Toll-free highway

Purpose-built highway with limited points of access to ensure certainty in speed and travel time over the entire length of the highway. The alignment along the mountainous terrain also avoids the possibility of congestions caused by future developments.

Linking all highly-populated and transport hubs on the Penang Island from the Second Penang Bridge and Penang International Airport all the way towards Bayan Baru, Relau, Paya Terubong and George Town.

PIL 1 serves as a strategic bypass segregating regional traffic from local traffic that not only allows for better traffic dispersal but also improves accessibility to various areas along the north-south corridor of Penang Island.

Travel time between Gurney Drive and the airport, compared with the current 45 minutes under normal traffic conditions on the Tun Dr Lim Chong Eu Expressway (LCE) upon completion.

Alleviates the heavy traffic load on the Tun Dr Lim Chong Eu Expressway (LCE) and adjacent arterials such as Pengkalan Weld, Jalan Masjid Negeri, Jalan Jelutong and Jalan Sultan Azlan Shah.

OBJECTIVES

The proposed highway will be built beyond the developed periphery of George Town, to disperse traffic away from it rather than forcing traffic to converge in the extended parts of the city. Enhances accessibility and opens up opportunities for future land development on the western and southern side of Penang Island.

HIGH EFFICIENCY HIGHWAY PIL 1’s alignment has significant advantages to function as a strategic bypass as it cuts through the mountainous terrain in the central region of Penang Island, thereby safeguarding the highway from congestion caused by future developments.

Addresses the strategic importance of traffic dispersal from the newly-opened Second Penang Bridge and the future undersea tunnel.

Enhances accessibility and open up opportunities for future development on the western and southern side of Penang Island. The interchanges proposed for PIL 1 provide links to established residential and commercial hubs in the northern, western, eastern and southern sections of Penang Island.

Usage of PIL 1 will be toll-free.
