Background: The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic and social condition (WHO Constitution 1946). For Philippines Health Agenda (2016-2022) “All for Health, Towards Health for All” is the call to address health related targets for the Sustainable Development Goals (SDG) namely; (1) Protect from Triple Burden of Disease, (2) Access functional Service Delivery Networks, and (3) Attain and Sustain Universal Health Insurance. The implementation of these adhere with the values of Equity, Inclusiveness, Quality, Comprehensive, Efficiency, Sustainability, transparency and Accountability. Orientation Paper: Iligan Health Advocates Alliance (IHAA) Who we are? Iligan Health Advocate Alliance (IHAA) is a consortium of different organizations based in Iligan City who are dedicated in advancing the right to health and the fulfilment of the highest standard of health care for all especially the disadvantaged and vulnerable sectors. It is IHAA is consist of ________ organizations who are committed in working to together to strengthen and improve local health systems, ensure fair access to healthcare especially for the poor and the needy and advocate for the transparency and good governance by engaging in a meaningful and participative manner. What we stand for? IHAA stands for:

- nvolvement of the community in local health governance by participating fully in policy making procedures;

elp and co-operate with local government in ensuring implementation of health-related policies and programs especially for the vulnerable sectors;

A

- dvocate for the promotion of right to health by conducting community education, awarenessraising and generating public opinion; and

A

dvance the capacities of local sectoral organizations and communities about their rights to health and organize and mobilize them for rights claiming. What we can do? IHAA will work towards the attainment of its ROLE:

Right to health promotion and protection through education and public information;

Organize communities for active participation; · Lead in engaging with the local government and other stakeholders to ensure compliance to ·

domestic laws and international standards on health care delivery; and

· mpowering the vulnerable groups for rights claiming by advocating for the People’s Health Agenda. The realization of these must be reflected through policies, governance and program of action for health. Hence, our propose Health Agenda are as follows; 1. On City Health Policy a. Increase health budget allocation, and ensure government transparency and accountability b. Ensure one (1) barangay, one (1) midwife policy. c. Ensure the availability of Breast Feeding Areas in Public and Private Vicinities in accordance to the EO 51. d. Ensure full local implementation of the 20% discount of Senior Citizens and PWD on medicines and laboratory facilities. 2. On Local Health Governance a. Recognize the meaningful participation of Civil Society Organizations and People’s Organizations in the Local Health Board and other special bodies at the barangay and city level. b. Creation of structure on monitoring and evaluation scheme for the programs and its implementation at the barangay and city level c. Set-up functional complaint and feedback mechanism in order to address public health concern to improve delivery of health services. d. Public reporting on the Health Situation (Health Assessment Report) from the Barangay Health Center and at the City Health Office. e. Simplify process of Philippine Health Insurance Corporation (Philhealth) -Point of Care Process

3. On provision of services through preventive, curative and rehabilitative health care. a. Ensure functional health center and availability of doctors and sufficient essential medicines at the barangay health center b. Active and massive dissemination of health information for IPs, Senior Citizen, especially pregnant women and malnourish children at barangay and City level. c. Recognize and improve culturally and appropriate health care services to IPs, Bedridden Senior and non-ambulatory patients. d. Establish program at the City Level to facilitate prevention and management of teenage pregnancy at barangay level.

4. Provide preferential options for the poor and vulnerable sectors a. Expedite and ensure Philhealth Coverage for indigent families in Iligan City. b. Strict enforcement on “An act prohibiting the demand of deposits or advance payments for the confinement or treatment of patients in hospitals and medical clinics in certain cases” RA 8344.
