academic qualification of the scribe should be one grade lower than that required for the post.
iii.
The scribe should be from an academic stream other than that of the candidate. The scribe should possess 50% or lesser marks in his own academic stream.
iv.
Both, the candidate as well as the scribe will have to give a suitable undertaking, confirming that the scribe fulfils all the stipulated eligibility criteria for a scribe as mentioned above. Further, in case it later transpires that he did not fulfill any of the laid-down eligibility criteria or suppressed material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written test.
v.
Candidates who use a scribe shall be eligible for extra time of 20 minutes for every hour of the examination.
II.ELIGIBILITY CRITERIA EDUCATIONAL QUALIFICATION (as on 01.12.2007) (A) RURAL DEVELOPMENT BANKING SERVICE (RDBS) Grade 'A' (Assistant Manager) Bachelor's Degree or Master's Degree or equivalent qualification in any subject from any recognised University with a minimum of 55% marks in aggregate or its equivalent grade. SC/ST candidates with graduate degree with a minimum 45% or equivalent qualification are eligible to apply. Weightage in the interview will be considered to the candidates having Post-graduate degree or specialisation in the area of management, agriculture, rural development, engineering (agri, civil, electrical, mechanical), IT, finance, forestry, animal husbandry, fisheries, soil sciences, etc. (B) RAJBHASHA SERVICE Grade 'A' (Assistant Manager) Post Graduate Degree in Hindi with atleast 55% marks (45% marks for SC/ST) and English as one of the subjects at Bachelor's Degree level or Post Graduate Degree in Sanskrit/ English/Economics/Commerce with at least 55% marks (45% marks for SC/ST) with Hindi as a subject at Bachelor's Degree level or Hindi qualification equivalent to Bachelor's Degree. Post Graduate Degree holders in Economics/Commerce with Hindi medium or in Sanskrit must also have taken English as one of the subjects at Bachelor's Degree level. Minimum 02 years experience (01 year for SC/ST) in translation work from English to Hindi and vice-versa or terminology work in Hindi in any organization/institution of repute is essential. Working knowledge of minimum one of the languages, other than Hindi and English, enumerated in the VIII Schedule of the Constitution of India is desirable. (C) LEGAL SERVICE Grade 'B' (Manager) Bachelor's degree in Law with minimum 55% (50% for SC/ST) marks from a recognized university or an equivalent qualification. Post Graduate degree in Law is preferred. Experience: Graduates in Law should have atleast 5 years standing as an Advocate or Solicitor or 5 years' work experience in Bank/Financial Institution in Legal Dept. or 5 years' experience as a Judicial Officer in State Judicial Service (4 years for SC/ST). Post-Graduates in Law should have 03 years' experience as above (02 years for SC/ST). Preference will be given to those who have thorough knowledge of Banking, Negotiable Instruments, Company, Industrial and Co-operative Laws, Cyber Laws, Commerce/ Property Transaction, Rural Non-life Insurance, Direct Financing, Staff Matters and good experience in drafting various types of documents. NOTE: Experience, as on 01.12.2007, after acquiring the prescribed educational qualification will only be reckoned. Knowledge of computer operation is desirable for all posts. III. RELAXATION IN UPPER AGE LIMIT: Upper age limit is relaxable by -
(a)
03 years in case of eligible OBC candidates and
(b) a maximum of 05 years in case of : (i) Candidates belonging to SC/ST, (ii) Wherever it is indicated that experience is preferable or desirable, candidates possessing practical experience in the concerned discipline - to the extent of such experience, (iii) Ex-employees of banking institutions whose services had to be terminated for reasons of economy or as a result of the bank going into liquidation and personnel retrenched from Govt. Offices after atleast one year's service and applying through Employment Exchanges, (iv) Ex-servicemen (including Emergency Commissioned Officers/Short Service Commissioned Officers) provided that the applicants have rendered at least five years continuous Military Service and have been released on completion of assignment (including those whose assignment is due to be completed within one year) otherwise than
by way of dismissal or discharge on account of misconduct or inefficiency or on account of physical disability or have been released on account of physical disability attributable to Military Service or on invalidment, (v) Emergency Commissioned Officers/Short Service Commissioned Officers who have completed their initial period of assignment of five years of Military Service but whose assignment has been extended beyond five years and in whose case, on selection, the Ministry of Defence issues certificates that they would be released within 03 months from the date of receipt of offer of appointment, (vi) Candidates who had ordinarily been domiciled in Kashmir Division of the State of Jammu and Kashmir during the period 01 January 1980 to 31 December 1989 (vii) Children/family members of victims died in the 1984 riots. (c)

Mode of Payment Application must be accompanied by application fee in the form of crossed Bank Draft payable at Mumbai in favour of "National Bank for Agriculture and Rural Development". Candidate must write his or her name and centre of examination on the reverse of the Bank Draft. Candidates can apply for one post only. The SC/ST/PWD candidates are exempted from application fee, provided that their application is supported by a copy of the Caste/Tribe/Disability Certificate from the Competent Authority. Applications without fee or with inadequate fee will not be considered. V.
