Why Security Cooperation?

• Security Cooperation supports near-term (1-5 years) and longterm (out to 30 years) strategic GWOT objectives • Builds understanding and consensus on terrorist threat • Promotes security, stability, and hope (self-determination) • “Share and care” • Democratic ideals

TSC Strategy Priorities • EUCOM will: • Implement OSD SCG with war on terrorism as first priority • Counter proliferation of CBRNE weapons as second priority • Safeguard US leadership and strengthen NATO as the preeminent European security institution • Promote the integration of Ukraine and the Caucasus states into NATO while building a stronger relationship with Russia • Work with European allies and with African regional organizations to foster security, stability, and hope • Expand clearinghouse initiatives in Africa, the South Caucasus, and Southeastern Europe • Win “hearts and minds” while protecting US interests
