The ‘Roadmap for Recovery’ is the central document in UNWTO’s response to the global economic downturn.

DEAR READERS, Tourism helps to discover the values of mankind across the world and brings different nations and peoples together. I believe that tourism will play a major role in promoting mutual understanding in the century of globalisation and global cooperation.

It is our main goal and priority to make Kazakhstan a centre of world tourism. Located on the Great Silk Road, our country has deep historical roots, and its magnificent nature contributes towards successful development. We have all prerequisites for the development of tourism. Tourism has been successfully developing in Kazakhstan in the recent years. We are constructing modern highways and hotels, restoring ancient monuments within the state-run program named “Cultural Heritage”. Tourism has no borders, as it becomes a really global and large-scale activity. In this connection, I would like to mention the Baikonur space centre that is used for space tourism. Today, many countries gain huge profits from tourism industry, which is one of the world’s fundamental economic achievements. Sustainable Tourism in Challenging Times As the basis of UNWTO’s response to the global economic downturn, the ‘Roadmap for Recovery’ is a key instrument in guiding tourism out of the current crisis through positioning the sector at the core of stimulus packages and the Green New Deal. The document is at the core of this year’s General Assembly and will be officially presented by Secretary General ad interim Taleb Rifai today. The general debate that follows will allow delegates to present their views on the crisis, and Member countries will be outlining specific initiatives to combat the economic downturn. The result of rigorous work carried out by the UNWTO Tourism Resilience Committee since its creation
in 2008, the Roadmap underlines tourism’s potential to play a crucial role in stimulating the global economy, supporting developing countries and preparing for a Green Economic transformation. It is based on three overlapping action areas: Resilience, Stimulus and the Green Economy. Resilience - While tourism has demonstrated remarkable resilience in previous crises and is proving resilient even now, the effects of the current economic downturn must not be underestimated. As one of the largest employers in most countries, it is imperative that governments and industry undertake actions to retain jobs and support the sector. PAGE 4

These days, a session of the World Tourism Organization General Assembly is taking place in the beautiful city of Astana.

Не должно ослабляться развитие туризма и во время глобального всемирного финансового кризиса. В эти дни в прекрасном городе Астане проходит очередная сессия Генеральной Ассамблеи Всемирной Туристской Организации. Assembly, we are meeting at the crossroads of the world. Located at the geographical centre of Eurasia, Kazakhstan has a long history of cultural and economic exchange along its ancient trade routes and was a vital staging-post for the earliest international merchants and explorers. This long and deep-rooted experience of trade and travel has been instrumental in the development of this modern nation and will continue to consolidate Kazakhstan as an extraordinary tourism destination. As we foregather here, the tourism and travel industry faces multiple global challenges; an economic recession and an A(H1N1) flu outbreak as well as continuing poverty and climate imperatives. This General Assembly, and the next few months leading up to the UN Climate Change Conference in Copenhagen, Denmark, will be pivotal in securing agreement on and implementation of a collaborative economic and environmental response. This Assembly is our opportunity as a sector to address the steps to be taken and measures to be adopted at this moment in time to ensure that tourism is positioned as the key to a more just and more sustainable future. The UNWTO itself is also at a crossroads. Over the next four years, UNWTO will engage in a progressive reform process in order to continue providing the leadership and support its Members and the travel and tourism sector need. I am confident that, here in Astana, the international tourism community will live up to these challenges.

It is also vital to continue close monitoring of trends in the market to ensure a swift response to the changing situation. This requires increased collaboration and information exchange between public and private sectors, international organizations and countries. Partnerships, whether between public and private sector or regional, should be encouraged as they can help spread costs, increase tourist numbers and preserve and create jobs. Stimulus -Given the job creation and economic regeneration potential of tourism and travel, it must be at the heart of stimulus packages. Spending on tourism can result in considerable economic returns. In particular, small, medium and micro enterprises should be provided with credit lines and skills training as a way to create new jobs. Spending on improved tourism promotion and capitalizing on major events (such as sporting events) can bring massive returns in that visitors are ‘exports’.

