Producer Responsibility Organisation (PRO) Non-for profit organisation formed by the Manufacturers. Responsible for the collection, storage of the e-waste. The PRO can sell the material collected to a dismantling and recycling facility for component and material recovery. Multi stake holder representation in the PRO board. The revenues from the fee and the sale of collected material used to finance the cost paid to the consumer, the collection and the storage of the e-waste. PRO has to submit annual records to the MoEF. Individual Companies pay an annual fee (fixed or based on market share).

Collection Households 2 Options: 1. PRO Take back: Free collection ( reporting) funded by the PRO Cost paid to the consumer according to product type fixed by government in consultation with PRO 2. Dealer Take back: Takes back product both in case of exchange and noexchange scenario Gives discount on new purchase of electronic goods Transfers it back to the PRO (reporting)     

Collection Public and Private Sector Free collection funded by the PRO Individual companies and public bodies need to file returns to show their disposal practice ( reporting) Cost paid to the consumer according to product type fixed by government in consultation with PRO

Dismantler and Recycler Individual Entrepreneurs/Manufacturing companies The CPCB to authorise and monitor the dismantling and recycling technologies Regulated as per Hazardous Wastes (Management and Handling) Amendment Rules 2003 Waste Rules. Regular Reporting

Additional Points Provisional Import Ban which can be reviewed when the proper recycling facilities and the hazardous waste infrastructure are installed Permanent ban on import of donations and scraps Environmental and health standards in the recycling facilities Weight-based recycling targets varying by product (increasing with time) Form for donations by Private or Public sector to individuals or other institutions ( reporting mechanism)
