College Ready Knowledge and Skills Embedded in Curriculum
Several initiatives are being implemented in NYS for example: • College Now. A dual enrollment program, the collaboration between NYC’s public university system and CUNY. All students adhere to the same program selection criteria, application processes and standards for courses. Through offering college courses to high school students, the program aims to prepare all NYC high school students for college, and thus offers an array of activities intended to increase students’ academic skills. College Now has begun to develop “Foundation Courses”, which are intended to prepare 10th and 11th grade students for the academic demands of college through pre-college courses. Courses are taught by high school teachers certified as college adjuncts. Students are given opportunity to take college courses on college campus. CUNY colleges oversee the high school adjunct faculty, approving their syllabi and observing their teaching (Karp, 2007). • College Now • NY State Board of Regents plans to create P-16 Councils to advise the Regents on actions to strengthen USNY and improve student outcomes at each transition point in the P-16 system.
Student and Teacher Support Structure
• Science and Technology Entrance Program (STEP). Designed to increase the number of underrepresented students from grades 7-12 entering college and improve their participation rate in mathematics, science, technology, health related fields, and licensed professions (Science and Technology Entry Program – (STEP) Field Manual, 2006). • The Liberty Partnerships Program (LPP): offers comprehensive pre-collegiate/dropout prevention programs and services to youth (Liberty Partnership Program, 2006).

• Regents Exams. Regents Exams are high school end-of-course-based exams. By 2008, Students had to score a minimum of 65 in all five required Regents exams to obtain a high school diploma. The Regents exams provide high school students information about postsecondary academic content standard. Regents syllabi provide a higher education oriented underpinning to high school course content. CUNY uses the K-12 Regents exams as its placement exams. This policy can reduce remediation by sending clear signals about college standards to high school students (Kirst, 2009). • NY State Board of Regents: Raise the learning standards to exceed global standards so all students graduate ready for citizenship, work, and continued education. Align standards, assessments, curriculum and instruction across P-16, emphasizing transitions between high school and college, and high school and the workforce (USNY Board of Regents, 2008), (University of the State of New York, New York State Board of Regents, State Education Department, 2006). • New Accountability System for NYC Schools: The new system uses “value added” system to track the performance of individual students over time and judge schools based on how such academic growth each student makes from year to year. 1. Identify how well a school is meeting its Yearly Progress (YP) targets 2. Identify how well a school is increasing individual student performance from year to year 3. Correlating this data to what is going on in the school. The school system presents the data in the School Performance Report Card that consist of three main elements: (1) Absolute Achievement (2) Gains Analysis (3) Learning Environment Profile. • NY State Board of Regents is improving its accountability system, revising testing system to calculate growth for all students and working with universities to create P-16 data system (USNY Board of Regents, 2008), (University of the State of New York, New York State Board of Regents, State Education Department, 2006) . Program (HEOP) .These programs are designed to meet the special needs of students from disadvantaged backgrounds. Among the strategies available to meet these needs are testing, prefreshman summer programs, counseling, tutoring, coursework, and financial assistance (Higher Education Opportunity Program, 2009).