EMOLUMENTS AND SERVICE CONDITIONS Pay Scale: (i) Assistant Managers in Grade 'A': Rs.11250-700-18950-EB-700-21750-750-22500. (ii)
Managers in Grade 'B': Rs.13700-700-20000-EB-700-21400-750-24400.
(iii) Total monthly emoluments at the basic pay of Rs.11250/- p.m. and Rs.13700/- p.m. will be about Rs.16541/- p.m. and Rs.20143/- p.m., respectively, as per present DA rates. (iv) The posts carry benefits of non-contributory Provident Fund, Pension, Gratuity, Leave Fare Concession, Medical Facilities and other perks. (v) Initial appointment of a selected candidate will be on probation for a period of 02 years, which may, at the Bank's discretion, be extended for a further maximum period of 01 year. (vi) At certain centres, limited number of residential quarters are available. Facility for securing residential accommodation on lease, however, exists at all centres. (vii) Selected candidates are liable to be posted and transferred anywhere in India. VI. SELECTION PROCEDURE The selection will be in two stages: Stage I : Stage II :
Written Examination Interview
Written examination will consist of two papers of objective type (multiple choice questions). Paper-I carrying 200 marks will be common for all posts and will cover tests of (i) General Awareness, (ii) English Language, (iii) Quantitative Aptitude and (iv) Reasoning. Paper-II carrying 150 marks will be (i) ECONOMIC & SOCIAL PROBLEMS: For the post of Assistant Manager (Rural Development Banking Service) (ii) Proficiency in language (Hindi/English): For the post of Assistant Manager (Rajbhasha) (iii) Proficiency in LAW: For the post of Manager (Legal Service). The written Examination will be held on Sunday, the 30 March 2008. NOTE: (1) The test of General Awareness, Quantitative Aptitude and Reasoning under PAPER - I and PAPER - II (except test of Rajbhasha) will be set bilingually in Hindi and English. Test of English Language under Paper-I will be set in English and test of Rajbhasha (Paper-II) in Hindi only. (2) The syllabus of the Written Examination will be sent along with the Admission Letter for the Written Examination and the same will also be available on the NABARD's website, i.e., www.nabard.org Interview Candidates qualifying in the Written Examination and securing sufficiently high rank in merit shall be short-listed for interview. The final selection and ranking will be based on performance of the candidates in the written examination and interview, taken together.
