Ralph Kramer 2nd f i v e of h i s c h i l d r e n , a g e s 9 t o 1 5 , watched a g r o u p o f c o l o r e d l i p h t s move a c r o s s t h e s k y a b o u t 1 0 : 0 5 t h e n i g h t of J u l y 1, 1970, and a d m i t t e d l a t e r i n g i v i n g t h e r e p o r t t o M r . Leonard Sturm, o f D e c a t u r , I l l . , t h a t he was f r i g h t e n e d and t h a t "he f e l t an a t t r a c t i o n t o t h e m - - p o s s i b l y a m e n t a l communication of some kind." M r . Kramer, owner of Kramer's L e t t e r i n g and S p o r t i n g Goods Co.? 305 South Oakland Ave., Decatur and a l s o a C i t y f i r e m a n , was d r i ~ l n . 5 e a s t on Highway 24 when he and t h e c h i l d r e n o b s e r v e d t h e l i g h t s n e a r Rea's B r i d g e , n o r t h e a s t o f Decatur. A group o f from 1 5 t o 30 r e d and g r e e n l i g h t s i n a g e o m e t r i c p a t t e r ! were moving j u s t o v e r t h e t r e e t o p s t o t h e r i g h t o f t h e c a r . Suddenly t h e l i g h t s s t o p p e d , and t h r e e b r i l l i a n t w h i t e s e a r c h l i g h t s came on f o r a minute o r two, and t h e o b s e r v e r s c o u l d s e e a c o u n t r y home u n d e r t h e l i g h t s . A s t h e " s e a r c h l i g h t s t r went o f f , t h e o b j e c t moved e a s t , then south, being under observation f o r f o u r o r f i v e minutes, The o b j e c t when f i r s t s e e n seemed t o b e f l y i n g a l m o s t p a r a l l e l t o t h e r o a d i n a n e a s t e r l y d i r e c t i o n a t a b o u t 3 0 MPH. It s t o p p e d d i r e c t l y above t h e home o f Grady E. D a v i s , on t h e s o u t h s i d e o f H e a t s B r i d g e Road, about $ m i l e w e s t of t h e b r i d g e . Then t h e o b j e c t f l e w e a s t f o r a b l b k k , t h e n s o u t h e a s t e r l y toward t h e l a k e , and f i n a l l y s o u t h w e s t e r l y ,u o v e r t h e l a k e c h a n n e l , toward t h e c i t y , a t a h i g h r a t e of s p e e d , Kramer s a i d t h e r e d and g r e e n l i g h t s spanned a d i s t a n c e o f a b o u t 20 f e e t , and t h e w h i t e l i g h t s a d i s t a n c e o f 12 f e e t . He d e s c r i b e d ths r e d and g r e e n l i g h t s a s a c o r n shaped and i n a d o u b l e l a y e r , a l t e r n a t - . i n g r e d and g r e e n w i t h a r e d l i g h t b e t w e e n - t w o g r e e n l i g h t s , an'd c ~ p o s i t e a g r e e n l i g h t , t h u s forming a d e f n i t e p a t t e r n . M r . Kramer s a i d t h e y seemed t o be 1 5 t i m , b r i p h t e r thari a n y c a r b o n a r c lamps h e had e v e r s e e n , and t h e y wera co:-:._ shaped. The l i g h t on t h e Davis home and y a r d seemed t o b e b r i g h t e r t h a n dayl i g h t , and Anne Kramer, 1 5 , s a i d s h e t h o u g h t you c o u l d have s e e n a needle i n t h e grass, A l t h o t h e Krarners came w i t h i n 1 0 0 f e e t o f t h e l i g h t s , t h e y s a i d t h e r e was no sound from t h e o b j e c t . The Davis f a m i l y , q u e s t i o n e d l a t e r , s a i d t h e y were r e t i r i n g - f o r t h e n i g h t , w i t h t h e d r a p e s drawn, and had n o t n o t i c e d t h e l i g h t o u t s i d e o r a n y t h i n g u n s u a l a s a p o s s i b l e s i d e e f f e c t of t h e l i g h t s .
