ELECTION CONCERNS AND PRIMER Question: When and where is our election? Answer: August 15, 2009 from 3 PM to 10 PM Marikina Youth Camp. Question: How were notices sent? Answer: Notices were posted in our official website; letters were sent to the section coordinators, personal calls and text messages. Question: How do we intend to conduct election? Answer: One (1) vote per section. Each section will be entitled to one (1) vote. For this purpose, each section must choose their official section representative, who shall vote for them or in their behalf. The official section representative should have assent and/or authorization of his/her classmates. Forms are available with Rachel and should be accomplished and submitted before the election. Question: Why one (1) vote per section and why not one vote (1) per batch mate? Answer: The one vote per section was agreed upon due to the desire to make our election as democratic or as representative as possible taking into account the difficulty of successful gathering the majority of our batch mates for the election of our officers. Majority means, at least, fifty percent plus one (50% +1). Since there are at about 24 Sections in our batch, with a conservative estimate of 30 students per section, we need at least 361 (24x30=720/2+1) to attain majority and thereby establish quorum (quorum is the minimum number of participants needed so that an association may validly transact a business or undertake an activity). On the other hand, if voting will be made on a one vote per section, we only need to muster or have at least thirteen (13) official class representatives (24/2+1) to attain majority and thus conduct an election. Question: Can you further demonstrate by example the desirability of this method? Answer: Imagine a situation when for example quorum was dispensed with and votation was made on the basis of the persons actually present on August 15, 2009. If for example, Albert runs for a position, let us say “escort” and all of his classmates are present, let us say 30 of us, and some sections have poor attendance, Albert will surely win not because he is the choice of the majority of our batch mates but because his classmates happen to attend the meeting. Question: What positions will be filled up during our election?

Answer: At least three (3) officers are required by law to be filled up. The position for the president, treasurer and secretary are mandatory. However, if our group would like to have our group incorporated, we need at least 5 incorporators and so; it is advisable to elect at least two (2) more officers, such as the vice-president and public relation officer. We may however still decide to add some more officers. Remember the law only sets the minimum numbers so we can elect more than three (3) or (5) officers. Question: Since voting will be made by the section representatives, do I need to be present? Answer: Yes. Only votation shall be made on a per section basis. Every batch mate of us has the right to be heard, has the right to nominate, has the right to participate, to make suggestions etc. Question: Is there a need for those who are interested to run for positions to file something, say a certificate of candidacy? Answer: No. Candidates can just be nominated by any batch mate of us. However, the person nominated must give his conformity or accept the nomination. Question: How will votes be counted? Answer: Since votation shall be on a “viva voce” basis, or by voice vote or by the raising of hand, it will be counted manually by the election officer volunteer, right before all attendees. Question: Will there be food in the meeting? Answer: Yes, food is on a potluck basis so the more you bring the more food for all of us.
