November 26, 2009 Canadian Jewish Congress welcomes proposed amendments to State Immunity Act Toronto---Canadian Jewish Congress (CJC) today commends the Hon. Irwin Cotler and his all-party co-sponsors, Scott Reid, Francine Lalonde and Paul Dewar, on the tabling of legislation to provide a made-in-Canada civil remedy to victims of torture, genocide, war crimes and crimes against humanity committed abroad. The bill would amend the State Immunity Act to provide Canadian victims the right to launch civil suits against foreign states and foreign officials responsible for perpetrating these horrors. CJC CEO Bernie M. Farber stated, "This legislation is a logical companion to an earlier bill aimed at ending foreign state immunity from the jurisdiction of Canadian courts for acts of terrorism. This all-party bill sends an important message that Canada is committed to ending the culture of impunity for foreign states and officials

involved in acts of torture and the commission of genocide, war crimes and crimes against humanity. The time has come to provide Canadian victims with legal remedies to achieve some measure of justice and compensation directly from those most responsible for the heinous acts that they have endured.
