Introduction This project proposal describes the concept of Vitus Bering Complex in Tbilisi, Georgia. As one of possible options, it might be constructed 15km north from Georgian capital next to artificial water reservoir called - Tbilisi Sea. Bellow we describe following issues:

Purpose of the project The purpose of this project is to provide to potential investors, financial institutions and construction companies with a description of the project in order to over the coming months to establish a full viable project in terms of financing agreements, sales and marketing and construction contracts. The economic and political changes in recent years in Georgia and creation of a market economy has created a whole new need and market for more individual, more comfortable and flexible, high quality housing. In recent years, multi-storeyed houses of a standard architecture (legacy from Soviet period in Georgia) are transforming in high rise buildings in the city centre. mer in the city and family villas with 3. 4 and 5 rooms are extremely demanded, especially in quiet and green zones like Tbilisi Sea. (Ref. map. Located some 15min drive from the city centre) Formation of a middle and high class in Georgia underlines the necessity of an introduction of a quality housing complex based on Western technology and know-how for a solid improvement of living standards. In this regard proposed project is very actual and seems extremely profitable now in Georgia. There are several reasons underlining the significance of proposed project.

The main reasons for developing the project Ecological problems by living in Tbilisi are the main reason for the type of exodus from the megapolis Houses in the prestigious districts in Tbilisi are often old and this creates certain problems in water, heating, gas and electricity supplies etc The development of new secured housing in a green and ecologically clean area
The overall idea of the project To combine the advantages of living in a rural and ecologically friendly area with modern and new urban facilities, still within a short driving distance from the city centre To make available high/standard accommodation to the upper and higher middle-classes To provide safety to the inhabitants on the area based on modern security design and security systems To fulfil an increasing demand for a country house instead of a flat in Tbilisi The Vitus Bering project represents a concept for an entire village. The project will contain all the facilities and services which are natural elements in everyday urban life, including state of art recreation and sports activities Good location, practically city suburb (total area ca. 10ha) and varied terrain and vegetation are opening interesting possibilities for creating an architecture adapted to the lines and curves of the landscape with park-like greens and recreational areas between the buildings. Those days have passed when the function of a house was only for a practical purpose. People nowadays want houses with individuality and carefully planned architecture that makes room for a wide spectrum of opportunities for development and new ways of life. It is therefore important to develop houses with variation, varied room experience and well planned details. Besides hot summer and cold winter in Georgia requires special approach to air conditioning, cooling and heating together with recreation and sport centres. Through the control of layout, choice of materials, colours, surfacing, landscape architecture etc the buildings will be provided with identity and underline Scandinavian way of living. The overall objective is to create a unique residential area which combines the best traditions of modern Scandinavian architecture and the creativity and innovative thinking which must characterise tomorrow’s distinctive housing. The “Vitus Bering Village” will not only be a suburb of Tbilisi, but it also will be a village with its own identity. The Vitus Bering Complex will contain approximately 50 residential houses with design and layout according to Scandinavian guidelines, a commercial complex with shopping centre, restaurants and small shops with everyday commodities, small hotel for 50 rooms might be included together with, social institutions with a medical centre, a kindergarten, a security centre with 24-hour security guard, several complete sports facilities with tennis and squash courts, athletic track etc. The Vitus Bering Village will be build for: People with a need for villas – both large and small – perhaps with a swimming pool or a tennis court included People who prefer to live in one family semi-detached houses with a small garden. The flexibility and application of a house depend to a great extend on its facilities. Hi-tech products and advanced transmission networks become popular world-wide in housing construction. There is a wide range of possibilities: New BMS systems (Building Management System) installed for burglary and fire alarms, electronic monitoring and control of heating, ventilation and electrical installations, internal communication, emergency calls (e.g. for senior citizens or disabled people) Public data networks will make it natural to retire or send information via the home computer etc. Furthermore innovative solutions concerning Active solar heating, recycling of resources, separation of waste, recycling of rainwater etc. will also make part of the project.

