1. Scope This proposal covers the minimum requirements of safety, procedure and equipment for hot-tapping work to be carried out on carbon steel pipelines or vessels containing flammable hydrocarbons. This proposal shall be read in conjunction with the conditions of all specifications and documents included in the PROPOSAL.

2. Reference The hot-tapping works shall be carried out in accordance with standard for Welding or Hot-Tapping on Equipment containing Flammables" and this specification. All requirements given in API Publication as "recommendatory" shall be considered as mandatory requirements. In case of conflict between the requirements of API Publication and this specification, the requirements of this specification shall govern.

3. Safety Procedure -

Site specific risk assessment is conducted to plan risk mitigate actions Tool box talk is ensured with all involved and explain activities, risk perceived and it’s Mitigation plan Monitoring of atmospheric conditions Deploy persons at emergency isolations valve with communication facilities for contingency actions Lock‐out / Tag‐out of all the valves and controls which are disrupting the flow of the pipe. List of emergency contact numbers are prepared and keep displayed Appropriate personnel protective equipment – Fire retardant Cloth, safety hats, safety shoes, Gloves, Goggles, welding hood, safety belts etc. is used depending on the nature of job carried out. Personnel at site to use Fire retardant clothes. No one should wear oil soaked clothes. If atmospheric conditions observed flammable, explosive, and toxic work is not started or continue. The owner’s representative shall be present during the complete operation. For working at height, metal scaffolds should be built sturdily & should be checked for its stability. No work is carried out unless authorized by the Customer representative

5. Pipeline Inspection before Welding -

-

-

Mark the desired location of the Tapping Fitting. Mark the area to be inspected. This area is extending beyond the projected ends of the Tapping Fitting by at least 6” in both directions. Clean the pipe in the area to be inspected to bare metal by mechanical means to remove all coatings, dirt, and other contaminates. Necessary precautions needs to take not to remove the parent metal during cleaning.(Use stringer brush to remove coating and cleaning) Visual examination for non-existence of pitting and corrosion on the selected area for Hot Tapping. Ultrasonically examine this area to determine the actual wall thickness and the soundness of the pipe. If either the visual or ultrasonic examination of this area indicates defects or excessive thinning, a new location will need to be determined.

12.

Welding and Inspection of in-service welding

A welding feasibility analysis to be performed on the criteria sets identified for this project. -

-

Welding is to be done as per approved Welding Procedure Specification (WPS) in accordance with API standards or existing approved WPS for this project to be followed. Procedure Qualification Record (PQR) shall be submitted for records or existing approved PQR for this project to be followed. All requirements (including NDT) to be complied. A Qualified welders & NDT Technicians are used.

Consumables to be used as per standard specifications.

Fit up procedure

The circumferential joint of split tee is at a safe distance (i.e. 1.5 OD) from carrier pipe circumferential welding. Protect the gasket face on the tapping fitting. Using adequate lifting equipment, position the lower half of the tapping fitting on the Pipeline. (Avoid drop object hazard and stuck with charged pipeline) Tack the lower half to the pipe line. Using adequate lifting equipment position the upper half of the tapping fitting on the line. Make sure that the matching end bands match up. Using the qualified and approved welding procedure tack the upper half to the Line. Use minimal tacks along the circumferential edges. Using chain booms, obtain a maximum circumferential gap of 1/8” between the ID of the Tapping Fitting and the OD of the line, and a maximum gap of 3/16” along the longitudinal bevels. Verify that the axial centerline of the tapping path intersects the axial centerline of the pipeline at right angles. Maintain a positive support of the tapping fitting, especially the flange. Tacks weld the longitudinal seams. Taper the longitudinal tack welds. Remove the circumferential tacks. Longitudinal seam weld: Start the welds at one end and weld in opposite directions. Repeat this step, staggering the starts/stops, until the seams are half full. A suitable CS backing strip shall be used for both the longitudinal welds. Complete the longitudinal seams Weld one circumferential fillet weld. Start the weld at the 6‐ clock position with one time welding through the 3‐clock position and then through the 9‐ clock Page 13 of 18

position. Repeat this step, staggering the starts/stops, until the fillet weld is complete. Start and stop of successive passes is staggered by min. 100mm Allow the Tapping Fitting to cool to the Line surface temperature. Repeat step for the other circumferential fillet weld. Allow the Tapping Fitting and Line to cool to ambient prior to any Nondestructive examination.

14.

