lakhs. Examination of bid:1) Department is not considering Some logical points in their design and preparation of estimate like A. Top width of anicut was considered as 2.0 mtrs but it is not sufficient for providing grooves for operational arrangement of curry shutter (i.e. min. 1.8 mtrs) as well as walk way slab too on top of anicut (i.e. min. 1.2 mtrs) so it will minimum 3.0 mtrs at top. B. Provision of paneled pitching is also include in the tender but not considered in preparation of estimate. C. Some miscellaneous provisions like cutting of bank in slop of 1:2, jungle clearance, surveying, geological investigation, preparation of design and drawing.

D. There is no provision of escalation covered in NIT and time allowed for completion is Fifteen months excluding rainy season which is having risk of rate increment in market as common trend. E. The measure qty of concrete goes in to the foundation of anicut and the department consider depth of foundation as 1.5 mtrs below average river bad level. In our opinion which is not sufficient and not correlate the recommendation of geological investigation. 2) After taking above consideration in estimate it goes to the amount of Rs. 639.00 lakhs (Approximately) 3) There are number of risk involves in turn key projects so it is understood about higher cost in compression of item rate or percentage rate tender. 4) There is no chance to come lower bids in future.
