CEO ELLIS RELEASES FISCALLY PRUDENT 2009 BUDGET DECATUR- Today, DeKalb Chief Executive Officer Burrell Ellis formally presented his first budget to the DeKalb County Board of Commissioners and citizens during a press conference on Thursday, January 15, 2009. The general fund budget is a recommended $601.4 million before the inclusion of year-end encumbrances. “The economic forecast has had a significant impact on recommendations for the 2009 budget,” said Ellis. “We are certainly operating more with fewer resources, but we pledge to be good financial stewards of DeKalb taxpayer’s money. In order to balance the budget I have cut $189 million from departments, but I am confident that all of our county departments will be able to continue the level of service and professionalism that the citizens expect.”

The budget strongly supports public safety and continued projects of the 2006 Bond Referenda.

Additional highlights of Ellis’s 2009 budget are: ¾ The establishment of an Office of the Director of Public Safety to oversee the operation of Police, Fire Rescue and the Medical Examiners Officer. ¾ Continuation of the 18-month Master Police Officer incentive plan designed to retain senior officers who attain this designation. ¾ The allocation of 47 full-time and five (5) part-time positions to cover the scheduled new library openings during 2009. PAGE 2, 2009 BUDGET ¾ Continued expedition of implementing the 2006 Bond Projects – construction of Transportation, Library and Parks and Greenspace Projects. ¾ Continued focus on upgrading Public Safety facilities, equipment and capabilities. The recommendation includes $1.5 million to continue the process of converting all public safety communications (radios) to state-of-the-art digital platforms.

The 2009 budget focuses on governmental efficiency and effectiveness while reducing the cost of government. CEO Ellis will hold an unprecedented 11 public budget hearings to ensure the people’s concerns and questions are addressed.
