If the message is terminated to a SMPP shortcode, check if the operator has configured a validity period for application terminated messages. If operator has configured a validity period for application terminated messages for the shortcode then use this validity to deliver the message. If incoming validity is NULL then use the operator configured validity for application originated messages.
