Brahmaputra Cracker and Polymer Limited BCPL to spend Rs. 896 crore during FY 2009-10 on project activities BCPL Financial closure by next month Guwahati, September 9, 2009:- Brahmaputra Cracker and Polymer Limited (BCPL) will spend Rs. 896 crore on project activities during FY 2009-10. This was shared by Mr. B. C. Tripathi, Chairman BCPL and Chairman and Managing Director, GAIL (India) Ltd. while addressing the shareholders of the Company during its second Annual General Meeting here today. Orders for critical equipments are being progressively placed from end August 2009 to January 2010. Shri Tripathi also said that the financial closure for the project would be achieved by next month. The Job of Lead arranger for financial closure has already been awarded. GAIL will make an equity contribution to the extent of Rs. 188 crore. Along with the capital subsidy of around Rs. 316 crore; OIDB loan of Rs. 267 crore and current balance of around Rs. 124 crore, this would be sufficient for the requirements. Over Dimension Consignment is a major issue in taking the project forward. Logistical arrangements for the project are difficult in the northeast region. This is particularly true of heavy engineering equipments as well as requirement of qualified and skilled manpower to implement the project. At present the manpower for the project is being met through drawing from the parent company GAIL (India) Ltd. Reviews of the project implementation are being taken in a regular manner at the highest level in the Company i.e. by Chairman BCPL and these constraints are being dealt with effectively to expedite the project. Shri B.C.Tripathi Chairman, BCPL took stock of the current status of the project activities and advised the officials to keep a close monitoring and review of the critical project areas. BCPL has so far made a total financial commitment of around Rs. 1720 crore for the project. Final Basic design and Engineering packages for all units have been received and accordingly material requisition and ordering of equipment are in progress. The Company has placed orders of over Rs. 990 crore and tendering for other items to the tune of Rs. 1400 crore is in process. Site delivery will progressively start from May 2010 and is likely to be completed by September, 2011. Similarly, orders for critical works are being placed progressively from November 2009 to May 2010. The Company has achieved several significant milestones including completion of barbed wire fencing, topographical and geotechnical surveys, pipeline and hydrological route survey, infrastructure for construction power and construction of site office. Various site activities such as administrative block building, site grading, plant building and non-plant building works, product warehouse, piling works and boundary wall for BCPL will endeavour to create downstream market for the products with the support of the Government of Assam. BCPL will give a special emphasis to sell the product in North & North-East part of the country. The per capita consumption of Polymers in Northeast region is currently negligible as compared to states like Gujarat and Maharashtra etc. Once BCPL begins commercial operations, awareness is expected to be created in the NorthEast region and as a result, per capita consumption of polymers is expected to increase in the region. The project is scheduled for commissioning in April 2012. Wherever possible various activities of the Project have been compressed so as to achieve mechanical completion as well as commissioning of the plant as originally envisaged. The progress of this prestigious Project is being monitored at the highest level, considering its direct and indirect socio-economic benefits which would generate opportunities for people in Assam and North east region. GAIL (India) Limited led Joint Venture Company (JVC), Brahmaputra Cracker and Polymer Limited (BCPL) is implementing the Rs. 5460 Crore Assam Gas Cracker Project to set-up an integrated Petrochemical Complex at Lepetkata, District Dibrugarh. The Joint Venture Company (JVC) promoted by GAIL with 70% equity participation

and the remaining 30% equity is shared equally among OIL, NRL and Government of Assam. The petrochemical complex will comprise of Ethylene cracker unit, downstream polymer and integrated offsite/utilities plants. The complex has been configured with a capacity of 220,000 tons per annum (TPA) of Ethylene and 60,000 tons per annum of propylene with Natural Gas and Naphtha as feed stock. The Petrochemical Complex will produce 220,000 Tons per annum (TPA) of HDPE/LLDPE, 60000 TPA of Polypropylene, 55000 TPA of Raw Pyrolysis Gasoline and 12,500 TPA of Fuel oil. OIL and NRL shall supply 6 MMSCMD of natural gas and 160,000 TPA of naphtha respectively as feedstock to the complex. The balance feedstock requirement of 1.3 MMSCMD of gas up to 2012 and 1 MMSCMD thereafter is considered from ONGC. BCPL shall establish gas dehydration and compressor facilities at Duliajan for carrying 6 MMSCMD of natural gas from OIL, Duliajan to Lepetkata plant where C2 plus liquids shall be recovered and the lean gas shall be sent back to OIL, Duliajan for further distribution to gas customers. Twin pipelines shall be laid between Duliajan & Lepetkata. Existing C3/C4 recovery plant of GAIL at Lakwa shall be modified to C2 plus liquids recovery plant. C2 plus liquids shall be brought from Lakwa to Lepetkata plant through pipeline. Gas Cracker Plant at Lepetkata shall be getting C2 plus liquids from GAIL Plant at Lakwa, natural gas from OIL at Duliajan and Naphtha from NRL as feedstock for petrochemical plant at Lepetkata.

