Current Affairs August 2009 India to get its New N-submarine from Russia by Year End Russia will handover an Akula class nuclear attack submarine to India by the end of this year. Russia’s Deputy Defence Minister Vladimir Popovkin said that the deal between Russia and India provides for supply of two N-submarines on lease The induction of the Nerpa class submarine would reintroduce the nuclear vessel handling technology to the Indian Navy.

About Tipaimukh Project The Tipaimukh Hydroelectric Project is being constructed near the confluence of Bark and Tuivai rivers, in Manipur, India and within 100 km of Bangladesh border. The dam was originally designed to contain floodwaters in the lower Barak valley but hydro power generation was later incorporated into the project.

Basis of Bangladesh’s Concern The environmentalists expressed deep concern that if the project is implemented it could deprive Bangladesh of its share of the international river that supplies waters to hundreds of water bodies in the region. They fear that the dam would ultimately dry up the Meghna River in the greater Sylhet region and nearby districts. The dam will kill all common rivers of the country particularly the Meghna River, the biggest river of the country.

Indo-Bangladesh Ties on Test on Tipaimukh Dam Issue Indo-Bangladesh ties may be adversely affected if the Tipaimukh dam issue is not resolved to the satisfaction of both the countries. Tipaimukh dam is a hydro electric project under construction in Manipur, India, which Bangladesh fears, will affect Bangladesh’s interest in so far as her river water system will be most adversely affected.

India Scores Over China on the ADB Loan Issue Inspite of strong opposition from China, India scored a major diplomatic victory at the Asian Development Bank Board meeting on June, 15, 2009 as all other members voted in favour to grant approval for the $ 2.9 billion India plan. It may be recalled that China was digging its heels in not giving consent to $ 2.9 billion India development plan unless the mention of Arunachal Pradesh was removed from the document. As per press reports China was the lone dissenter at 15th June meeting of ADB board and voted against the India plan that covers the period for the next three years until 2012 arguing that ADB cannot fund projects in ‘disputed areas’ like Arunachal Pradesh. The BRIC Summit at Yekaterinburg The first ever summit of the BRIC (Brazil, Russia, India and China) was held in Russian town Yekaterinburg on June 16, 2009. The summit was attended by Brazilian President Luis Inacio Lula da Silva, Russian President Dmitry Medvedev, Chinese President Hu Jintao and Indian Prime Minister Dr. Manmohan Singh.

Historic Event It was inarguably a historic event in as much as the four largest economies of the world situated on different geographical locations demonstrated a unique camaraderie to speak in one voice deliberating on burning issues affecting the world, particularly the problems of food security, energy security, global financial crisis and terrorism. About BRIC BRIC is an acronym that refers to the fast-growing developing economies of Brazil, Russia, India and China. The acronym was first coined and prominently used by Goldman Sachs in 2001. Goldman Sachs argued that, since they are developing rapidly, by 2050 the combined economies of the BRICs could eclipse the combined economies of the current richest countries of the world. The four countries combined currently account for almost 42% of the world’s population, 25% of world’s land coverage and hold a combined GDP of 15.435 trillion dollars. On almost every scale, they would be the largest entity on the global stage. These four countries are among the biggest and fastest growing emerging markets. Mutuality of interests has brought China, Russia, India and Brazil to form a forum to work together to promote the welfare of their respective people. It is not being argued that the BRICs would organize themselves into an economic bloc or a formal trading association like the ASEAN or political alliance like the European Union. But there are strong indications that the four BRIC countries have been seeking to growing economic power into greater geopolitical clout. On June 16, 2009, the leaders of the BRIC countries held their first summit in Yekaterinburg and issued a declaration calling for the establishment of a multipolar world. Russia and China to Trade in National Currencies In a path-breaking move Russia and China have agreed to switch part of bilateral trade to their national currencies as the oil deals between the two countries. China has emerged Russia’s a biggest trade partner, overtaking Germany and the Netherlands.

