24 January 2004 - Foreign Affairs Secretary Alberto G. Romulo welcomed the donation of books about Germany as an appropriate launching of the celebrations for the 50th Anniversary of Philippine-German diplomatic relations stressing that “a good knowledge of each other is certainly the foundation if not a pre-requisite for active relations between countries.” Speaking during the turn over ceremony of books donated by the Philippine Embassy in Berlin to the Carlos P. Romulo Library at the Department of Foreign Affairs this afternoon, Secretary Romulo said that this event is “an appropriate kick-off activity for the 50th anniversary of the establishment of PhilippineGerman diplomatic relations, which we commemorate this year…(and)..as we celebrate 50 years of friendship and cooperation, we hope these books will help strengthen our bilateral relations in the next 50 years.” The theme for the celebration is “Partners in Progress.” The Foreign Affairs Secretary welcomes the addition to the Library’s resources in the form of 34 books from Germany. Secretary Romulo thanked the Philippine Embassy in Berlin, headed by Ambassador Minerva Jean A. Falcon, for this project of turning over the books to the collection of the Carlos P. Romulo Library, “an important tool which is realizing effectively the mandate of the Department of Foreign Affairs”. The CPR Library has a collection of approximately 10,000 volumes of books and many more publications on the various areas of interest in foreign policy. The Library is also the depository of reports of Philippine foreign service establishment, as well as the originals of treaties and agreements entered into by the Philippine government throughout history. The books from Germany will make available to library users up-to-date information about Germany, which remains a major trading partner of the Philippines. The 34 books are on various locations and regions of Germany and comprise a comprehensive survey of the regional and cross-regional economic structures in German regions and cities. “The books highlight technological centers, innovations and favorable conditions - information very useful to our offices here in the Department as well as to private companies and individuals who want to know more about Germany and its economic environment,” Secretary Romulo explained. The Office of European Affairs headed by Assistant Secretary Jaime J. Yambao and the Foreign Service Institute headed by Ambassador Erlinda F. Basilio, organized the turn over ceremony. Ambassador Falcon personally handed over the books to FSI Director Ambassador Basilio. Also present during the turn over ceremony were Ambassador Axel Weishaupt of the Federal Republic of Germany, Mrs. Beth Day Romulo and former DFA Undersecretary and Senator Leticia Ramos-Shahani, author of the Foreign Service Act.

Gifted young artist Joaquin Maria “Chino” Gutierrez played a cappella of two Philippine classics, Bayan Ko and Cavatina. Master Gutierrez is a prized student of Professor Ellermann in Munich and is a scholar at the Bavarian State Academy for music and theater. Secretary Romulo praised Master Gutierrez as an excellent scholar who recently represented his school at the Bavaria State Math Competition. “When we speak of Germany, we speak of music, math and science,” Secretary Romulo added.

The golden jubilee of Philippine-German diplomatic relations hopes to build on the strong foundation of the last 50 years in the strengthening of bilateral relations. The first formal legal instrument between the two countries, the Protocol on Trade Relations between the Philippines and Germany, was signed on 25 April 1955.

Secretary Romulo commended the efforts of Ambassador Falcon and the officers and staff of the Philippine Embassy in Berlin for the donation of books to the CPR Library. “With this donation, our celebrations for the 50th Anniversary of Philippine-German relations are off to an auspicious beginning,” the Secretary said.

On 25 April 2005, ceremonies marking the 50 years will take place at the respective Foreign Ministries in Manila and Berlin. The ceremonies will focus on the achievements since 1955 and the vision for the next 50 years. Intercontinental Berlin. An invitation-only gala evening will officially open the Festival, which includes a food festival at the hotel’s L.A. Café, an art exhibit featuring four Philippine artists, a textile exhibition on the ikat weave from southern Philippines, “Banduria” string ensemble playing daily at the coffee shop, launching of the cookbook of Ms. Patricia Arroyo-Staub with a cooking demonstration tentatively scheduled on 4 May 2005. A lecture series by leading Philippine social scientist and academic Mary Racelis will be held in Bonn on 26 April, Berlin on 28 April and Hamburg on 29 April 2005. Ms. Racelis will discuss the role of civil society in national and global politics and Philippine democracy today. A Philippine-German Film festival dubbed “Kaisa” will showcase Philippine films influenced by German cinema and German films shot in the Philippines. An art exhibit of German-based Filipino painter Gene Lungay will also be staged. Also in September 2005, a concert by leading Philippine concern pianist Cecile Licad with the Berlin Philharmonie is being arranged. Other activities planned include book donations to various institutions in Germany and the relaunching of the book “The History of the Philippine-German Relations” tentatively set for December 2005.
