Welcome
Welcome to the 2009 CPISRA Boccia European Championships
We look forward to welcoming 20 Nations and their 125 competitors to Póvoa de Varzim. The Host Committee will use electronic means of information distribution wherever possible (with paper back-up also if necessary). Therefore, please use the website of the Championships at www.boccia2009.org as the main communication channel with all the Team Managers and CPISRA officials‟ representatives. Electronic Mailboxes will be allocated to each country, Technical Delegate, Chief Classifier and Head Referee, so it is very convenient if you bring a laptop. A wireless hotspot will be at your disposal in a room at the ground floor at Novotel only. Four desktops are going to be available on the 1st floor at the Venue. Four desktops will also be available at the Youth House just beside the Venue.

GENERAL OUTLINE OF THE COMPETITION Classification at the 2009 CPISRA Boccia European Championships shall run in accordance with the 9th Edition Cerebral Palsy International Sports and Recreation Association Manual (Appendix G).
Events of the 2009 CPISRA Boccia European Championships will run in accordance with the 10th Edition CPISRA International Boccia Rules (Appendix H).
In case of doubt or disagreement in the interpretation of the rules, the English version shall prevail. An up-to-date copy of these rules can be found on the CPISRA website.
Any case not included in these documents shall be solved in accordance with the Technical Delegate for the competition.
It is the responsibility of each National Organization participating in 2009 CPISRA Boccia European Championships to ensure that all competitors and technical personnel are familiarised with these documents. SCHEDULE At this competition the Teams/Pairs Events will precede the Individual Events. This decision has been previously made known to the Nations. A copy of this notification is found in Appendix A Please consult the Championships official website for the Competition Schedule of Events.
ACCREDITATION All teams will receive accreditation upon arrival. For security purposes, there are three levels of accreditation
Level 1 CPISRA and National Officials, Host Committee Competition management personnel: Blue Allowed access to official‟s rooms, field of play, call room, food area, meeting rooms, first aid room.
Level 2 Competitors and staff: Orange
Allowed access to food area, field of play during competition only, call room, warm up area and training courts, first aid room.
Level 3 Volunteers: Red
Allowed access to the field of play, food area, first aid room escorted.
Level 4 Host Committee: Yellow
Access not allowed to competing areas. 13

CLASSIFICATION The Classification Coordinator for the competition is the CPISRA Boccia Committee International Classifier, Elsa Matthee.
Changes in the Classification Process have been
notified to the Nations by Email. This information can also be found in APPENDIX B. The Classification Schedule can be found in APPENDIX C Please refer to the CPISRA Sports Manual 9th Edition.
SPORTS EQUIPMENT & SPORTS EQUIPMENT CHECK Please refer to Section 2 of the official CPISRA 10th Edition International Boccia Rules
The Equipment Check will be done according to the schedule approved (APPENDIX D) in a room, close to the lobby of the Novotel Hotel on 25th, and identified in the entrance by “Equipment Check”.
On the morning of 26th remaining checks will be done at the
competition venue.
At any time, except during a match, the referee may confirm the eligibility of any piece of equipment. Any equipment that fails eligibility during competition shall be confiscated for the remainder of the competition; details of this offence will be published at the Sports Information Desk.
THE COMPETITION The countries eligible to compete in the 2009 CPISRA Boccia European Championships are those who have paid all entry fees in full, submitted all required registration information and are current paid members of CPISRA. A full list of participating athletes will be provided to Team Managers at the end of the 1st Technical Meeting to be held at the venue in the warm up room, on 26th from 14h40 to 16h40

Team/Pairs Events Each country must declare their Team and Pair athletes who shall compete in the Team and Pairs events at the start of the 1st Team Managers Technical Meeting. Teams and Pairs must be in accordance with Rules 4.6, 4.7 and 4.8 of the CPISRA 10th Edition International Boccia Rules. BC1/BC2 Teams 5 athletes BC3 Pairs 3 athletes BC4 Pairs 3 athletes Competition Schedule The final competition schedule will be distributed at the 1st Team Managers Technical Meeting. It will be printed and made available after the Official Competition Draw and will be distributed to the Hotel for collection by Team Managers or designated persons.
Competition Format The Competition will be run continuously. As outlined in an official letter from the Chair of the CPISRA Boccia Committee, the Team and Pairs Events shall precede Individual Events. A Preliminary Stage of Competition, played in a „Round Robin” style format shall determine those Sides who progress to the Finals Stage of Competition. The Finals Stage will be a Single Elimination Round where Sides progress or are eliminated.

All aspects of the Competition Organisation are determined by the TD. Information about Pool Configurations has already been determined and distributed by email to the Nations and is published on this website. Please refer to APPENDIX F.
The Official Draw The Official Draw for the Team/Pairs Events will take place at the 1st Team Managers Technical Meeting. The Official Draw for the Individual Events will take place at the 2nd Team Managers Technical Meeting to be held at the venue in the warm up room, on the 29th from 11h00 to 12h30. Countries are allowed two representatives at these meetings, one of whom must be the Team Manager.

