BATAC CITY-MAKATI CITY SIGNED SISTERHOOD PACT
To promote progress and economic growth among cities, a sisterhood signing agreement between Batac City & Makati City took place at the 22 storey city hall last March 30, 2009 at 6:00 o’clock in the evening, duly attended by the Mayors of both cities, and the whole officialdom and department heads of the City of Batac. Makati City Councilor Tosca Camille Puno, Atty. Francisco Roman and Ms. Marjorie A. De Veyra, acting Makati City Administrator were also present during the signing. After the Batac City delegation was welcomed by the MAPSA Band, a tour at the Makati City Hall followed. “Makati’s Best
Practices” was presented to the delegation in the huge conference hall of the city’s elegant session hall. The amazing “command unit” located at the 21st floor has 7 huge flat screen television , 20 units computer monitoring weather and traffic conditions being reflected by the many cctv cameras installed all over the central business district of the city for security, emergency purposes and weather condition updates. Before the formal sign ing, a simple program was conducted where both Mayors exchanged ideas and insights. Mayor Binay shared his administration’s accomplishments and programs. According to him, th e presence of the University of Makati which given free tuition fees to students is his best gift to the people of Makati. The Senior Citizens who are very much
loved are being given many benefits they deserve such as medical, burial and other financial assistance, free movie entrance and even birthday gifts. Mayor Nalupta expressed his deep gratitude to the officials and the people of Makati. He said that the City of Batac still has a long way to go to catch up with what Makati has achieved. However, he said that with Batac’s present resources, capabilities and strong leadership, it will soon follow and emulate what Mayor Binay has done. On the other hand he stressed that the most important thing in the sisterhood pact is the building of bridge between the two cities for their strong partnership in development. A ceremonial giving of token was done after the sisterhood signing.===

A message to the
By Mrs. Estrelita Gaoat Bayangos Guest Speaker Baoa Elementary School
A warm Greetings to all! Umuna unay agyamantay iti Dios ta nadonantay ti maikainnem a pulo nga graduation exercises ti eskwela tayo, that only proves how much God loves and sustains us. At this juncture, allow me to express my gratitude to the parents and teachers of the Baoa Elementary School for having chosen me to be your speaker in today’s graduation exercises. When Mrs. Fe Bartido called me thru the cellphone informing me that I was chosen as your speaker today, I said “No ma’am”, Apay aya kunana mabainak ma’am kunak met. Wen mabainak kunak ta ngamin ti makitkitak a speakers kadagitoyen a tiempo ket dagitay ub-ubbing ket nataenganakon. Ultimately, I said yes. The following day I texted her making alibis that on that day will be a directors’ meeting in my place of work. But she did not reply. Nairana met nga adda ni lakayko ket imbagak daytoy nga awis ket kunana awatemon a kababain. So thru the inspiration of my husband, again I texted Ma’am Bartido, now this time, saying, ma’am, I accept the invitation. I wish then to express my profound gratitude to my Alma Mater, for were it not for the education I attained from this institution, I may not have been able to be what I am now. I could recall vividly my elementary days in this school. Maysaak met a kas kadakayo idi a dimmakkel iti paraangan ti patpatgen tayo nga eskuela. Agay-ayam, agkakatawa ngem adda met dagiti kanito nga panagririri ket isunto metten ti pakabautan mi ken ni maestro. Malagipko la unay daydi building nga kayo no agdaluskami idi ket bulong ti saba ti floorwaxmi. Ludloden tapno rumuar ti galisna ket mabalinen nga pagginnuyodan,
aglugan ti maysa, guyoden met ti sabali. No binsabinsaek koma dagidi padasko mauma kayo ket amangan no dikayon agdengngeg. Kadakayo annakmi nga agturpos kablaawankayo. Iti unos ti walo a tawen agraman kinder/prep yo ammok ket pagaammok unay nga adu met dagiti padas ken rigrigatyo ngem nagasatkayo annakmi ta itan hatid sundo ti kaaduan kadakayo. Idi siak, pagnaek manipud iti balaymi idiay Toledo inggana ditoy eskwela. Naggapuak iti nakurapay a pamilya. Agtaltalon daydi tatangko a danggayan met ni nanangko. Adukami nga agkakabsat ket uray payen iti elementaria narigat ti panagbasan ta adukami nga agsasaruno. Inggaedko ti nagbasa ket kaasi ni Apo Dios I graduated on top of the class, the Valedictorian. Just a few moments ago, I was talking to your class Valedictorian. Kunak, ana ti sikretom ta apay sika ti Valedictorian? Simple laeng ti sungbatna ket kunana: kinagaget nga agbasa.Inayonko pay dagitoy tapno magun-od tayo ti ballaigi: self-discipline, determination, love, industry and trust in God. Tano ammom nga disiplinaen ti bagim agbunga iti adu