The District of Columbia Water and Sewer Authority (DC WASA) is moving forward with contracting opportunities for its CSO Long Term Control Plan (LTCP) for the District’s combined sewer system. The LTCP is comprised of a system of deep tunnels, diversion structures and sewers, and ancillary facilities to control combined sewer overflows to the Anacostia and Potomac Rivers and Rock Creek in Washington, D.C. ▪ The Blue Plains Tunnel (BPT) will be the first of four major tunnel sections to be constructed, with a Request for Qualifications expected to be advertised in early 2010, and construction to start mid-2011. The tunnel will start at DC WASA’s Blue Plains Advanced Wastewater Treatment Plant, run north along the Potomac and Anacostia Rivers, cross under the Anacostia River at Poplar Point, and terminate at DC WASA’s Main Sewage Pumping Station. ▪ Procurement Plan The BPT will be a design-build project and will require a variety of professional engineering and construction services. DC WASA will hold an industry outreach meeting for firms interested in opportunities for providing these services. DC WASA is currently developing and evaluating procurement and risk-related terms and conditions for the BPT design-build contract. DC WASA will be addressing the overall procurement plan for the BPT project and entertain your questions and comments at the meeting. ▪ Business Goals DC WASA anticipates that the contract for the services will be subject to a Fair Share Objective for Minority and Women Business Enterprises (MBE and WBE) participation of 28 percent and 4 percent, respectively for professional services and 32 percent and 6 percent for construction services. The program requirements are defined in the U.S. EPA’s “Participation by Disadvantaged Business Enterprises in Procurement Under EPA Financial Assistance Agreements – May 27, 2008”. ▪ The Date The meeting will be held on Friday, October 30, 2009, from 10 a.m. to Noon at DC WASA’s Central Operations Facility (on the Blue Plains Advanced Wastewater Treatment Plant site), 4th Floor, Room 409, 5000 Overlook Avenue SW, Washington, D.C. 20032. ▪ Reservations To make reservations, call Ms. Melva Massey at (202) 787-2363 or send an email to mmassey@dcwasa. com.
