Dear Mr. Finn: Following the recent regulations that led to the campus be declared a smoking free zone, I am writing this letter to present a proposal for the construction of smoking shelters in the campus. Primarily, this letter is intended to obtain permission and funding towards my proposed project, to investigate if it is viable and then implement it. In this proposal, I am going to investigate the viability of this project, its importance and implementation process. Therefore, I am seeking permission to proceed with my proposal, which I believe will bring tremendous change and impact in the campus, since everybody will be comfortably accommodated. It will also help the campus to comply with local laws regarding smoking in public places. Below is my report attached having details about the project cost, budget and requirements. That how will this project work and what will be the cost, how we will implement all settings and what will be the benefits of this project. Everything essential and required will be highlighted.

Executive Summary Background We presented our proposal for the installation of smoking shelters in the campus. Almost all public places have imposed smoking bans. Everyone is faced with voluntary or enforced smoking regulations (SMOKING SHELTERS, 2018). My college recognizes that smoking in public causes second hand smoke exposure which is associated with significant health hazards. INTRODUCTION Background In this proposal, I will be answering the critical question, “Is there need for construction of smoking in the campus?” A smoking hut, or shelter is a designated place where smokers can be accommodated in public areas. Smoking huts are commonly found in areas that are public. This is because they have so a lot of benefits and advantages to not only the smokers but also the public at large (Tudge, 2014).

Therefore, the campus was declared a smoking free zone. In order to accommodate the smokers in the school, there is the need of putting up a smoking shelter for them. This is the best way to make sure smokers in the Campus are satisfied.
Advantages As stated earlier, this shelters have several advantages. The main advantage one can get from them is the reduction of smoke in public. This shelters are specially designated for reducing smoke in public area.Another advantage is the protection of smokers from any climate. They are made from very high quality and strong materials. Technical Discussion CONSTRUCTION PLAN Smoking huts must always comply with smoke free regulations and planning. The construction plan entails a construction budget that contains the construction cost estimated to be $3,000, inclusive of materials and man labor. The plan will also include procurement of all the materials needed in the construction and it still encompasses acquisition of planning permissions and Building Regulations. At least 10 construction Experts in charge of the whole construction. The designers will be required to install a portable smoking hut as opposed to constructing a permanent one.

The equipments and materials needed to create a designated smoking area is very simple. The equipments and materials needed to install designated areas are a bench, ash urn, smoking shelter, and signs. Smoking shelters will not be included in all the desired areas, it will be limited to the areas that are most common for students such as the SURC and the library. For the areas that will not include smoking shelters, a bench and an ash urn will be installed for student smokers. Benches will be used to accommodate comfort for student smokers. Ash urns will be next to all desired areas where students will be able to throw away their cigarettes butts properly. Smoking shelters will be used to protect students from the unreliable weather and signs will be used to help students where they will be allowed to smoke.

The cost associated with installing designated smoking areas will vary depending on the kinds of equipments and materials that will be needed. The cost of the benches will vary from $600 to $1500. The cost of the signs will vary from $15 to $300. Ash urns will vary from $120 to $350 and smoking shelters vary from $2500 to $4600. A funding source must be identified for the design and construction of the areas. Once a funding source is secured, the design will be completed, and then either a contractor will be hired by the Facilities Management Department (FMD) to complete the work, or the staff will complete the work. The areas recommended to be designated areas must be approved by the CWU President. The list of the approved areas will then be examined and evaluated at appropriate for continuing validity and utility.

CONCLUSION AND RECOMMENDATIONS I strongly recommend the construction of several smoking shelters around the campus. Implementing this project makes sure that smokers can enjoy their smoking habits, without the fear of affecting the nonsmokers, hence the needs of everyone will be accommodated. Renovation and consistent maintenance of the huts should be put in to place. This proposal is worth implementing since it helps to regulate public smoking and at the same time accommodate everybody in the campus
