Summary of Cyclonic Storm “Bijli” Current situation: Cyclone BIJLI crossed the Chittagong-Cox’s Bazar coast near Chittagong at 03 am today (18-04-2009) and now lies over south-eastern part of Bangladesh as a land depression.

SPECIAL WEATHER BULLETIN: SL. NO: 24 (TWENTY FOUR), DATE: 18- 04-2009 THE COAST CROSSING CYCLONIC STORM “BIJLI” MOVED NORTHEASTWARDS AND CROSSED THE CHITTAGONG-COX’S BAZAR COAST NEAR CHITTAGONG AT 03 AM TODAY(18-04-2009) AND NOW LIES OVER SOUTHEASTERN PART OF BANGLADESH AS A LAND DEPRESSION. IT IS LIKELY TO MOVE IN A NORTHEASTERLY DIRECTION AND WEAKEN GRADUALLY BY GIVING PRECIPITATION. STEEP PRESSURE GRADIENT LIES OVER NORTH BAY. SEA WILL REMAIN ROUGH. MARITIME PORT OF CHITTAGONG HAS BEEN ADVISED TO LOWER DANGER SIGNAL NO. SEVEN BUT INSTEAD HOIST LOCAL CAUTIONARY SIGNAL NO. THREE (R) THREE. MARITIME PORT OF COX’S BAZAR HAS BEEN ADVISED TO LOWER DANGER SIGNAL NO. SIX BUT INSTEAD HOIST LOCAL CAUTIONARY SIGNAL NO. THREE (R) THREE. Government disaster management system has been activated and coordinating pre-impact preparedness and evacuation. MoFDM, DMB, DRR have opened control room.

MoFDM has ordered for the mobilization of CPP volunteers in accordance with established operating procedures.

DMIC has been activated and remains open round the clock to monitor and report on changing situations.

Disaster Management Bureau (DMB) instructed the District Disaster Management Committees (DDMC) and Emergency Response Resources of coastal districts to stand by.

All concerned upazilas have opened control room.

Department of Relief and Rehabilitation has allocated the following food grains and cash money for the following district District Noakhali Chittagong Cox’s Bazar Bhola

Bangladesh Red Crescent Society Bangladesh Red Crescent Society has mobilized approximately 40,000 volunteers have been disseminating signals through megaphone to alert people since last evening. The CPP personnel have been communicating with the local volunteers on hourly basis. Coordination meetings were held at all 32 upazilas (sub-district) level and 11 districts located in six zone level. According to the CPP, it light to heavy rain (light rain in 18, moderate in 2 and heavy rain in 2 sub-districts) has been continuing since last night across the CPP command and its adjacent areas disrupting people day to day life. BDRCS attended the meetings held by Disaster Management Committees at 11 districts and 32 upazilas in CPP command area since yesterday afternoon. BDRCS and IFRC have called an emergency meeting today at 1630hrs to discuss on the preparedness and possible action aftermath of the cyclone. Federation has been sharing the information with relevant people and organizations. IFRC has provided fund to support BDRCS for preparedness and proper dissemination of warning message to the community. Federation has alerted their personnel to be ready for deployment in case of potential disaster. The stock position of NFIs of BDRCS/IFRCS has been reviewed to see possibility of assisting 10,000 families (approximately), if needed

Monitor, analyse and widely circulate meteorological data & storm related early warning EW messages. Gather and report information from other sources such as electronic media Consult relevant contingency plans & Standard Operating Procedures (SOPs) Contacts made with WFP field staff and preparedness status verified WFP CXB / CTG based field staff is closely coordinating with local GOB authorities, other UN agencies, NGOs, BDRCS etc Meetings held and information shared with refugee camp populations in Teknaf. Verification of WFP’s contingency stocks of High Energy Biscuits for rapid emergency response if needed Verification of GoB’s rice / wheat stocks in local warehouses (LSDs)

Muslim Aid Muslim Aid staffs, volunteers and partners have been disseminating signals through megaphone to alert people since afternoon. Muslim Aid staff attended the meetings held by Disaster Management Committees at 15 upazilas in CPP command area since yesterday.
