APPROVED ON ____________ ARTICLE I Name This organization shall be known as the United Steelworkers of America, Local 634L-01, Ramco Mfg., Auburn, Indiana. Here in after also referred to as “ this Local Unit” or “ this Local Union”. ARTICLE II Objectives 1st To unite in this Local Unit, regardless of race, creed, color, sex, or nationality, all working men and women who are members of the United Steelworkers. Here in after referred to as the “ International Union, and who are within the jurisdiction of this Local Union. 2nd To establish through collective bargaining adequate wage standards, shorter hours of work and improvements in the conditions of employment. 3rd To engage in educational, legislative, political, civic, social, welfare, community and other activities, to advance and safeguard the economic security and social welfare of workers in industry, the International Union, its Local Unions and the free labor movement of the United States, Canada and the world; to protect and extend our democratic institutions and civil rights and liberties; and to perpetuate and extend the cherished traditions of democracy and social and economic justice in the United States, Canada and the world community. 4th To take all steps and action consistent with the Constitution and policies of the International Union, and these by-laws, to implement and carry out the objects, rights, activities and the responsibilities of this organization and the International Union. ARTICLE III Eligibility Section 1. All members in good standing of the International Union who are in this Local Unit, by virtue of such membership in the International Union, constitute the membership of this Local Union. (a) The respective employees at Ramco Mfg., Auburn Indiana, who the Unit represents will constitute the membership of this Unit.

Article III Eligibility

Section 2. Persons having supervisory power shall be eligible to membership subject to the terms established by the International Executive Board. Section 3. No person shall be eligible for membership, for nomination or election or appointment to, or hold any office, or position, or to serve on any Committee in the International Union or in this Local Union/Unit, or serve as a delegate for their Local Union/Unit, who is a member, consistent supporter, or who actively participates in the activities of the Communist Party, Ku Klux Klan, or any fascist, totalitarian, or subversive organization which opposes the democratic principles to which the United States and Canada and our Union are dedicated too. These eligibility requirements shall be in addition to any other eligibility requirements imposed by any other Article or Section of these by-laws and the International Constitution. ARTICLE IV Union Officers, Unit Officials and Elections Section 1. Officers of this Local Union shall be; President, Vice-president, Recording Secretary, Financial Secretary/Treasure, these Local Union Positions will be Executive Board Members for the Local Union and the respective Units, and 3 Trustees. Local 634L Unit Executive Board will consist of no more than 11 Officers, including the 4 Executive Officers named above. The Unit Membership will determine how many Executive Board Members the Unit shall have. (a) No member shall at the same time be a candidate for or hold more than 1 of the offices named in Section 1 of this Article. (b) Unit Officials. Unit Officials positions for this Unit shall be; Unit/President/Chair, Unit Chair/Vice Chair, Unit Secretary, no less than 1 Unit Griever. The Unit Executive Board will decide on how many Unit Grievers to be elected. If there will be only 1 Griever, this position will be titled Unit Chief Griever. These Unit officials shall hold office and finish any commenced negotiations of contract of that year by and between Ramco Mfg., the United Steelworkers of America and Local 634L-01. (c) The person elected President of the Local Union shall automatically by virtue of that office hold the position of Unit President/Chair of his/her Unit.