daytoy- mailiklikka iti dakes adda kappia iti pusom ket mapnoka iti ayat iti padam a tao. “My education: my contribution for the future”. Kuna dagiti nagannak: “anakko, igaedmo ti agbasa, dayta laeng ti maipatawid kenka”. Education gives us a better future/a weapon to attain success. I recall vividly when I was in high school, my parents were hard up in sending me to school. Ngem saan a ti kinakurapaymi ti nangbuteng kaniak. No bakasyon adu ti panggedan, adu pay la ti agpakpakintos idi. Mapanak agkintos, agmula ti bawang, aggapas ken aggatud tapno addanto manen kuartak. Ngem narigat ket narigat latta ti panagbiag. Kuna daydi tatangko agsardengkan. Ngem kastay kunakon determinadoak nga makalpas iti adalko. No awan ited ni tata idi a kuartak mapanak iti daydi naayat a kaarrubami. Masansan a kasta. No iti bigat agrubuatakon uray awan pay kuartak. Innakto manen iti kaarubak ket apay awan man kuartamon balasangko? kunana, Ala alaem daytoy sangapulo a pisos kunananto manen. Laeng, ta nasapa met a pimmusay daytoy nangkakaasi kaniak. Umanayen ti sangapulo a pisos ta magmagnakami met idi nga agpaili. Awan lugan. Saan a kas ita nga awanen ti magmagna ta adun ti lugan. Bayat ti panagtultuloyko nga agbasa, nagyanak iti maysa a familia ket tapno malibre ti kanen ken panagyanko I have to do the household chores before I go to school. Tay kunatayo self-supporting student. Kasta met man la idi agcollege akon. Inggana a nakalpasak and just a month after my graduation I was employed at the Rural Bank of Batac, Inc. until now. Saan a mailibak kadagitoy a tiempo rumigat a rumigat ti panagbiag. Ngem padak a nagannak saantay a maawanan namnama agtalektay ken Apo Dios; agkararagtayo ta isu ti mangted kadagiti kasapulantayo. Children, education is your weapon to attain success and someday you will be a pride of your parents, your school and the community. Remember, SUCCESS IS NOT A MONOPOLY OF TALENTED AND RICH PEOPLE BUT SUCCESS CAN BE ATTAINED THRU ONES DISPOSITION OF THE TALENTS AND RESOURCES GOD HAS GIVEN HIM. Kadakayo nga annakmi no mariknayo nga talaga a marigatan da tatang ken nanang tulonganyo ida. Ubingak pay, mano la ti tawenko dimo kuna, ta adu ket adu ti maaramidmo nga mangted inspirasyon kadagiti nagannak kenka- no agsingsingpetka, no ammom ti tumulong kadagiti aramid ti balay nangruna iti daytoy a bakasyon, papananna a di saan a maayayo da tatang ken nanang a mangpabasa kenka. Iti uneg ti 8 a tawen agraman kinder/prep a panagbasayo, itan agturposkayon. But remember, this is not the end, but it’s just a beginning of a higher education. By June, you will soon be in high school. Ti maibagak kadakayo annakko, high school life is full of challenges. Idiay ili, adu dagiti sulisog a mangriribuk iti panagadal, but if you will remember what I’ve said, “self discipline ken determination coupled with prayers” ket dikayto maiyaw-awan. Education gives us the dignity as citizens of the community. For my humble self, I can say I am contributing something good for the community. Just being a good employee servicing people coming to the bank, setting GOOD example to others, by being a good mother to my children and a good wife to my husband, I believe I have laid a good moral foundation for my family and that is one of my contribution now and for the future. Agsubliak kakabsat iti rigat ti panagbiag. At the moment, the world is suffering from economic reversions. And our country is not spared from the global crisis. Unemployment, increase in prices of commodities, terrorists attacks, increase in poverty line, and graft and corruption, to name a few, are worsening the present condition of our country. But, are we to blame only our leaders? Kakabsat saantay

Our contribution for the better future would not necessarily entail sacrificing our lives just like what our heroes did but a simple act or deed is enough. We must have the willpower to change for a better. Kadagitoyen a panawen tay kunatayon sariling kayod. Narigaten no agpannuraytay lattan iti tulong ti gobierno. Nayon dagitoy ti matalonan tayo, ket agbiagtayo. Life is good if I am happy, life is good if I am successful, life is good if I am fulfilled, if I make others happy, successful and fulfilled, then life would be at its best. Agsubliak kadakayo annakmi nga agturpos. I salute you young people for having finished this far. Sapay koma ta ituloyyo ti agbasa. Narigat man ngem diyo liplipatan ni Apo Dios nga isu ti puon ti amin a bendision ken gracia. Agsingsingpetkayo. Agarapaap kayo, iti naranyag a masakbayan. And I assure you, thru your education you will have better chances of improving your lives. Ket ipalubos ti Apo makalpas kayto, you will come back also to your Alma Mater, the Baoa Elementary School, and express your thanks and gratitude ket kunayonto: were it not for the education I attained from this institution I may not have been able to be what I am now. Thank you! Congratulations and Mabuhay Tayong Lahat!