Athletes shall be given two (2) competitor numbers that must be worn at all times during the hours of competition, with the number in a visible area. One competitor number must be affixed on the front of the shirt or the trouser leg. The second competitor number must be affixed to the back of the wheelchair.
If an athlete forgets, loses or chooses not to wear their competitor number, they will not be permitted to enter the warm-up area, the call room or the field of play. They will receive an official written warning at this time. If it is necessary to give a second warning to an athlete, they may be disqualified from their game or for the remainder of the event. The decision to disqualify an athlete will be at the discretion of the Head Referee and/or the Technical Delegate.

PRACTICE PRIOR TO COMPETITION & WARM UP See APPENDIX E
WARM-UP AREA PROCEDURES Please refer to the official CPISRA 10th Edition International Boccia Rules Section 19. Athletes may enter the Warm-Up Area 90 (ninety) minutes before their scheduled match.
CALL ROOM PROCEDURES Please refer to the official CPISRA 10th Edition International Boccia Rules Section 20. A Side must be registered between forty five (45) and fifteen (15) minutes before the scheduled start time of any Teams/Pairs match. A Side must be registered between thirty (30) and fifteen (15) minutes before the scheduled start time of any Individual match. Registration is done at the Call Room Desk. (Slight deviation from Rule 20.3)
Six sets of Competition Balls will be available in the Call Room for use by Sides with incomplete personal sets or no personal sets. These sets have been identified as “super soft”, “medium soft” and “medium hard”. The players are able to examine the Boccia Balls prior to the spinning of the coin.
BOCCIA BALLS The Organizing Committee will have 12 sets of Competition Balls available for both training and competition. Six sets shall be kept in the Warm-Up Area and the remaining six sets shall be kept in the Call Room.
These sets have been identified as “super soft”, “medium soft”
and “medium hard”. Immediately outside the entrance to the Call Room will be an electronic set of weighing scales and measuring template for Sides to check the eligibility of their balls before entry.

PROTEST PROCEDURES Technical Protest procedures will be as documented in the 10th edition CPISRA International Boccia Rules. Classification Protest Procedures will be as documented in the CPISRA Sports Manual 9th Edition. Protest Forms will be available from and should be returned to the Sports Information Desk. The decision of all Protests shall be available at this desk.
IMPORTANT LOCATIONS Access to Restricted Areas Access to restricted areas shall be limited to authorised personnel only and in accordance with the CPISRA International Boccia Rules. Authorised personnel shall only be granted access if they are wearing their appropriate Accreditation Card in a visible place. Full details of restricted areas shall be explained at the 1st Technical Meeting.
Sports Information Desk Access to the Sports Information Desk is restricted to the Team Manager or designated person. The sports information desk will be located at the venue; the precise location will be given to teams upon arrival. This desk shall hold the following information:

MEETINGS There are 2 Team Managers Technical Meetings, the first of which will include a walkthrough of the venue. ANTI-DOPING CONTROL The list of prohibited substances can be found on the WADA 2009 Prohibited List, this list, along with the CPISRA Anti-Doping Code document can be found on the CPISRA website. All doping processes will be in accordance to the procedures of the WADA. The doping control tests will be conducted by the Portuguese Authority, the Conselho Nacional Anti Dopagem, which is a WADA member. CPISRA Therapeutic Use Exemption (TUE) forms are located on the CPISRA website. Athletes who are using banned substances found on the WADA 2009 Prohibited List for therapeutic reasons, should complete the TUE forms and return them to the CPISRA doping officer, Dr Halim Jabali.
Dr Halim Jebali will contact and meet each delegation/nation separately during the course of the competition. He will present educational materials (documents and DVD ) and give details and explanation through a friendly discussion our policing anti doping, the changes

To whom it may concern: On behalf of the CPISRA Boccia Committee I herewith inform you about the following change in the schedule of the Boccia European Championship 2009 in Povoa de Varzim – Portugal :
The decision to change the schedule is based on the fact that on June the 28th a major Portuguese Holiday is celebrated until late in the evening. This holiday is celebrated with a parade and lots of music in the streets of Povoa de Varzim.
The Technical Delegate Peter Pearse and the HOC of the BEC 2009 were faced with the fact due to the high number of participants to either break up the individual competition with the rest day or to have the KO games on the day after the big party. Neither seemed to be a good alternative.
After thorough consultation with the CPISRA Classification Officer Joan Steele-Mills and Head of Classification CBC Elsa Matthee, the Technical Delegate Peter Pearse and HOC of the BEC 2009 decided that the best alternative option was playing the Teams and Pairs Competition first.
The TD and Head of Classification have discussed potential issues that might arise due to the Teams and Pairs Events preceding the Individual Events. The Head of Classification will write the guidelines that shall resolve all issues relating to this change. The guidelines will be produced as soon as possible so that all participating Nations are clear about the procedures that shall govern events and issues. 24