ARTICLE IV Union Officers, Unit Officials and Elections

(d) When the Local Union President assumes the position of Unit President/Chair in his/her Unit, the person elected Unit Chair shall be automatically considered as the Unit Vice-Chair with duties similar to the duties of the Vice-President of the Local Union, (2nd in command). (e) If more than 1 Griever is to be elected. The person elected to a Unit Griever Position who receives the most votes will be considered the Units Chief Griever, (same method used to select Head Trustee). (f) The Units Executive Board will appoint 3 Guards and 3 Guides. (g) Union/Unit Officers elections will be held in the Month of April. Section 2. All of the Units Elected Officials will be this Units Grievance Committee. (a) A written record of the disposition of any grievances or complaint shall be kept on file in the office of the President. (b) This committee shall make final disposition, adjustments or recommendations on all signed grievances, and members affected shall be advised as to the disposition. Any member of this Unit feeling that their grievance has not received proper attention or disposition, may appeal the decision of the committee first to the Units Executive Board, then to the Local Units membership. (1) All such appeals must be made in writing within sufficient time to carry the grievance to the next step of the grievance procedure and must be signed by the person or persons making the appeal. (2) If such appeal is a request for arbitration of the grievance, it shall be made in writing no later than 10 days following receipt of the Company’s last written answer. Section 3. Negotiation Committee. Up to 7 Union Officers/Unit Officials, including the Union President, Unit President/Chair, Union Vice-President, Union Vice-Chair, Union Recording Secretary, Unit Secretary and Unit Chief Griever by virtue of being elected to these Local Union/Unit positions shall be considered as this Units Negotiating Committee. Section 4. Elections, Union Officers and Unit Officials shall be elected for a term of 3 years in the month of April. Local Union/Unit elections shall be conducted in accordance with the provisions of the Local Union Election Manual adopted by the International Union.

ARTICLE V Duties of Union Officers and Unit Officials

Section 1. Duties of the President. (a) The President preside at all meetings of the Local Union and preserve order, and shall decide all questions of order, subject to appeal to the Local Union Membership. (b) The President shall have the right to vote at all elections of officers, and when the members are equally divided on other questions shall have the deciding vote. (c) The President shall call special meetings by request of 10 members in good standing. This request shall be in writing, shall state clearly the purpose of the meeting and shall be signed by those making the request. (1) Notice of all special meetings must be given to the Union membership by bulletin board posting or other reasonable means. (2) The business of the special meeting shall be confined to the subject for which that meeting was called. (3) The meeting shall be conducted in accordance with the same procedures used to govern regular monthly meetings. (4) The above provisions concerning the holding of special meetings does not require the Chair at such meeting to entertain a motion to vote on a matter which was acted upon during a previous meeting. (5) In absence of a provision of the International Constitution or the Local Union/Unit by-laws specifying the method of voting as such meeting the membership in attendance at such meeting shall determine the method of voting. (d) The President shall enforce the provisions of the International Constitution and of these by-laws and the policies and manuals of the International Union. (e) The President shall appoint all committees not otherwise provided for and be ex officio member of all committees. (f) The President shall as Business Representative for the Local Union and shall take part in making of all contracts. (g) The President shall serve as Chairperson of the Union Executive Board. (h) The President shall post a list of all Committees at the Local Union Offices and at Ramco Mfg., Auburn, Indiana. (i)

The President shall be responsible for the interpretation of the policies and contracts of the Local Union/Units.

(j) The President shall keep an update file on all Committees. (k) The President shall exercise proper supervision of and be equally responsible with the Local Union Financial Secretary/Treasure to the end, that all per capita taxes and assessments are paid when due in accordance with the USWA Constitution. (l)

The outgoing President may act as an advisor for a period of 6 months for the new President, but carry no vote, if the new President desires.

ARTICLE V Duties of Union Officers and Unit Officials Section 1

(m) The President Shall meet with the Units Grievers and Departmental Stewards at least once a month. (n) The President shall perform all such duties as the Local Union may assign. Section 2. Duties of the Vice-president. The Vice-president shall assist the President in the discharge of the Presidents duties and during the Presidents absence shall perform the duties of the President. In the event that a vacancy occurs in the office of President, the Vice-president shall act as President for the unexpired term. Section 3. Duties of the Recording Secretary. (a) The Recording Secretary shall record the proceedings of the Local Union in a book kept for that purpose, read all papers and perform such other duties as are required by the International Constitution, these by-laws, the manuals and policies of the International Union, and the Local Union. (b) The Recording Secretary shall have custody of the Local Union seal, and shall be responsible for any misuse of same (c) The Recording Secretary shall read the Local Union communications which require attention. Section 4. Duties of the Financial Secretary/Treasurer. (a) The Financial Secretary/Treasurer shall receive all monies due the Local Union. (b) Is to keep accurately the accounts of the Local Union/Units. (c) At all times have the books open for examination by the Union’s Trustees. (d) Shall make out the various reports required by the International Secretary/Treasurer and forward such reports to the International Secretary/Treasurer. (e) Should it be proven that the Financial Secretary/Treasurer has failed to report monthly the full membership of the Local Union/Unit as provided for in the report to the International Secretary/Treasurer and transmit the full amount of initiation fees and dues, the Financial Secretary/Treasurer shall be suspended from all privileges and benefits until the deficiency is made good, and shall be liable to the International Union for the full unpaid amount. (f) Shall keep a record of all transfer request forms issued and received. (g) The Union/Unit’s accounts shall be subject, at all times, to an audit by the International Secretary/Treasurer.

