Fred Karnas, Jr. - Senior Advisor to HUD Secretary Shaun Donovan In March 2009, Fred Karnas, Jr. joined the Obama Administration as Senior Adviser to Shaun Donovan, Secretary of the U.S. Department of Housing and Urban Development (HUD). In this role he has provided leadership for the implementation of the American Recovery and Reinvestment Act and provided guidance on an array of issues related to HUD’s role in addressing poverty and homelessness. Fred has a 35 year history of work with low-income men, women and children in Arizona and across the United States. In the early 1980s, he began working on homelessness, directing nonprofit housing and homelessness assistance programs in Phoenix and Orlando, and chairing state homelessness and housing coalitions in Arizona and Florida. In 1991, he became the executive director of the National Coalition for the Homeless (NCH) in Washington, D.C. where he provided leadership to NCH’s efforts to craft local and national strategies to address homelessness. In 1995, HUD Secretary Henry Cisneros named Fred the first director of the Office of HIV/AIDS Housing, and in 1997, Mr. Cisneros’ successor, Andrew Cuomo tapped Fred to serve as Deputy Assistant Secretary for Special Needs Programs. In that role, he was one of the designers of HUD’s Continuum of Care (CoC) policies, while overseeing HUD’s $1.5 billion homelessness and HIV/AIDS programs. During his tenure at HUD, Fred also served for 5 years as the acting executive director of the Interagency Council on the Homeless. After leaving HUD at the end of the Clinton Administration, he opened a consulting practice on homelessness and AIDS housing. Later he served as Senior Director for Homelessness Initiatives at the Fannie Mae Foundation. Previous to joining the Obama Administration, Fred served as a policy adviser to Arizona Governor Janet Napolitano, later joining her cabinet as director of the Arizona Department of Housing and Executive Director of the Arizona Housing Finance Authority. In this role he oversaw the Department’s programs which ranged from addressing homelessness to creating home ownership opportunities. He was the key architect of the Housing Arizona initiative which provided $7 million dollars for targeted homelessness efforts. He also co-chaired Governor Napolitano’s Interagency and Community Council on Homelessness. Fred has a bachelor’s degree in City Planning from the University of Virginia School of Architecture, a Master’s degree in Social Work from Virginia Commonwealth University, and a Ph.D. in Environmental Design and Planning from Virginia Tech’s College of Architecture and Urban Studies.

George Latimer - Saint Paul George Latimer was the mayor of Saint Paul, Minnesota’s capital city, from 1976 until 1990. A labor lawyer by profession, Latimer was recognized for his redevelopment of St. Paul’s downtown core and investments in neighborhood revitalization. Previous to being mayor he was elected to the Saint Paul School Board and continues to be involved in the education of young people. After his mayoral term, he served as dean of Hamline University’s law school, and served as a special advisor to Henry Cisneros, President Clinton’s Housing and Urban Development Secretary, from 1993 until 1995. From 1996 to January 1998, Latimer was CEO of the National Equity Fund, which manages 27,000 housing units in 35 cities, and provides affordable housing for working people through use of the Low Income Tax Credit. Latimer occasionally lectures on these topics at Macalester College, while continuing to nurture and mentor young politicians.

Circus Manduhai - Erdenechimeg Haltarhuu (Chimgee), owner & performer Circus Manduhai was founded in 2002 by Erdenechimeg “Chimgee” Haltarhuu as a way for her and her family to share the Mongolian culture, continue displaying their circus skills, and to entertain the Twin Cities area. By 2005, Circus Manduhai was performing over 50 shows per year in over 15 counties in Minnesota and Wisconsin. Some highlights were performing for 10 weeks at the old “Camp Snoopy” at Mall of America, our shows at the Edina Art Center, and our yearly performance at the Chinese New Year’s Celebration and Reunion (for children adopted from China). 2006 saw Circus Manduhai performing at “The Park at Mall of America” and private engagements at Mystic Lake Casino. In 2007 Circus Manduhai performed at Como Zoo and at the Fitzgerald Theater in St. Paul, MN. The 2008 Circus Manduhai performed at Grand Casino with Mannequin in Motion/Osprey Productions. Through Circus Juventas, Chimgee has been teaching circus skills to area youth and also some adults at Juventas’ great facilities in Higland Park, St. Paul; she brought students to Latina, Italy to compete in International Circus Festival.

Susan Haigh - President, Twin Cities Habitat for Humanity (MHP Chair) Sue joined Twin Cities Habitat for Humanity in February 2005, accepting the challenge of helping the organization explore more innovative ways to manage housing development costs while fulfilling their commitment to build at least 50 homes a year for 50 families throughout the metro area. Before joining Habitat, she served three terms on the Ramsey County Board of Commissioners, representing District 4 (St. Paul’s Midway and surrounding areas). During her time as Commissioner, she championed affordable housing for working families, including establishing a $5 million Housing Endowment Fund in 2000. Additionally, as a church elder, Sue helped direct use of the Houses of Hope Fund, a $4 million dollar affordable housing fund that had been raised by the congregation in 2000. She also spent eleven years managing the 250-employee Ramsey County Attorney’s Office and its $20 million dollar budget. She holds a J. D. Degree from William Mitchell College of Law, and a B.A. in Political Science from Macalester College.

Jim Miley - President Residential Real Estate/Bremer Bank (MHP Vice Chair) Jim Miley has worked in the Twin Cities mortgage lending field for the past 33 years. He currently is the President of Residential Real Estate for Bremer Bank, which operates in Minnesota, Wisconsin and North Dakota. Prior to joining Bremer, Jim has held positions in general and sales management for US Bank Home Mortgage and Marquette Mortgage, as well as other companies throughout the metro area during his tenure in the mortgage industry. During this time, he has worked to create home ownership opportunities for people that have in the past been challenged in finding solutions. Jim was born and raised in the Twin Cities and is married, and the father of four children, ages ranging from 28 to 8. He enjoys skiing, golfing, and attending a never ending schedule of his children’s athletic events.