Don’t Let Fear Stops You(Tips for Shy Students) I was passing by the corridor when I heard Michelle, a grade five pupil said, “Mrs. Verano told me that I’m going to try out for cheer dance, and I’m really scared. What if I mess up? What if everyone thinks I dance badly?” I stopped and told her, “Don’t let your fear stops you from trying something new. When you feel nervous about try outs, ask yourself the question: “Then what would happen?” Most likely you’ll realize that you can get through it no matter what. Be realistic with your answers and you’ll see that your fear weakens with every “Then what?” question.
The better you become at identifying your problem, the more you’ll learn about yourself. When things don’t go the way you wish they would everything you can start to look bad. Those feelings are normal. You can cry if you need to. Go on – Move on – Whatever happens, remember to tell yourself, “I’ll be OK.” At least you tried. And you’ll discover more of yourself as you keep on moving on forward.
Encouraging Reasons for Going to School Attending classes offer you several benefits you probably aren’t aware of. Take a few minutes to read these reasons to go to school. 1. Your problem will fall into perspective. Teachers work hard to prepare lessons that will motivate learners and improve the way they live. Lessons that are sources of wisdom will lead you to better decisions in life. 2. You’ll make new friends. School is a place to study and fellowship. Friendships developed in school deepen quickly and are lifelong because they are
based on mutual values and perspectives. 3. You’ll find supportive teachers. Teachers are the second parent of pupils. They do all they can to support them – morally, spiritually and sometimes financially. 4. School is a place of equality. Teachers don’t play favorites among the pupils. They treat them equally no matter what type of family they come from.
5. School activities dissolve worry. Extra curricular activities like scouting, sports can be fun and can bring out radiant and victorious feeling. 6. You’ll get opportunity to serve. Values are integrated in every lesson. You are motivated to respond and get the chance to do something for others without personal reward other than satisfaction. These reasons prove that school is a good place to be. So, don’t miss out any longer.
The ABC of Teaching Teaching like an alphabet, has its meaning. The 26 letters of the alphabet stands for the 26 roles of teachers. H – ave a wonderful day for our pupils. I – nject in our pupils the words “love”, “cooperation”, “brotherhood.” J – oin in whatever activities that make us grow professionally. K – now the strengths and weaknesses of our pupils. L – ove our pupils no matter what they are. M – ending the hurt feelings of the pupils, is the teachers’ duty.
N – ever say “bad words” to our pupils. O – pen our hearts to our pupils. P – ick up the good works done by our pupils. Q – ueen of our hearts are our pupils. R – ediscover the talents and skills of our pupils. S – ee to it that we do not ignore any pupil. T – ruthfulness must be one of our virtues. Cerebral Palsy Beneficiary
availed FREE BOTOX Injection Diane Ace Galacgac, a 6 year old Cerebral Palsy beneficiary received her P30,000.00 worth Botulinum Toxin (BOTOX) injection for free last January 30, 2009 at the Main Center- Laoag done by Dr. Isias Alipio. This was through consistent coordination of the BBC Social Worker Marnelli Pacris with the PCSOffice, Quezon City. Botox has been found to be a safe and effective treatment for relieving problems associated with Cerebral Palsy such as muscle spasticity and excessive drooling just like in the case of Diane. Before, she cannot even move her both legs upwards due to excessive spasticity. This prompted Dr. Isias Alipio, a Physiatrist, recommended her to undergo botulinum toxin injection to temporarily weaken certain muscles thus improving muscle imbalance that will aid in her gait training or learning to walk. Dianne, 2 weeks after her injection, has gained improvements, especially in the increase of range of motion of her both lower extremities. In addition, she can now walk inside the parallel bars or with the use of walker given only minimal assist. She can now even walk up and down the stairs while holding on handrails. At present, she is receiving regular and free Physical treatment sessions at STAC Batac.
