International and Decentralised Cooperation Map Data Collection Terms of Reference Context: To realise a decentralized cooperation digital Map is part of a basic diagnostic necessary to be able to set up a new initiative, as the GOLD one, that aims, on the first place, at optimising resources and efforts of each actor operating for local development. WHO does WHAT WHERE are the three questions to answer. The investigation will be made on three main sectors: Local Governance decentralised cooperation partnerships (regions agreements, municipalities twining, local authorities exchange of visits and experiences) Local Economic Development University cooperation. How to proceed: Contact competent National authorities who normally clear all international partnerships at local level (as example: Ministry of Interior, Ministry of Foreign Affaires) Contact all International technical cooperation who traditionally have an active decentralised cooperation (Italy, Spain, France, Portugal, Greece, Belgium) Contact all other International cooperation actively operating in the country (United Kingdom, Canada, Japan as an example) Contact main Sha’abiyat that have ongoing projects with decentralised cooperation actors (Tripoli, Misrata, etc.) All information have to be collected on a sheet Excel as per format followed by Tunisia (herewith attached) and have to be sent to the GOLD Regional Coordination Unit for its final layout on the informatics support.
2 The Map will be presented to national and local authorities, donors and UN agencies as an useful instrument to improve coordination and mutual knowledge. It will be finally insert in the UNDP Libya Web page and it should be periodically update on the basis of the inputs received from all interested actors.
