The Miami Valley Fire/EMS Alliance is a council of governments in Montgomery, Greene and Warren Counties. The City is a member of a Hazardous Material Response Team (HAZ MAT) which is jointly Dayton Bomb Squad CANE Drug Task Force Project Financing (i.e. Relizon parking garage); Tech Town Master Plan. Port Authority convened by Dayton and Montgomery County.

Overview: The MVCC is a council of eight local governments located in the south of Dayton suburbs. Its mission is to administer common cable television franchise agreements, manage the council's four (4) cable access television channels and to develop and implement intergovernmental projects designed to strengthen member cities abilities to deliver services more efficiently and effectively. The MVCC also has affiliate agreements with other Miami Valley cities.

Model Cell Tower Regulations

Created model land use regulations to control cell towers that were adopted by most members and other area cities. Partnership with MVRPC in research and development of proposal.

Code Red Emergency Notification System

A high speed emergency telephone communication service that can deliver customized pre-recorded emergency messages directly to homes and businesses within a community. MVCC negotiated best prices and offered the service to members and other communities in the region. As of February, 2005 14 entities representing a quarter million people are on board. This cooperative project gave participating jurisdictions a 40% discount off the cost of offering this service individually.

Miami Valley Regional Planning Commission

Became a certified municipal energy aggregator representing a majority of member cities. Developed and implemented an opt-in gas energy program for member city residents resulting in guaranteed stable gas rates for one year. Consultant and legal services on behalf of the membership: $100,000 (to date) MVCC provides web page design services for all member cities include and pays fees to an ISP for hosting. Developing a fiber optic network designed to increase communications capacity and networking opportunities for member city government centers, police departments and school districts. Page 3 of 29

Miami Valley Crime Stoppers

City makes annual contribution toward capital reserve and annual utility costs. Board of Water and Sewer Review Appeals conducts hearings regarding disputed City and County water utility bills. Many cities are members of a Hazardous Material Response Team (HAZ MAT) which is jointly governed with other local governments. The organization was created to provide hazardous material response protection and mutual assistance in the event of a hazardous material incident. The HAZ MAT Advisory Board oversees the operation of HAZ MAT and consists of representatives from sixteen organizations. The Board established hazardous materials incident Dayton Regional Hazardous Material response guideline to provide for response Response Team procedures in the event of an incident. In the event of a hazardous material incident within any local government that is a member of this organization, the other members will respond to render assistance. The funding for the operation of the response team is through contributions from each entity. In addition, the persons or company responsible or any hazardous materials emergency is required by state law to reimburse the team any costs associated with clean-up.

Assist with opportunities to redevelop and reuse closed housing sites. Provide the service of reading a portion of their water meters and billing the County for water and sewer charges. Information exchange and sharing wage information with the Tax Department of the various jurisdictions. Dayton Fire provides Fleet Maintenance Services Note: These services are provided to other jurisdictions. for a fee to recover costs. Dayton Fire Department provides dispatch services for these jurisdictions.

We have worked together in an attempt to reach out and communicate to the health care provider community in the Miami Valley in structuring better communications and outcomes relative to continuums of care when an employee gets injured on the job. We partner with them and other entities to communicate and provide both public and private sector safety programs. The ITS Director is co-chair of the Membership Committee for the Greater Dayton IT Alliance. The purpose of this committee is to reach out to all technology users in all parts of the region for collaboration. The ITS Director is a board member of the Dayton Metropolitan Internet Exchange. The partnership allows free sharing of a collaborative of networks to keep local traffic in the region. The City of Dayton provides MIS services, National Incident Reporting System of the FBI (NIBRS) service and Project Telephones transcription of dictation reports. The City of Dayton shares "system keys" with the County of Montgomery. This allows both the City and County to use each other's radio system in case of a catastrophic failure or large event.

Participates have invested time, resources, and submitted a joint EDGE application to fund the study. The City of Franklin Division of Fire participates in a centralized information and database project which is maintained by Warren County with trained support technicians providing assistance to all participants involved in the program. This program receives data automatically from the Computer Warren County Data Services Aided Dispatch system resulting from our participation in the Emergency Dispatch process, reducing the amount of time needed to process data. Additional costs savings to the city by not having to maintain individual software license fees and technical support fees.

City of Franklin Division of Fire participates with other surrounding jurisdictions in providing, and receiving automatic mutual aid response for all Firefighter Rapid Intervention Teams dispatches involving extreme hazardous conditions to our staff by providing (or receiving) a staffed (minimum of 4) fire company. City of Franklin Division of Fire provides and participates in joint and standardized training to Firefighter Training Programs neighboring communities to enhance life safety and property conservation efforts throughout the county. City of Franklin Division of Fire was awarded a Grant for the purchase of a mobile flashover fire simulator with moveable walls. This equipment Flash Over Simulator has been used to train firefighters in the area with initial training as well as advanced training. Plans are being developed to offer this equipment to an even larger audience. City of Franklin Division of Fire participates with unified staffing and response for emergency hazardous material team, utilizing shared Hazardous Material Response equipment available to all participating communities. Active cost recovery process resulting from incidents that the team took action at. City of Franklin Division of Fire provides Juvenile Fire Setter Intervention Training and Counseling for young kids who have been involved with fire Juvenile Fire Setter Program play. This program has provided assistance to several area children over the years in addition to those involved from our own community.

NAWA was formed three years ago to design, construct, finance and operate a 7 MGD state of the art drinking water plant to serve both Vandalia and Tipp City (combined pop. of about 25,000). Between TCA and NAWA, the communities have saved money. Tipp is second lowest in the region (per Englewood's survey) in combined water & sewer costs and Vandalia is only a few paces behind. Provision of Fire & EMS service by contract, Monroe Twp serving a combined population of about 16,000. Joint recreation district of sorts which provides (on a Township-wide basis including the City) all recreation, social and educational programming for the community. As a result of a Fire & EMS master plan developed in 2004, Tipp is looking to not replace its 30-year old ladder truck and will instead look to contract with Vandalia and/or Troy for this service, saving anywhere from $700 - $900K in capital cost, not to mention insurance, fuel, maintenance, etc. Jointly built water lines Have a better opportunity to obtain grant money by working together. The City has been able to extend and link its recreational trails as a result. Has started providing funding of $3,000 for the 4th of July fireworks show. Shares a Fire Chief with Englewood on a Englewood contractual basis and shares EMS coverage. Pool of Ohio cities and villages for Liability Insurance Share storage tank with Clayton to store crack sealing material for streets. City of Vandalia collects income tax for Brookville, Englewood and Vandalia. This service is has saved Brookville and Englewood the expense of hiring staff to provide this service.

Description of Cooperative Partnership Joint water project with Tipp City and the City of Vandalia. See Tipp City's comments. This project is out to bid and construction could start this summer. Both communities are exploring the option of partnering through our Parks and Recreation Program. Tipp City residents will get a reduced rate at the Vandalia Recreation Complex and Cassel Hills Golf Course while Vandalia residents will get a reduced rate at Tipp City's new water park scheduled to open in May 2005. The cites of Vandalia, Huber Heights, Beavercreek and Fairborn signed an agreement to jointly fund training classes and share the cost of expensive equipment that provides a service each community could not buy separately because of the cost or lack of use.
