DILG holds ISKOLAR-BOS Quiling Sur, this city. A total number of 211 or 61.34% attended the Sangguniang Kabataan Organizational, Leadership and ReorientationBasic Orientation Seminar (ISKOLaR-BOS). The two-batch training was opened by a simple program. The City Mayor, Hon. Jeffrey Jubal C. Nalupta graced the occasion together with City Vice-Mayor Hon. Ronald Allan
In order to capacitate and equip the Sangguniang Kabataan Officials with the necessary knowledge, skills and abilities, a one-day training (in 2 batches) was conducted to the new sets of SK Officials of the forty three (43) barangays of Batac City last February 8 & 15, 2009 from 7:00 in the morning to 8:00 in the evening. It was held at the newly constructed KALIPI Training Center in Brgy. #16S
M. Nalupta and Sangguniang Panlungsod Member Hon. Bismark Angelo A. Quidang. While during the second batch of the training, SPMembers Hon. Eugenia Violeta D. Nalupta and Hon. Florencio P. Laud represented the beloved City Mayor (who had a very urgent commitment at that time) in the opening program and candle lighting ceremony, respectively.
The following topics were discussed during the training: A. Team Building and Righteous Leadership B. The National Government and its Relation to Local Government 1. The Philippine Government and Local Government 2. The Local Government Code of 1991 (with emphasis on Barangay Government) C. Basic Info on the SK 1. The SK as an Organization 2. SK Roles and Responsibilities 3. Other SK Supervised/Coordinated Youth Organizations and SK Membership to Different Bodies D. Competencies 1. Basic Parliamentary Procedures/Local Legislation 2. Fiscal Administration 3. Development Planning E. Issues Confronting SK 1. Pending Bills Abolishing the SK 2. Various SK Reform Bills 3. Study on the Impact of Youth Participation in the Local Government Process: The SK Experience Focused group dynamics, structured Learning Exercises (SLE), group workshop, brainstorming, lecturette, unfreezing activities and interactive discussion were the methods employed by the resource speakers/facilitators from the Department of the Interior & Local Government (DILG) headed by Provincial Director Mario Elpidio A. Ratuita. They are: LGOO V Janette P. Duarte (San Nicolas), (Solsona), LGOO II/OIC Eden
Consuelo A. Lara (Badoc), LGOO II Charis O. Garma (Provincial Office) and LGOO V Roger P. Daquioag & LGOO II Floresita N. Sadang (Batac City). Highlight of the training was the Candle Lighting Ceremony wherein SK Representative, Hon. Jed Arnel V. Raquel lighted his candle from that of the Honorable City Mayor Jeffrey Jubal C. Nalupta as a symbol of acceptance being a youth leader.

Then he (Jed) transferred the light to his fellow SK Chairmen, then SK Chairmen to their Kagawads. This is meaningful to the participants as they felt warm acceptance as young leaders in their community as well as a light to their fellow youth being a role model to them, as the City Mayor stressed out during his speech. Distribution of Certificates was done after the long-day activity.

PALPALIIW… Charge ….Edibert L. Bareng We had experienced complicated situations for the year 2008. These are the many faces that year 2008 gave to us and makes us wondering how we survive the many events – locally, nationally and even internationally and this affect us directly or indirectly. My friend in the U.S. told me in one occasion we chat on the phone, that the world today is getting into recession, due to the worsening global economic crisis. Recession has been all over the world. It’s like a catastrophe that hits one after the other. Some say that the worst is yet to come. They predict nightmares of economic failure, illness, social problem and natural disaster that could cause panic among people. We had 2008 as it was yesterday, with dreams build some on sand castles and some have been put into concrete foundation. Experience was still the best teacher and after all we have a God. Praying and trusting Him will be our best weapon to survive. We have to conquer this fear and face it with dignity and pride to pursue our dreams in life. ***** Remember how an “f” (as in failed) mark looks in a test? It is always written in red ink, bigger and even bolder than other grades. A work experience in a resume is a plus factor in applying for a job. It’s New Year once again and we are pondering those experiences in our lives that resulted to our New Year’s resolutions. But I told myself I would not make any new year’s resolution this time. It’s just a matter of concentrating the things I want to do this year. Thank God life isn’t so demanding. We can set aside beliefs which don’t go with our thoughts. We can look at them for our set of standards. Whenever the “f” comes, we reinforce our knowledge that we are not perfect. Discovering new insights around us makes our experiences a part of us. Luckily a handful of these experiences last year were written in my journal; an experience of nervousness turn into calmness in San Fernando, Pampanga, a wordy experience with Maalaala Mo Kaya, my lessons learned on my lakbay-aral and a chilling night at a retreat house in Baguio City; An experience of grace, blessing and abundance at PhilSport Arena in Pasig City and strolling the riverbanks of Marikina; witnessing the grand dance parade of the Empanada Festival and a year-end multicolor night of fireworks display of the City of Batac Fiesta! There might be more interesting experiences out there greater than or more interesting ones than mine. But above all these things we are confident that the love and guidance of our Lord is always around. Be it a failure or a success we charge them to experience. ***** In life we experience many crosses that come in different sizes, we carry a lot of them and some say that they suffer with their crosses. Some say they experience abandonment, neglect and prejudices. We hope one of these is not in our daily encounters. We also experience “low-bat” in our spiritual life; lack of attention with family and living a life of insecurities, pride and sometimes terror worse is an experience of dying to one advocacy. We met people from all walks of life, as we work in the office,
to EXPERIENCE
and as we deal with our clients, and as we serve them the fastest way we can, still we are not contented, it’s a failure for us. These sometimes give us wisdom to grow. We charge them to experience. ***** Sir Roderick’s article: “The Night is Darkest before the Dawn”, IoC, December 2008 to January 15, 2009 issue. Questions came into my mind and I felt a feeling of uncertainty when the news “Ti Ciudad ti Batac maisubli a kas maysa a Municipyo?” reached me. The Supreme Court decided with a 6-5 vote that the conversion of the Municipality of Batac into a component City is unconstitutional. (As of now there is no news yet about the motion for reconsideration filed by the City Government of Batac). We know that with our common effort and with fervent prayers, this city will be as Sir Roderick’s words in his article,”… like a phoenix born from its ashes - we shall soar again. For we believe in our leaders and we love Batac the City of our Dreams.” ***** If you are strolling around the Poblacion Kabsat, you may be wondering of the many roads and streets with signs “detour” and “Men at Work”. It is one of the manifestations of the TEAM ARAMID PAKAKITAAN to its commitment to serve the community. A lot of infrastructure projects are being implemented funded from the One Million development Fund of Barangay allocated for them by the City Government. Integrated Drainage canals were constructed to prevent the occurrence of flood in the Poblacion and nearby Barangays. Poor drainage or the absence of integrated drainage system caused the unexpected flood in the urban Barangays last year during the typhoon Helen. Saan la a dayta kabsat, there are more projects to come as the good mayor has been saying, “To continue realizing the aspiration of their respective barangays.” We are all experiencing progress brought about by our becoming a city. We should also do our part preserving and nurturing the true spirit of being a Bataquenos. ***** “If we hold on together, I know our dreams will never die, Dreams see us through to forever. Where clouds roll by, for you and I. And when we are out there in the dark, we’ll dream about the sun, in the dark we’ll fill the light, warm our hearts everyone….” The lyrics of the song may be somewhat fitting to sum up the true spirit and meaning of selfless service and commitment to the community.
