How to Renew Seamanbook How to Renew Seamanbook: Documentary Requirements for the Issuance of Enhanced Seafarers Identification and Record Book (SIRB) Note: The ORIGINAL and ONE (1) PHOTOCOPY of the enumerated requirements must be presented when applying for the issuance of the SIRB. NEW APPLICANT 1.Birth Certificate on Security Paper (SECPA) or Passport, 2.Valid NBI Clearance (visa seaman), 3.Valid Basic Safety Training (BST) certificate ; and 4.Official Receipt of Basic Safety Training (BST) Course Note: Cadets who wish to wear the shoulder board must submit their Transcript of Records (TOR) as proof of their enrolment in maritime course. RE-ISSUANCE OF SIRB 1.Original SIRB; 2.Valid NBI Clearance (visa seaman; and 3.Basic Safety Training (BST) Certifcate. Note: Applicants who hold Basic Safety Training (BST) certificates issued beyond five (5) years as of date of filing of application for re-issuance must present photocopy of on-board/sea-service (embarkation and disembarkation) duly reflected in their SIRB’s. On-board/Sea-service must be at least (1) year, acquired within five (5) years from the date of issuance of said certificate or from the date of last disembarkation. Service providers/personnel onboard ships who provide services other than those that relate to navigation may present certification of sea-service duly signed by authorized representative of the company. RE-ISSUANCE OF SIRB FOR SHIP OFFICERS 1.Original SIRB; 2.Valid NBI Clearance (visa seaman); 3.Basic Safety Training Certificate; 4.PRC License or Board Certificate; 5.STCW, 1978/1995 Certificate (COC/COE); 6.PRC I.D. for Licensed Officers; and Note: Applicants who hold Basic Safety Training (BST) certificates issued beyond five (5) years as of date of filing of application for re-issuance must present photocopy of on-board/sea-service (embarkation and disembarkation) duly reflected in their SIRB’s. *Replacement of losr SIRB, accompanied with marine protest or proof accident/damage shall be charged the same fee as with the New/Re-issuance. *The Cashier/accountable officer shall include in the Official Receipt (OR) the payment of the required documentary stamp tax pursuant to Section 173 and 188 of the Tax Revenue Code, as ammended. Standard Processing Time Regular applications shall be released within eight (8) working hours while expedite applications shall be released within four (4) working hours from the date application is officially received.