For tourism to realise its potential in these difficult times, all possible mea-
sures must be taken to make travel easier. Travel taxes and high visa fees should be scrutinized objectively and visa applications simplified. Tourism and travel should also be included in aid packages, including funds from the UN Framework Convention on Climate Change negotiations.

Green Economy - Tourism can be at the forefront of the transformation to the Green Economy – contributing with carbon clean operations, employment in sustainable tourism initiatives and energy-proofed building. As such, it should be integrated into all international, national and regional legislation that encompasses and encourages green travel programmes. At the same time, tourism must continue to champion carbon neutrality and mitigate its own negative environmental impact. But the real challenge in the move to a Green Economy will be to increase public awareness of sustainable tourism products and services. The industry can raise awareness through intensive communication and promoting a green travel culture among suppliers, consumers and communities.

Major challenges represent major opportunities. The current global economic downturn provides an opportunity for the travel and tourism sector to play an important role in the transformation to the Green Economy.
Tourism and Travel Investing in a Greener Future
While the global community grapples with the economic crisis, it cannot afford to neglect progress on tackling climate change. Far from being an excuse for backsliding on commitments, the crisis is seen as an opportunity to replace the current financial system with one that advances economic, social and climate goals simultaneously. There is no reason why economic growth should come at the expense of environmental decline. Global stimulus packages investing in a green future can tackle these challenges. Public sector investment will not only create green jobs and stimulate green growth, but also develop the low carbon infrastructure required for long-term prosperity. In this way, the greening of the economy will help flight climate change while pulling the global economy out of the crisis as part of a Green New Deal.
Given tourism’s global economic and social value, as well as its close relationship to climate, the industry is well-placed to play a leading role in the transformation towards a Green Economy. This is reflected in the UNWTO’s Roadmap for Recovery, the new guidelines developed by the Organization to see tourism through the economic crisis. Tourism’s role in moving towards a Green Economy is a central theme of the Roadmap. As a primary vehicle for job creation and economic regeneration, tourism can be a lead agent for change by encouraging smart growth, intelligent infrastructure and clean energy jobs. Transport and buildings, both areas closely linked to the tourism sector, are primary green policy and investment targets. Climate proofing of hotels and the creation of high-speed train systems are just two examples of how tourism can be central to the
Green New Deal. Tourism can also encourage employment in sustainable tourism initiatives, stimulating the transformation of the world economy. Although the sector is responsible for some 5% of global CO2 emissions, this is a manageable amount and one that can be mitigated through adaption and new technology. As the UN lead agency for tourism, UNWTO has been at the vanguard of the call for the development of a greener and cleaner economy since the turn of the century. The 2007 UNWTO Davos Declaration commits the Organization to positioning tourism at the leading edge of the global response to climate change. Since then, UNWTO has continued to lead initiatives in the tourism sector as part of the overall UN effort to develop a common framework in tackling climate change. Earlier this year the Organization was one of 21
United Nations agencies that released a joint statement advocating the shift towards a Green Economy as a solution to the current global crisis.

Against this background of economic instability, institutional change and long-term sustainability challenges, the UNWTO General Assembly in Astana will particularly focus on: The Roadmap for Recovery: In response to the global economic downturn, the UNWTO Tourism Resilience Committee has developed a Roadmap for Recovery, a set of guidelines aimed at industry stakeholders, which will allow the sector to navigate the crisis and fully recover from its ill effects. The Roadmap will be presented by the UNWTO Secretary-General a.i. Taleb Rifai and set the stage for this Assembly’s general debate (5 and 6 October). It will furthermore be the topic of the third meeting of the Tourism Resilience Committee (8 October).

Election of the Secretary-General (expected October 6): The 85th Session of the Executive Council, meeting earlier this year in Mali, recommended Taleb Rifai for the post of Secretary-General. This recommendation will be submitted to and considered by the General Assembly. If ratified, Mr. Rifai will begin his 4 year mandate in January 2010 and become the fifth UNWTO Secretary-General. Briefing on influenza A(H1N1) pandemic: The General Assembly will call for responsible travel in the course of the A(H1N1) pandemic at a Flu Briefing (6 October). The findings of the review and preparation exercises on ‘Travel and Tourism under Pandemic Conditions’ in Madrid and the Bahamas will form part of the briefing.