On behalf of the CPISRA Boccia Commitee, the Technical Delegate Peter Pearse and the Chief Classifier Elsa Matthee of the Boccia European Championship 2009 I herewith send you the guidelines that govern the classification process for the BEC 2009.
To accommodate the change in Schedule at the Boccia European Championships 2009, where the Teams and Pairs Events precede the Individual Events, there will be necessary changes in the Classification Process as outlined in Section 3 of the CPISRA Classification and Sports Rule Manual 9th Edition 2005-2008.
Changes in the classification process for the BEC 2009 Existing Rule 3.6.9 states “The classification team must provide the athlete with his or her classification category no later than: Boccia – at the end of the pools.” ●

Observation: Athlete plays
Under observation, in Teams BC1/2, if the Athlete plays and it is deemed necessary to change their Classification Assignment then that one match has to be replayed. If reclassification results in a Team having no eligible BC1 Athlete, that team will be removed from the event (Boccia Rule: 4.8)
The athlete found Not Eligible or reclassified from BC1 to BC2, as well as the team manager will be notified immediately after the match to report for reclassification by the 2nd classification panel.
There will be NO need to replay the match if the change in Classification Assignment is:
BC2 to BC1; or
BC1 to BC2 AND there was another BC1 on court for all the match
Under observation, in Pairs BC3, on the field of play the classifiers can only confirm the device/method the athlete use to release the ball.
Under observation, in Pairs BC4, if the Athlete plays and it is deemed that an Athlete is Not Eligible:
The athlete found Not Eligible as well as the team manager will be notified immediately after the match to report for reclassification by the 2nd classification panel.
To avoid protests in this event, all the athletes that change class or are found Not Eligible will be seen by the two teams of classifiers. Athlete does not play
Athletes who do not appear in preliminary rounds may not compete in the knock out matches including finals of Teams/Pair event. 27

TRAINING AND WARMING UP
Training: To be done on the competition courts on the 25th, 26th and on the 29th.
Warming up: To be done on the gym (open area without marks) before the beginning of each match.
1. TRAINING ON THE COMPETITION COURTS
The teams must be at the control 2 at least 5 minutes before the scheduled time. Five minutes before the finish time must stop training and prepare all the equipment to get out at the scheduled time. The way out is through control 1. Access to control 1 will be allowed only to accredited staff or athletes for picking or leaving sports equipment. On the 25th each country would be allowed 1 hour free training since there is free courts. Transport will not be guaranteed. On the 26th training will be as previous scheduled. For the 29th, countries should make the reservation on the sports secretariat, on the 28th. 2. WARMING UP ON THE GYM

APPENDIX F Competition Structure, Organization & Pool Configurations
Competition System
Preliminary Stage For the Preliminary Stage of Competition, Sides are divided into Pools for the Round Robin matches. The constitution of pools for the Individual, Pairs and Team events has been determined by the TD.
Top-placed Sides in each pool will advance to the Finals Stage. The number of Sides that progress to the Single Elimination Rounds depends on the constitution of the pools.
Finals Stage The top-placed Sides as determined by the Preliminary Stage of matches shall compete in the Finals Stage. The winning Sides of Elimination matches progress to the next Elimination round of the competition, and losing Sides are eliminated from the competition. Those Sides that lose at the semi-final stage shall be required to play-off for the Bronze Medal.
To establish the Final Positions of Sides within each pool, the following criteria will be applied sequentially:
1st
The Side that has won the most matches.
2nd
If more than one Side has won the same number of matches, the Side that has the
best points difference, (points in favour minus points against) shall be given the higher position in the Pool. The points obtained in tie-break ends shall not be included.

Should the above fail to determine the positions, the Side who scored the most
points in favour shall be given the higher position in the Pool. The points obtained in tiebreak ends shall not be included. 4th
Should the above fail to determine the positions, an extra end will be played
between the two Sides. This extra end will be played as a tie-break end. The Team Managers will be informed of match start time.
Where more players are required to progress from Pools, the “best runners-up” must be determined. To establish the “best runners-up” from Sides belonging to different pools, the following criteria will be applied sequentially: 1st
The Side with the best points difference, as a result of the total points in favour
versus the points against, divided by the number of matches played (not including points obtained in tie-breaks) shall be given the higher position.
2nd
Should the above fail to establish the “best runner-up”, then the Side who scored
the most points in favour, divided by the number of matches played (not including points obtained in tie-breaks) shall be given the higher position. 3rd
Should the above fail to establish the “best runner-up”, then an extra end will be
played between the two Sides. The winner of the extra end will claim the “best runnerup” place. The Team Managers will be informed of match start time. The above criteria above shall also determine which Sides claim the positions of 1 st “best runner-up”, 2nd “best runner-up” etc.

Pool constitution is based on the most recent Boccia Official World Ranking List published on the CPISRA website.
Sides will be seeded according to World Ranking, as identified in the CBC Ranking Lists 2008. Every Side with a current World Ranking shall be seeded. Those Sides not seeded will be placed in pools, randomly.
The Pool configuration must ensure that no more than two athletes from the same country are in the same pool. In the unlikely event that a third athlete from the same country is drawn in the same Pool, then this athlete must swap Pools with the athlete who is ranked one position higher on the Boccia World Ranking List.