Non Destructive Testing

14.1. During welding:   -

Visual inspection for discontinuities such as crack, porosity, proper slag removal Dye penetrate test After NDT, if any flaws are detected they would be rectified as per procedure.

14.2. After welding: -

Magnetic Particle Test Hydro‐testing / Pneumatic Testing ( test pressure shall not exceed the pipeline operating pressure) NDT Personnel shall be qualified to ASNT recommended practice for nondestructive testing. Only Level II supervisor shall be used for interpretation of the test result.

Hot tapping procedure (Pre job requirements)

Discuss the job and safety requirements with client to assure complete understanding to be accomplished the work. Check the job location for equipment clearance and handling before starting of tapping activities Verify the line content, pressure, temperature, pipe wall, flow rate & direction of flow.

TOR drilling procedure: - Clean the outer threads of TOR, Install the threaded ball valve, make sure valve is turned at least 7‐8 threads on TOR. - Take measurements and record in the Measurement Card. - Install tapping machine, lower the boring bar to the top of the pipe, once drill touches the pipe surface, crank down and apply feed at the same time. - Once line is puncture, bleed the gas from bleeder valve, once air is removed, close the bleeder valve, complete the tap. Retract boring bar up till machine Page 14 of 18

16.

Hot tapping methodology

16.1. Valve Installation: -

Check tapping valve. Check valve bore and the nozzle for alignment. Check the flange makeup for the bolts and the gasket and be sure bolts have been tightened. Measure valve bore for sufficient cutter clearance. Record this dimension. Check to make sure valve will open and close properly. Measure valve for sufficient housing space for cutter and pilot. Face of valve to seat rings. Record this dimension.

16.2. Tapping machine assembly: -

Check boring bar drive ring for tightness and damage. Check boring bar packing nut for adjustment. Bottom out and back off one quarter turn. Check the retainer shaft packing nut for adjustment. Tighten as much as possible and still allow the retainer shaft to be turn easily with the measuring rod. Packing nut must not extend out onto the taper of the boring bar. Clean ring joints and steel ring gasket. Install adapter on tapping machine adapter and snug the top two bolts, leaving others loose. Extends the boring bar beyond the face of the adapter Install the cutter holder in the boring bar. Tighten the retainer shaft with the measuring rod. Install the safety pin with cotter pins on both ends. Check cutter teeth and outer diameter of the cutter, install cutter on cutter holder and tighten the socket head bolts first, and then tighten the lock nuts. An acceptable alternative is to assemble the cutter and the cutter holder before installing the cutter holder in the boring bar. Check the U‐rods, insertip drill, and nylon lock pin in pilot. Then install pilot in the cutter holder and tighten. Align the adapter with the cutter and tighten adapter bolts For alignment reference, measure from the outer diameter of the cutter to the outer diameter of the flange raised face. Rotate the cutter 180 degree and recheck the alignment. If alignment changes when the cutter is rotated check the cutter, cutter holder, and boring bar for damage. Retract the boring bar and cutter all the way. Take measurement with the measuring rod.

16.3. Tapping distance:

Measure the distance from the pilot tip to the face of the adapter (Measurement A) Measure distance from top of the valve to the top of the pipe wall (Measurement B) Refer to the manual for the approximate distance the pilot and the cutter must travel to complete the tap after the pilot contacts the pipe wall (Measurement C) If the pilot is inside the adapter the adapter, total of A+B equals the distance the pilot must travel to contact the pipe. If the pilot tip extends beyond the face of the adapter, total of B‐A equals the distance the pilot must travel to contact the pipe wall. Measure the distance the pilot tip extends beyond the cutter teeth.

16.4. Tapping machine installation: -

Install the Tapping Machine on the closed valve, taking care not to bump the pilot or the cutter on the valve. Align bolt holes on the flanges. Install bolts and tighten evenly. Install bleeder valve and leave it open.

16.5. Hot tapping operation: -

-

Using Hydraulic Power unit Attach hoses & prepare for tapping. Be sure coupling is clean & free of dirt before connecting hoses. Check hydraulic fluid level. Engage Automatic Feed Begin Tap ‐ Move control valve handle at side of the tapping machine to “OPEN” position. As valve opens, pilot drill and cutter will begin to rotate. When the pilot penetrates the pipe wall and air is purged from the valve and the adapter, close the bleeder valve. After stop collar on measuring rod reaches the top of the gear box, tap should be completed. Operator will know coupon is free by a change in sound of equipment and cutting pitch. Retract cutter completely after tap is made. Stop Hydraulic Power Unit. Close Tapping Valve. Open bleeder valve to release pressure built‐up within adapter and machine. Vent pressure away from work area and personnel. Remove Hot tapping machine. Bleed / Drain product from the Adapter and remove Tapping Machine. Install Blind Flange. Hot tapping work is completed