VII. EXAMINATION CENTRES The written examination will be conducted at the following centres. Ahmedabad, Bangalore, Bhopal, Bhubaneswar, Chandigarh, Chennai, Dehradun, Guwahati, Hyderabad, Jaipur, Jammu, Kolkata, Lucknow, Mumbai, New Delhi, Patna, Pune, Raipur, Ranchi, Shillong and Thiruvananthapuram. However, NABARD reserves the right to hold the examination at fewer centres. CANDIDATE SHOULD SELECT ONLY ONE CENTRE AND INDICATE THE SAME IN THE APPLICATION. CHOICE OF CENTRE ONCE EXERCISED BY THE CANDIDATE WILL BE FINAL. REQUEST FOR CHANGE IN CENTRE WILL NOT BE ENTERTAINED. VIII. HOW TO APPLY Candidates satisfying the eligibility norms may submit their applications strictly in the prescribed format typed or neatly handwritten (on one side only) on white fullscap (34 cms. X 21 cms.) paper. Applications duly completed in all respects, may be sent in a closed cover superscribed as 'APPLICATION FOR THE POST OF ASSISTANT MANAGER/MANAGER IN NABARD' by post to the Institute of Banking Personnel Selection, P.B. GENERAL INSTRUCTIONS
1. As the applications are to be processed by computerized system, it is essential that the application is strictly in accordance with the prescribed format and is properly and completely filled and contains no corrections/ alterations/ over-writing. 2. The candidate must fill the application form in HIS/HER OWN HAND IN CAPITAL LETTERS IN ENGLISH OR IN HINDI and should use, as far as possible, only international forms of Indian numerals. However, the NAME and ADDRESS should be written in CAPITAL LETTERS in ENGLISH only. 3. Applicants should not send copies or originals of certificates in support of qualification, experience and age along with the application. 4. The SC/ST/PWD candidates claiming exemption from payment of application fee/ relaxation in eligibility criteria are required to enclose an attested photostat copy of the Caste/Tribe/Disability Certificate issued by the Competent Authority, failing which the application shall be rejected. The candidates belonging to OBC must submit an attested photostat copy of the certificate issued by the Competent Authority. The certificate, inter alia, must specifically state that the candidate does not belong to the socially advanced sections/Creamy Layer, excluded from the benefits of reservations for Other Backward Classes in Civil posts and services under the Government of India. The OBC candidates coming under 'Creamy Layer' will be treated as 'GENERAL' Category candidates and, hence, they should indicate their category as 'GENERAL'. 5. Admission to the written examination will be purely provisional without verification of age/qualification/category (SC/ST/OBC/PWD) etc., of the candidates with reference to documents.Each candidate should, therefore, ensure that he/she fulfills the eligibility criteria and that the particulars furnished in applications are complete/correct in all respects. In case it is detected at any stage that a candidate does not fulfill the eligibility criteria and/or he/she furnished incorrect information or suppressed any material information, his/her candidature will be cancelled and, if already appointed, his/her services may be summarily terminated without giving any notice. 6. Candidates already in service of Govt./ Quasi-Govt. Organisations and Public Sector Banks/ Undertakings will have to produce a "No Objection Certificate" from their employer, at the time of Interview. Before appointment in the Bank, a proper discharge certificate from the employer will have to be produced by the candidate. If the applicant prefers to route the application through the employer and in the process it reaches the Bank (at the prescribed address) after the due date, it will not be considered even though submitted to the employer before the due date. In such cases, application marked 'Advance Copy' should be sent to the Bank (at the prescribed address) directly, together with the prescribed fee and the regular copy (without fee) should be routed through the employer. 7. A recent passport size photograph signed across by the candidate should be firmly pasted in the space provided for in the application. 8. The cover containing the application should be superscribed "APPLICATION FOR THE POST OF ASSISTANT MANAGER/ MANAGER IN NABARD". 9. Application received without prescribed fee or incomplete in any respect will not be considered. 10.Decision of NABARD in all matters regarding eligibility, conduct of examination, interview and selection will be final and binding on the candidates and no correspondence will be entertained in this regard. 11. Admission letters for written examinations and any other communication in future will be sent by ordinary post to the eligible candidate only at the correspondence address given in the application. An eligible candidate who does not receive the admission letter for Written Examination, may contact NABARD's Head Office or the Regional Offices, during the office hours, at the following addresses one day before the date of examination, indicating his/her name, address, date of birth, details of bank draft and the centre of examination opted for by him/her, with a passport sized signed photograph.