Jethniel Tolentino is a 3 -year-old beneficiary and was born with his twin brother at Brgy. San Mateo, Batac City, Ilocos Norte. His identical twin grown up to be normal in all aspects of development .However, their parents noticed some delay in Jethniel’s milestones during his first year of life. When Jethniel was in his 8 months of life, his parents noticed his inability to walk. Since his family belongs to poor family background, his parents was not able to send him even for medical consultation. As time goes by,
without Physical Therapy, Jethniel’s muscles especially his lower extremities started to be stiff and it became very difficult for him to begin walking until his aunt have known about the Breaking Barriers for Children last September 2009. Through STAC in Batac, Jethniel was evaluated and assessed by Dr. Isias Alipio at Main STAC Laoag and was diagnosed to have Cerebral Palsy. He was advised to undergo regular Physical treatment at the STAC Batac.
“ Maraming salamat po sa BBC sa tulong na ibinigay nila para makalakad ang aking anak”, quoted by Jethniel’s mother with tears of happiness… Jethniel responded well during his first 2 months of Physical Therapy. He has been very compliant especially in following therapist exercise instructions. During this short time, some improvements in his mobility were first noticed. After 5 months of consistent Physical Therapy, everybody were surprised especially his parents at home, when Jethniel have done his first 2 steps without assistance. Tears of happiness from his relatives were felt because of his remarkable improvements. Not long after, he still has impaired balance that time but the child has learned to walk 5-8 steps without assistance. Now, Jethniel can already play with his twin brother and can even walk up to 10- 20 steps without help from adult. He can now also utter some words related to his activities of daily living (e.g. “mangan” etc.) clearly. Jethniel actively can now do his activities of daily living independently given only minimal supervision. Looking at the wonderful development of Jethniel, his parents were very thankful that BBC came to their City
to help children with disabilities like their son. They were also grateful for the City Government of Batac in accepting BBC Project. “Maraming salamat po sa BBC sa tulong na ibinigay nila para makalakad ang aking anak” as quoted by Jethniel’s mother with tears of joy. Physical therapist and other staff together with his parents is now looking forward for continuous recovery of Jethniel (especially refinement of gait). He will also attend SPED sessions to address his slurred speech and for preschool preparation. Cge lakad pa jethniel.. kaya mo yan…

STRIVE FOR CULTURE OF EXCELENCE MRS. MA. SUERTE T. REBUCAL Teacher II
Ten months ago, everybody was so happy not just because the school year 2008-2009 has started but also with the thought that in less than a year, the grade six pupils will be graduating. They were in awe as they picture themselves walking hand in hand with their parents as they receive their diplomas. The teachers as well as the parents were all smiles as they were preparing for the greatest moment of their children’s elementary years. In this connection, the supervisory staff of the Division of Batac City headed by the officer-in-charge of the office of the Schools Division Superintendent, Dr. Norma L. Fernando and the Public Schools District Supervisor of Batac I, Mrs. Rosario A. Bingayen gave their fullest support and painstakingly showered their brilliant thoughts to the graduating pupils, their teachers and parents. To inspire each one to perform the best that they can, a contest on the best graduation program among the schools of Batac City was organized. Our City Mayor, Honorable Jeffrey Jubal C. Nalupta, City Vice Mayor Ronald Allan M. Nalupta together with all the Sangguniang Panlungsod Members and FPTCA President Ma. Mercedes N. Chua served as the Board of Judges. Among the 13 schools of Batac I, three deserving schools garnered prestigious awards: CAMES bagged the Most Organized Graduation Program; Tabug Elementary School won the Most Disciplined Audience; and the Most Elegant Stage went to Payao Elementary School for they used their creativity in using indigenous materials for their decoration. The winning schools were given certificates of appreciation by the office of Batac District I to recognize their great performances. The awards will surely serve as a source of inspiration and challenge for all the schools to do their best to strive for the CULTURE OF EXCELLENCE.