The global tourism industry is rallied in solidarity behind these countries which are mostly member states of UNWTO. At this critical moment, UNWTO calls on the international tourism community to give its utmost support to the affected nations in order for them to overcome this adverse situation.
The current difficulties are severe. Nevertheless, the sector has faced adversity before and experienced stronger and healthier comebacks.

Since the last session of the UNWTO General Assembly in 2007, the economic crisis inflicting the globe has not abated and has even deepened. The lack of consumer confidence, job losses and spiraling debts continue to dominate global summits and national debates. The tourism and travel industry is not immune to the downturn, with the negative trend in international tourism that emerged during the second half of 2008 intensifying in 2009. Nevertheless, while international tourism is predicted to decrease, the pace of decline is expected to ease and the sector has proved remarkably resilient.

UNWTO: Increasing Confidence in 2010 Recovery

The conditions of the tourism market are starting to indicate stronger prospects for a recovery in 2010. These include macroeconomic upward revisions from the IMF together with preliminary international tourism figures until August this year. This suggests some moderation in the declining results of the first half of this year. In addition, the UNWTO Panel of Experts Confidence Index reflects stronger confidence in market conditions. International arrivals declined by 4% in July this year, a relative improvement when compared to decreases of 10% in May and 7% in June. Many destinations show a similar pattern of a gradual change for the better, particularly in Asia, Europe and the Middle East.
International tourism and the global economic crisis
In absolute terms, the number of international tourist arrivals worldwide reached 500 million in the first seven months of 2009, down from 540 million in the same period of 2008. Arrivals in 2009 are currently between the levels of 2007 and 2006. The first seven months of the year generally account for roughly 57% of the total annual number.
The turning point? Though much uncertainty persists, there are signs indicating that the turning point may also have been reached in the tourism sector. Data for

“As the latest economic data and prospects indicate that the world economy may be starting to emerge from its most severe recession of the post second world war period, in tourism too there are signs that confidence is returning and that demand is improving for both business and leisure travel” said UNWTO Secretary-General a.i. Outlook
The negative trend in international tourism that emerged during the second half of 2008 intensified in 2009 under the impact of the rapid deterioration of the world economy, combined in various destinations with the effects of the influenza A(H1N1) outbreak this spring. Based on preliminary results from about 140 destination countries, international tourist arrivals worldwide are estimated to have declined by 7% in the period January to July 2009, compared to the same period last year.

July show a relative improvement and for countries that already reported data for August, these two high season months have not in general been as depressed as the first six months of the year. Other industry indicators from air transport and accommodation sectors corroborate this upward trend.
The economic conditions, combined with the uncertainties brought about by the influenza A(H1N1), are expected to continue impacting tourism demand – at least in the short term. As decline rates are anticipated to ease during the remainder of 2009, international tourism is forecast to decrease within a range of -6% and -4% this year. And though many subregions might return to growth in the last months of 2009, this will not be enough to compensate for the losses felt so far. Growth for the full year is projected to be negative in all regions, except for Africa. These results reflect international tourist arrivals only, for which comprehensive data is currently available. Domestic markets, highly important for many destinations and actively stimulated by numerous governments during the crisis, are expected to have done comparatively better. Still, this will not compensate for the losses in international markets. As in previous crises, tourism earnings are expected to suffer somewhat more than arrivals as consumers tend to trade down, stay closer to home and travel for shorter periods of time.

