*Consideration Times Note (New in 2009): Swimmers achieving the above qualifying times (or faster) in   an individual event will be entered into the meet.  After seeding those swimmers, additional swimmers   having achieved the consideration time in an event will be entered to the extent necessary to fill any open   lanes in the slower heat(s) of an event.  Swimmers will be added in the order of their consideration time,   faster times first.  In the event of a tie among swimmers with the same consideration time for the last open   lane, random selection will be used.  If there are no open lanes in an event after seeding of those swimmers   having a qualifying time, then no swimmers with consideration times will be added.