Right-wing Parties Gain in EU Parliamentary Election Elections for the European Parliament were held in June 2009. Conservative right-wing parties in several leading European Union (EU) nations registered gains in the biggest trans-national election in the world, when 375 million voters from 27 EU countries cast their ballot to elect Euro-deputies. Centre-right parties in the largest EU member states such as France, Italy, Spain and Poland registered substantial gains, smaller but significant EU countries including Belgium, Hungary, the Czech Republic, Slovenia, Bulgaria and Cyprus also opted for the conservatives. G-8 The G-8 countries are : The UNITED STATES, GERMANY, JAPAN, BRITAIN, FRANCE, ITALY, CANADA AND RUSSIA. The annual G8 leaders summit is attended by eight of the world's most powerful heads of government. However, as noted by commentators the G-8 summit is not the place to flesh out the details of any difficult or controversial policy issue in the context of a three-day event. Rather, the meeting is to bring a range of complex and sometimes inter-related issues. Each of the 35 G8 summit meetings could have been called a success if the events had been reframed as venues to generate additional momentum for solving problems at the other multilateral conferences that meet throughout the year. The G8 summit sets the stage for what needs to be done and establishes an idea of how to do it, even if that idea is, at best, rough and patchy. This G8 Summit was originally planned to be in La Maddalena (Sardinia), but was moved to L'Aquila as a way of showing Prime Minister Berlusconi's desire to help the region in and around L'Aquila after the earthquake that hit the area on the April 6th, 2009. Nations that accepted their invitations for the first time were: Angola, [13] Denmark, Netherlands and Spain.[14] A record of TEN (10) international organizations were represented in this G8 Summit. For the first time, the Food and Agriculture Organization, the International Fund for Agricultural Development, the World Food Programme, and the International Labour Organization accepted their invitations. Possible final G8 Summit to be held, as the Muskoka District Municipality area (which [14] includes the town of Huntsville) has been chosen to host a G20 Summit at the same time.

NASA Successfully Launches two Moon Probes The USA’s National Aeronautical and Space Administrations. (NASA) successfully launched two probes on June 18, 2009 on a landmark lunar exploration mission to scout water sources and landing sites in anticipation of sending mankind back to the moon in 2020. Florida’s Cape Canaveral Air Force Station, Apollo-11, NASA’s lunar probes will analyse the lunar material blasted out by the impact for any sign of water ice – a critical component for any planning for manned lunar colonies. Army Coup in Honduras, President Ousted, Exiled President Manuel Zelaya of Honduras was ousted by the Army on June 28, 2009. It is the first military coup in Central America since the end of the cold war June 30, 2009 a day of national sovereignty March, 2003.

Iran’s electoral watchdog, the Guardian Council. Following the declaration of the result of Presidential election in Iran on June 14, in which the present incumbent Mahmoud Ahmadinejad was declared elected President for the second term, there were widespread protests against the results. The pretests engineered by the presidential candidates, particularly by Mir Hossein Mousavi led to clashes between the law and order enforcing authorities and the protesters. The protesters demanded annulment of the results. Taking cognizance of the situation Iran’s supreme leader Ali Khamenei ordered a probe into the whole affair to find out whether rigging or fraud had been restorted to in the election process. Iran’s electoral watchdog, the Guardian Council insisted on June 26 that 12th June, disputed Presidential vote was the cleanest ever, rejecting opposition allegations of fraud that brought hundreds of thousands on the streets.

NEWS IN NUTSHELL Union Rural Development Department to Set up Ombudsman to Overseas NAREGA Complaints The Central Government is keen to ensure that there is transparency in the execution for schemes under the National Rural Employment Guarantee Act (NAREGA) so as the face the minimum of complaints. It is with this determination in mind that the Department has decided to set up an ombudsman to redressal grievances. The department’s proposed agenda for 100 days includes a grievance redressal mechanism by setting up an ombudsman at the district level itself so that air complaints relating to the execution of the scheme, providing employment and making unemployment allowances are taken up in right earnest and disposed of the satisfaction of the rural masses.

Nandan Nilekani The Government on June 25, 2009 appointed Nandan Nilekani, Co-chairman, Infosys Technologies Ltd. As Chairman of the Unique Identification (UID) Authority of India. He will have the rank and status of a Cabinet Minister. The Authority will execute what the government believes will be the biggest and most ambitious e-governance project in India. The Unique Identification Authority of India or the UIDAI, is an agency of the Government of India responsible for implementing the envisioned Multipurpose National Identity Card or Unique Identification card (UID Card) project in India. It was established in February 2009, and will own and operate the Unique Identification Number database. The authority will aim at providing a unique number to all Indians, but not smart cards. The authority would provide a database of residents containing very simple data in biometrics Coverage, goals and logistics- It is believed that Unique National IDs will help address the rigged state elections, widespread embezzlement that affects subsidies and poverty alleviation programs such as NREGA. Addressing illegal immigration into India and terrorist threats is another goal of the program. Most reports suggest that the plan is for each Indian citizen to have a unique identification number with associated identifying biometric data and photographs by 2011. However, other reports claim that obtaining a unique number would be voluntary, but those that opt to stay out of the system "will find it very inconvenient: they will not have access to facilities that require you to cite your ID number." Government issued IDs are fragmented by purpose and region in India, which results in widespread bribery, denial of public services and loss of income, especially afflicting poor citizens. As the unique identity database comes into existence, the various identity databases (voter ID, passports, ration cards, licenses, fishing permits, border area ID cards) that already exist in India are planned to be linked to it. Perhaps the best dancer of his generation, he created his own iconographs. He was rightly described as the King of Pop. His Thriller earned him record-breaking eight Grammy Award. He is known as the Originator of Moonwalk Dance Step.