GAIL (India) Limited Foundation Stone laid for GAIL sponsored Radiation Oncology Center at Cama & Albless Hospital, Mumbai Mumbai, August 22, 2009:- The Foundation Stone of a GAIL sponsored Radiation Oncology Center at the Cama & Albless Hospital was laid by Shi Murli Deora, Hon’ble Union Minister for Petroleum and Natural Gas here today. Shri Suresh Shetty, Hon’ble Minister of State for Medical Education, Higher & Technical Education, Tourism, Special Assistance and Parliamentary Affairs, Government of Maharashtra, Shri Milind Deora, Hon’ble Member of Parliament, Mrs. Annie Shekhar, Hon’ble M.L.A., Shri B. C. Tripathi, Chairman and Managing Director, GAIL, Shri Apurva Chandra, Joint Secretary (Marketing), Ministry of Petroleum and Natural Gas, Government of India, Shri Bhushan Gagrani, Secretary, Medical Education & Drugs Department, Government of Maharashtra, other senior officials of the State Government and GAIL were also present on the occasion. GAIL has made a contribution of Rs. 20 crore for setting up of the Radiation Oncolgy Center. The project would involve procurement of a Linear Accelerator machine for treatment of cancer patients. This state-of-art machine would enable more precise targeted destruction of cancer cells. It is understood that such treatment machine is presently not available in any hospital in and around Mumbai. Speaking on the occasion, Shri Deora recalled that during one of his visits to the Hospital, he was made aware of this requirement and felt that it was necessary specially as the Hospital was catering to the not so privileged persons specially women. He said the contribution made by GAIL for this Radiation Oncology Center is one of the single largest such contribution by any oil and gas sector PSU under their CSR programmes. Shri B. C. Tripathi, Chairman and Managing Director, GAIL said that GAIL was privileged to be associated in helping the hospital in getting state-of-art cancer treatment facility. GAIL, he said, has been taking up a number of meaningful socially useful programmes across the country, specially focused in the rural areas where the company has a significant presence, for upliftment of the under privileged segment of the society.

The setting up of the Radiation Oncology Center as an initiative of Shri Murli Deora, Hon’ble Union Minister of Petroleum and Natural Gas and his active role and guidance in the setting up of the Center was widely acknowledged by the various dignitaries present at the occasion. At GAIL, Corporate Social Responsibility stands for continuing commitment for operating the core business in socially responsible way, complemented by investment in communities to produce an overall positive impact on society. The Company as a policy has allocated 2% of its net profit after tax (PAT) of the previous financial year for CSR activities across all its work centres and offices. This overall budget is then distributed amongst seven specific thrust areas as community development, drinking water, sanitation, educational aid, environment protection, healthcare / medical, infrastructure, literacy enhancement/ empowerment. In the state of Maharashtra the CSR spends, other than the contribution to Cama Hospital, have been to the tune of Rs. 2 crore over the last 3 years. The programmes taken up by GAIL in Maharashtra under CSR include distribution of Sewing Machine & Tricycles, cataract surgeries, adoption of 1000 girls through Nanhi Kali programme, adoloscent sensitisation programme, contribution for Watershed, purchase of school bus for mentally challenged students, construction of cement concrete road, providing drinking water pipelines, etc. About GAIL (India) Limited GAIL (India) Limited is India’s largest natural gas company having a market share of 79% in natural gas transmission and 70% in natural gas marketing. Apart from natural gas transmission, distribution and processing, the Company has diversified business interests in LPG transmission, petrochemicals, city gas projects and Exploration and Production activities. GAIL possesses over 7000 km of natural gas pipeline transmission network with a capacity of 155 MMSCMD and is laying five new natural gas pipelines measuring 5000 km. involving a capex of nearly Rs. 28,000 crore, which shall enhance the transmission capacity to around 300 MMSCMD in the next 3 to 4 years.

GAIL (India) Limited Shri S L Raina takes over as Director (HR) New Delhi, August 20th, 2009:- Shri S. L. Raina has taken over as Director (HR) of GAIL (India) Limited. An MBA from University of Hull, London, an LLB, a Master in Public Administration and Bachelor in Science, Shri Raina has a career spanning more than three decades in Hydrocarbon and Textile industries and has a very rich experience in human resource management as also marketing and legal at senior level. Prior to becoming Director (HR), Shri Raina headed various Human Resource Departments of the company and spearheaded a wide range of employees development programmes. As General Manager (HR), Shri Raina has contributed in the development of various policies of HR, Industrial Relations, Establishment, Administrative and Disciplinary matters. He also spearheaded various CSR programmes and expedited the implementation of SAP HR across the company as well as centralized payroll and Employees Self Service. As Head of Legal Department, Shri Raina has represented the company in various judicial, arbitral and administrative proceedings, as well as customer contracts, gas sales agreements, gas sales and purchase agreements, production sharing contracts, gas

transportation agreements etc. Shri Raina has also served the Company as Central Public Information Officer under the Right to Information Act 2005. Shri Raina was Zonal General Manager (Marketing), Northern Zonal Office of GAIL and was associated with signing of Heads of Agreement with various consumers for supply of Regasified – LNG, besides, marketing of liquid hydrocarbons in Northern Zone. Shri Raina has served as HR Head for five years at GAIL’s Petrochemical plant during its different stages of construction, pre-commissioning and stabilization activities.