knowledge to face increased challenges UNWTO sees an overwhelming and growing need for promoting knowledge as the basis for decision-making and the main source of securing sound development, a subject that will be discussed by a working group at the General Assembly today (Monday/Oct 5). At national level, governments worldwide are investing in knowledge resources, while agencies are in-
creasingly being asked for knowledge-based support and advice on subjects as diverse as swine flu, carbon emissions, and trade barriers. Tourism is no exception, according to the discussion paper prepared for the meeting by a team of experts from the Organization’s Education and Science Council (EdSCo). In common with fellow organisations
in the UN system, UNWTO has become both a repository and source of knowledge in key areas such as statistics, satellite accounts, global ethics, the protection of children and the strengthening of education.
Their involvement in research and the development of knowledge have been central to some of the major insights into tourism, from studying its economic impact to environmental consequences.
However, current challenges in tourism policy and governance suggest UNWTO will need an even stronger knowledge base to meet the requirements of members over the next few years, say the team.
As key sources and disseminators of knowledge through their publications and education and training programmes, some EdSCo members have become world authorities in their fields.
Through the Affiliate Members, which include some of the world’s leading Universities concerned with tourism and that come together in EdSCo, there is an immediate focus for further developing the knowledge-base of the Organization.
The key challenge now is how to ensure that this resource is most effectively harnessed to provide support for UNWTO Committees and Officials and to Regional Representatives and the Member States.
Key proposals in the paper include the need for UNWTO to consider its position as a knowledge-based organisation, decide whether its vision and mission effectively provide for this, and ensure that the objectives of the Programme of Work are appropriately defined. The role and support of EdSCo as the hub of knowledge management within the organization also needs to be reviewed to ensure that it meets the needs of a knowledge-based organisation through research and knowledge creation; dissemination of knowledge; education and training; application of knowledge and independent expertise.

The world’s ninth biggest country, Kazakhstan is hugely diverse and offers the traveller a wide range of varied attractions. For most of its history the territory of modern-day Kazakhstan has been inhabited by nomadic tribes and Kazakhstan’s vast plains still remain virtually empty.
Kazakhstan hosts 18th Session of UNWTO’s General Assembly Astana, Kazakhstan, 5-8 October 2009 port junction leading to an economic boom. Originally called Akmola, the city was renamed Astana when President Nursultan Nazarbayev designated it the capital. The city is now the governmental-administrative core and transport hub of Kazakhstan. All roads leading from Siberia to Central Asia, from China to Europe meet here. Astana’s main attraction is its modern architecture that has began shaping the skyline since the city became the capital. Influential architects such as the late Japanese architect Kisho Kurokawa and the British architect Norman Foster have been drawn to the city to design its new buildings. Attractions include the Bayterek Monument and the Pyramid of Peace. Astana also offers the visitor a wide choice of high-quality museums, theatres and restaurants. Astana’s extensive cultural diversity is clearly illustrated in the city’s attractions and monuments: The south of the country was a vital stop along the Silk Road which passed through the city of Almaty. Since independence in 1991, the country has developed into a uniquely prosperous and modern Eurasian nation. The country is ethnically and culturally diverse with many different beliefs represented in the country. The Kazakh language is the state language, while Russian is also an official language in Kazakhstan’s institutions. Adventures are easy to come by in this distinctive country. You can trek on foot or horse in the spectacular Tian Shan or Altay Mountains, watch flamingos on steppe lakes or discover mysterious underground mosques near the Caspian Sea. Its cities are equally exciting. The capital Astana in the north is a busy commercial and administrative centre with daring architecture and green parks. Charming Almaty in the south
is Kazakhstan’s biggest city and is beautifully located between snowcapped mountains and dramatic plains. KAZAKH TRADITIONS revolve around the country’s nomadic way of life. Most practices and customs relate in some way to livestock and traditional Kazakh dwellings are tents made of willow wood and felt. Many Kazakhs still maintain this nomadic existence, moving their livestock and tents from farms to pastures. This is also reflected in traditional sports and activities such as kökpar a sort of polo with the carcass of a headless goat or calf instead of a ball. During a game of gyz guu, a boy and girl partake in a horse race. If the boy catches the girl he kisses her, if the girl catches the boy she beats him with her riding whip.

Christianity is the second most practiced religion with various other religions including Judaism and Hinduism also present across the country. Kazakhstan has a long history of religious tolerance thanks to its ethnic diversity. Kazakhstan’s principal ethnic groups include Kazakh (58.9%), Russian (25.9%), Ukrainian (2.9%), Uzbek (2.8%), Uighur, Tatar and German (1.5% each).

Assembly Spotlight Tourism’s role in preserving diversity and fostering international understanding were at the centre of this year’s World Tourism Day Think Tank debates around the 2009 theme “Tourism – Celebrating Diversity”.