10th International Indian Film Academy Awards : Jodhaa Akbar Dominates The 10th International Indian Film Academy (IIFA) awards ceremony was held in June 2009 in Macau. Bollywood’s director Ashutosh Gowarikar’s historical love epic Jodhaa Akbar swept the awards by grabbing trophies for best picture, best director and best actor. Hrithik Roshan who played the role of Akbar in the movie won the Best Actor Award while its director Ashutosh Gowarikar won the Best Director Award for Jodhaa Akbar. The 2009 World Food Prize for Ethiopian Scientist Ethiopian scientist Gebisa Ejeta on 11 June 2009 was named the winner of the 2009 World Food Prize. It is worth noting that China won 51 gold medals, in the 2008 Beijing. 1 Billion Go Hungry World Over : FAO Report According to UN agency FAO’s report released on June 19, 2009, one in six people in the world or more than one billion is now hungry, a historic high due largely to the global economic crisis and the persisting high food prices who are hungry, meaning that they receive fewer than 1800 calorie a day. Almost all the world’s undernourished live in developing countries, poor countries need more aid and agricultural investment to cope with the grim situation. The silent hunger crisis, affecting one sixth of all of humanity poses a serious risk for world peace and security,” says Jacques Diouf, Director General of Food and Agriculture Organisation (FAO). Sub-Saharan Africa has the highest hunger rate, with 265 million undernourished representing 32% of the region’s population.

Archaeology 5th Century Artifacts Discovered in West Bengal Till now it was believed that Buddhism came to Bengal in 7th century post-Gupta period. But recent archaeological excavations by the State Directorate of Archaeology and Museums at a village Dheka in Murshidabad district have thrown up seals and artifacts dating back to the 5 th century A.D. indicating the presence of the religion in the region much earlier than was previously thought. The earliest Buddhist site in the State and houses the ruins of the ancient Buddhist University Of Raktamrittika that finds mention in the travelogues of the famous Chinese pilgrim, Hiuen Tsang.

Inflation Enters Negative Zone After Three Decades The inflation rate fell into negative territory for the first time in more than three decades. The inflation rate, measured by the Wholesale Price Index (WPI) stood at –1.61 per cent for the week ended June 6, 2009 against 11.66 per cent in the corresponding week of year 2008. Inflation rate was 0.13 percent (i.e. about zero level) for the week ended May 30, 2009.

Sectorwise Share in India’s GDP Share of Agriculture in India’s GDP -Agriculture sector’s growth during 2008-09 is estimated at 1.6%, Share of Industry in India’s GDP- Industrial sector accounted for a share of 25.8% in India’s GDP during 2008-09. Share of Services in India’s GDP– Revised estimates of GDP for 2008-09 puts the services sector contribution is 57.3%. The sector recorded a growth of 9.7% compared to an overall growth in GDP of 6.7% during the year.

India’s Exports Register Biggest Dip Among Major Asian Nations Exports from four Asian countries- China, South Korea, Indonesia and Thailand-Shrunk 19-25 percent in April 2009, while exports from India fell at a much larger pace of 33 percent in the same month. India’s exports have less than 20 percent share in GDP. Contrary to it, China’s exports have a 40 percent share in its GDP. Agriculture still Helps in Poverty Removal : World Bank World Bank’s study reveals that agriculture whose share in India’s output is shrinking because of higher growth in service sector, is still cited as a major reason for people in rural areas to come out of poverty. The study which covered 300 villages across four states, shows that 20 percent of people who have come out of poverty in one decade upto 2005 cited agriculture as the reason. World Bank puts a view that though non-agricultural jobs contributed the most (i.e. 26.6%) in bringing people out of poverty, agriculture still remains active in bring people out of poverty circle due to various government sponsored schemes launched in rural areas. On the bases of perceptions of the study, The World Bank has coined a term called ‘Community Poverty Line (CPL) based on how people defined poverty. The International Finance Corporation (IFC), the World Bank’s private sector lender.

Government to Double Size to JNNURM Government is considering to double the size of the Jawahar Lal Nehru National Urban Renewal Mission because it is close to exhausting the funds allocated to the mission.