General Notes

Transport of the goods: Changodar, Ahmedabad  The delivery time/completion time is 14‐16 weeks firm order and document approval     All offered prices are in INR.  Customer will pay for all costs and expenses incurred by Corrtech and lose any down payment because of rescheduling or canceling of the  Purchase Order.   When you accept our offer, you have to send to Corrtech an official order with your reference number and a contact person.   Our  quotation  and  prices  refer  to  the  supply  of  equipment  according  to  all  the  information  available  to  us  at  the  time  of  quoting.  Additional specifications and/or changes not provided to Corrtech when quoting may be subject to review and re‐quote accordingly. In  case of partial order, prices are subject to final confirmation.   Any  invoice  unpaid  for  more  than  30  days  will  be  subject  to  the  maximum  finance  charges  allowed  by  applicable  Law  in  Ahmedabad  Jurisdiction. 



The  Base  Price  is  a  minimum  charge  for  the  number  of days  allowed. Time on site for calculating the base period and  the  additional  days  commence the day  both Technicians  and  Equipment  are  on  the  job  site,  per mutually agreed schedule, and ends when equipment  leaves  the  job  site  or  customer´s  custody.  Any  additional days the equipment or technicians is on the job site will be paid by customer at  the applicable rate. 



Customer will pay for all costs and expenses incurred by Corrtech  because  of  rescheduling or cancellation by customer. 



Availability of service equipment and technicians is subject to  commitments made  prior to  receipt  of  a firm  start  date from  customer  or  prior  to  the  date  or  a  request  for  a reschedule. 



CORRTECH shall not be liable for delay   beyond   its reasonable control. 



CORRTECH makes every effort to ensure  safe  working  conditions  for  its  employees,  and employees  with  safe  working  conditions  and  appropriate safety orientation prior to entering the workplace. 



CONTROL  PLUS  is  only  responsible  for providing     hot‐tap     equipment     and is    responsible    for    providing    other    equipment    and supervising   hot tap   works   in   order   to   complete   the control    of    all    welds    and    welding    procedure,    main equipment,  connections 



CORRTECH will not be responsible for any delay to obtain administrative authorizations. 



CORRTECH  provides  specialized  services  that  are  normally  a  small  part  of  a  maintenance,  construction  or  repair  operation  and,  therefore,  cannot take  responsibility  for  actions  for  anyone  other  than  its employees.  OUR  responsibility  for  the  service  shall  end

48  hours  after  finalization  of  the  service  when  customer  conformity  will  be  understood.  WE  will  be  liable  and  will  hold  customer  harmless  from  the  compensatory  (but  not consequential) damage caused solely by a defect in equipment   or   caused   solely   by   the    negligence   of CORRTECH  personnel  in  the  operation of   the   equipment.   In   case   damage   is   caused   by CORRTECH,  due  to  its  equipment  or procedure, the amount of the indemnity will never be higher  than  import  of  the  invoice  for  this  service.  All  other losses,  costs,  expenses,  liability  or  damages  arising  from  or  connected  with  the  performance  of  the  job  will  not  be  the  responsibility  of  CORRTECH,  and customer  will  indemnify  and  hold  Corrtech  harmless there‐from.  

Notwithstanding  these  terms  and  conditions  or  any amendment  thereto  or  terms  and  conditions  of  the customer  which  may  be  deemed  part  of  this  agreement,  CORRTECH  shall  not  be  liable  for  any  losses,  costs,  expenses,  liability  or  damages  arising  from  or  connected with the performance of the job not covered by  CORRTECH´s  public  liability insurance  in  effect  at  the  time  of  such  loss,  etc.,  and customer will hold  CORRTECH  harmless  for  any  loses, etc.,    in    excess    of    coverage.    Corrtech  will  provide  customer  a  certificate of its public liability insurance upon request. 



It is the responsibility of the customer to guaranty the well‐functioning  of  the  provided  material  on  the  installation site.  CORRTECH  is  not responsible for bad functioning  or defects on machinery,  material or accessories  provided  by  the  customer,  even  if  they  are used  by CORRTECH during the operation.   CORRTECH  makes no warranty on any purchased items. Please refer to manufacturer for details of  its warranty. 