Security system Special care will be taken to the security system through the perimeter of the Village. A fence or a wall with a main-gate for trespassing of people and vehicles will be build to restrict or prevent movements of non-habitants across the boundary. By the main-gate is the security centre with 24-hour security guard placed. An alarm mounting on the fence/wall will – by touch immediately initiate a reaction to the individual detectors, which provides light for the outdoors CCTVcameras, placed on strategic spots on the boundary. The CCTV cameras will be controlled from PCs installed in the security centre. In the event of alarm, the guard will watch the monitors and will make decision how to react on the alarm. A video record the events on a recording time of a maximum of 30 days in pursuance of local law. By the main-gate there is a code card-reader station so the habitants by themselves can activate the gate. Be intruding in a villa the alarm system during sensors of moving will activate a siren to stress the intruder and at the same time an alarm to the 24-hour security guard will be send. Alarm signal will be send to security centre and the mobile phone of the 24-hours security guard. By activating a wall-mounted push-bottoms placed on strategic spots a signal will alarm the 24-hour security guard in the same way as described above. The alarm system is future-oriented so further extensions can be made. The landscape structure of the Vitus Bering Complex gives ample changes of creating a housing environment with great variation and wide range of opportunities. The unique qualities of the site (close to water reservoir and small hills) make it highly suitable for creating a varied housing environment with different levels, terraced houses and villas in the interesting and planned structure. Through careful planning and the interaction between the different architectural styles, surfacing, combination of materials, colours etc., the objective is to create a unique village with promenades, squares, narrow streets and park areas. Approximately 100 villas will be built in the Vitus Bering Complex. These villas will be inspired by the Scandinavian, classicist and functionalist tradition, but will also reflect Georgian traditions and architecture. The villas, which will be between 150 – 250m2, will all have private gardens, some with swimming pool or tennis court, depending on the individual wishes of the clients. The common room at the first floor of the villas will ensure a panoramic view and will make it possible to create an open design solution. The size of the one-family semi-detached houses range from 120 – 160m2 in 1 and 2 or 3 storeys. In principle, they are just two types, which are so flexibly designed that as the need arises, side wings and bays may be added. In this way the smallest houses may without much difficulty be enlarged to large houses. Functions may be changed or replaced, and rooms may be enlarged or made smaller. The prevailing elements are the used of incandescent light, inspiring room division, fresh atmosphere and a high degree of workmanship. The adjacent garages and carports, the small private gardens in front of the entrances and the terraces and balconies which face the green areas together with the tile and wood covered facades, complete the picture of the housing construction which is based on the best traditions of Scandinavian housing design. Scandinavian architecture is characterized by simplicity, functionalism, careful preparation and numerous details, and the Vitus Bering Complex is going to recreate and combine all the best elements of this tradition into a Georgian context Small commercial centre. A modern village in the Vitus Bering Complex cannot be established without building shops and supermarket. These facilities will be built along the main access road. Apart from the supermarket which will offer groceries, there will also be specialist shops, such as baker’s shop, a butcher’s shop, a pharmacy, a kiosk, hairdresser etc. Social institutions-inspiration. The Vitus Bering Complex places great emphasis on the social institutions, which are an important part of the project. Medical centre, kindergarten, tea and community house, and not least the 24-hour security guards, will ensure the social well-being and security of the occupants in the complex. Fitness club, tennis and squash courts, a football field and an athletic track will ensure physical and mental well-being. The Scandinavian touch Scandinavia has a long tradition of building houses with specialised and varied surfaces and roof structures. Therefore many different surfaces may be seen in Scandinavian building tradition, such as brick surfaces, painted surfaces, plaster surfaces covered by plates of different materials, concrete dyed to match, wooden cladding etc. or a combinations of all the above-mentioned surfaces. Likewise, the roofing varies by a wide selection The plan is that the Vitus Bering complex will be fully fitted with carefully processed Scandinavian floors, kitchens, furniture and other equipment. Project Management team The project has been developed by NIRAS A/S Consulting Engineers and Planners from Denmark Architect, one of leading Architect companies in Scandinavia - C.F. Møller, Denmark. Georgian partner might be ????? The construction will be carried out by foreign turnkey constructors in cooperation with Georgian sub-contractors. All works will be supervised by Danish engineers and architects to ensure Scandinavian quality, finishing and delivery.
