They overwhelmingly recognized the need for a revolutionary approach to greater energy independence, and called upon Congress to renew a series of key incentives that have helped to foster the remarkable growth in alternative energy development and use. For many of the governors those incentives mean even more than enhanced diversity in their states’ energy supplies because they translate into substantial economic and job development. Pennsylvania is a good example. Philadelphia is the North American headquarters of the Spanish wind-energy company Gamesa, a major player in the exponential global expansion of wind-driven power generation. It also has two production plants in Pennsylvania. The state government itself also has chosen to invest heavily in biodiesel and cellulosic ethanol development. The federal government has aided alternative energy development with several tax credits that will expire this year unless Congress extends them. So far — incredibly, given soaring fuel and electricity costs — those extensions have been stalled by Senate Republicans. In recognition of the importance of alternative energy development to the nation and, especially, to Pennsylvania, Sen. Arlen Specter should lead an effort on his side of the aisle to renew the incentives. They include the renewable energy production tax credit for utility-scale renewable energy sources such as wind and the 30 percent residential and commercial tax credit for residential installation of solar panels or fuel cells. These credits should be a classic no-brainer in the current energy environment.

"Within the non-fossil fuel area, the growth of nuclear (power) is xpected to be slow and renewables may grow rapidly but from a very low base.

Energy Research Act of 2007 - Establishes the Advanced Research Projects Administration - Energy (ARPAE) to reduce foreign energy imports and to improve the competitiveness of the U.S. economy by: (1) promoting revolutionary changes in the critical technologies that would promote energy competitiveness; (2) turning cutting-edge science and engineering into technologies for energy and environmental application; and (3) accelerating innovation in energy and the environment for both traditional and alternative energy sources and in energy efficiency mechanisms to reduce energy use. Requires the ARPA-E Director to award competitive grants, cooperative agreements, or contracts to institutions of higher education, companies, or consortia of such entities (which may include federally funded research and development centers). Requires the Director to implement such programs in a manner similar to the Small Business Innovation Research Program in order to ensure that small-business concerns are fully able to participate in the programs. Authorizes the Director to carry out a program to award cash prizes in recognition of outstanding achievements with potential application to the mission of ARPA-E.

Requires at least one-half of the funds provided under this Act to be awarded to schools that have existing sustainability programs leading to certificates or degrees in at least one of the industries or practices listed above.

Directs the Secretary of Energy to establish: (1) a competitive infrastructure pilot grant program for renewable fuels; (2) at least 11 bioresearch centers for systems biology; (3) grants for renewable fuel production research and development in certain states; (4) grants to Indian tribes and local governments for infrastructure for transportation of biomass to local biorefineries; and (5) a biorefinery information center. Authorizes loan guarantees for advanced biofuel projects. Directs the Secretary and the National Institute of Standards and Technology to establish jointly a public alternative fuel database and related standard reference materials. Amends the Energy Policy Act of 1992 to prescribe a fuel tank cap labeling requirement. Directs the President to promulgate a national biodiesel fuel quality standard. Requires transitional assistance payments to farmers who plant dedicated energy crops for a local cellulosic refinery. Requires the EPA Administrator to: (1) study whether the renewable fuel volumes required by this Act will adversely impact air quality as a result of changes in vehicle and engine emissions of regulated air pollutants; and (2) promulgate regulations to implement appropriate mitigation (anti-backsliding) measures.