CORRTECH shall  not  be  held  liable for  any  back  charges without prior written consent of  CORRTECH. 



The reception of your Purchase Order will mean the acceptation of this offer’s conditions. 



Clerical errors are subject to correction. 



All The Contract shall be governed by and constructed according to the laws in force in India. The parties hereby submit to the exclusive  jurisdiction of the Courts situated at Ahmedabad for all purposes. The Arbitration shall be held at Ahmedabad and conducted in English  language.

1.0. SCOPE OF JOB:

----------------1.1. HPCL, Visakh Refinery intends to execute the MOC scheme "To provide facility to route FCCU-11 flare gas to VREP-11 Flare header". 1.2. In brief , the scope of the job involves hot tapping at two locations for connecting a new 30 inch line to existing 30 inch and 42 inch lines. The erection of line between the hot tapping locations is not in agency's scope. 1.3. The drawings and various technical specifications as enclosed are an integral part of the tender. 1.4. The work shall confirm in all respects to high standards of safety , engineering, design and workmanship. 1.5. The detailed scope of the job is as follows: I.Hot Tapping: A typical drawing giving salient details and explanatory notes is attached which forms an integral part of specification. sketch is indicative I suggestive only. Based on the site condition, agency shall submit its offe r. The offer shall meet acceptable standards as specified and applica ble. The scope of works covers following: a) Supply of all fittings (including temporary valves} and fixtures required to make Hot Tapping Complete. Only 'Y' type fitting is to be used by agency at both hot tapping locations. Conventional angular cutting by placing the hot tapping payment shall be made separately according to the respective tender line item. b) Supply of necessary hot tapping equipment with accessories, cutters, lube oil /lubricants etc. c) Supply of requisite cranes, hydra or lifting equipment for the job d) Supply of diesel welding machines. HPCL shall not provide electric power for any job. e) Supply of skilled technicians with supervisors for carrying out hot tapping

f) Supply of necessary consumables and non-consumables including the sealing materials to complete the job in all respects . The agency shall purchase the Welding Electrodes & fillers wires from only the following manufacturers or their stockist.: D&H /ESAB I ADOR I L&T I HONAVAR. Also, DP kits of only following makes will be used : P-MET /Maganflux IGP or NP of M/s Pradeep Metal Treatment Chemicals. g) Supply of nitrogen cylinder.

h) Supply of hose for connecting nitrogen cylinder to hot tapping machine along with necessary fittings i) Preparation of detailed drawing and execution plan for approval which will give details of all structural supports and scaffolding requirement. Drawing approval is not required for the fittings being supplied by the agency.

j) Verification of thickness of pipes by ultrasonic meter and review of each tap for necessary preparation k) Verification of strength of temporary support/ scaffolding as erected by HPCL on agency's advice. I) Welding and installation of hot tap connection with valve to be done. The

30" valve supplied by HPCL shall not be mounted directly on the 'Y' fitting but shall be installed downstream of the new piping , one end of whlch shall be welded to the 'Y' fitting. The welding of this joint is not in Hot tapping

agency's scope. Same shall be carried out by HPCL within 2 days after 'Y' fitting is installed. Prior to puncturing the mother pipe, pneumatic test of the 'Y' fitting upto the 30" hot tapping isolation valve shall be done by the hot tapping agency. m) Recovery of cut out piece of pipe, closing the valve and installation of blind flange on the valve's downstream. n) Collection , verification for correctness and transportation of free issue materials from HPCL's storage point to work site, o) Preheating as required. p) NOT of welds including DP, pneumatic test of RF pads and pneumatic test of complete arrangement after welding of fitting and before hot tapping. q) Leak testing as required before and after tapping r) Scrap material removal to HPCL's designated location within the Refinery/AlP . ·and housekeeping from"Worksite aftefcompletiOii of works ... s) Agency shall include supply of any other item or equipment not specifically coveted ih this scope to make job complete in all·respects. Similarly ,any miscellaneous job which arises to complete the hot tapping job in its entirety is in agency's scope. t) Preparation of final marked up drawings (As Built Drawings) and submitting the same to HPCL. 1/.NOTES: a) Boarding ,lodging ,transportation , lunch ,tea & snacks for all the agency's manpower is in agency's scope only. b) Mobilisation /demobilisation of all the necessary equipments ,tools and tackles is in agency's scope only. c)The scope of work includes the permits and statutory approvals required by the agency. d)No payment for temporary works connected with this Contract or for items such as weld, shims, packing plates, etc. shall be made by HPCL.