(i) Shall make a detailed financial report at least once a month at the Local Union/Unit’s regular meetings. (1) If the expenses of the Local Union/Unit exceeds its current income or impairs the Union’s reserves, the Financial Secretary/Treasurer is obligated to call this fact to the attention of the membership. (j) Shall receive all money collected and shall deposit all money belonging to the Local Union/Unit in a bank account designated by the Local Union. (1) All initiation fees and dues shall be deposited in a separate bank account to be designated as a trust fund for the International Union. (2) Shall cause to be issued a receipt for all money turned over to the Financial Secretary/Treasurer or deposited in the regular bank account. (3) Shall issue a separate receipt for the amount of money turned over at anytime or for such deposit made, and shall sign all checks and have them counter signed by the President of the Local Union. (k) All money paid out of the Local Union Treasury must be approved by the members at a Local Union meeting. (1) Under no circumstances shall Officers or members pay bills without authorization by the Union/Unit membership in a Local Union meeting. (2) Nor shall the members authorize payment of any bill or incur an obligation for which funds are unavailable. (3) Nor shall the members authorize the payment of or occur a debt for any activity not in accordance with the Constitution and policies of the International Union and these by-laws. (l) Bills charged to the Local Union/Unit should be submitted to the Financial Secretary/Treasurer, who in turn shall submit them to the Local Union membership in a Union meeting for approval. (m) Recurring standard bills, ( fixed salaries which have been previously authorized, taxes; local, state and federal, rent utilities, etc.) may be paid by the Financial Secretary/Treasurer on a single authorization by the Local Union membership to pay such bills when due. (n) The Financial Secretary/Treasurer shall perform such other duties as are required by the International Constitution, these by-laws, the various manuals and policies of the International Union, and the Local Union. Section 5 Duties of the Guide (a) It shall be the duty of the Guide to see that all present are entitled to remain.

Section 6. Duties of the Guards. (a) It shall be the duty of the Guards to take charge of the door and see that no on enters who is not entitled to do so. Section 7. Duties of the Trustees. (a) It shall be the duty of the Trustees to have charge of the Union Hall and all property of the Local Union, subject to the direction of the Local Union membership. (b) Shall audit the books and financial records of the Local Union every 3 months and give a report of such audit at the next regular Local Union/Unit meeting. (c) All bills must contain the signature of at least 2 trustees before being placed in the Financial Secretary/Treasurers file for disposition. (d) The Trustees’ in making approval or disapproval shall be guided by the Constitution of the USWA, the by-laws of the Local Union and the minutes of the previous meeting which deal with finance. (e) In the event there is a question as to approval of a bill against the Local Union, the Trustees may refer such bill to the Local Union’s Executive Board for disposition. (f) Nothing in the above rules shall prohibit the Treasurer from paying when due, any per capita taxes due the State or Federal Government. (g) The out-going Head Trustee may act as an advisor for a period of 1 year for the new Trustees, but shall carry no vote. (h) They shall perform such other duties as the Local Union may require. Section 8. Duties of the Unit Officials (a) Unit President/Chairperson (1) It shall be the duties of the Unit President/Chairperson to preside at all meetings of the Unit. (2) To decide all questions of order, subject to appeal of the Local Unit membership. (3) Assist the Chief Griever/Grievers with the processing of complaints and grievances within the respective Unit.

(6) To perform such other duties consistent with the provisions of these by-laws, manuals, policies and the Constitution of the International Union. (7) To perform such duties as the Local Union/Unit may assign. (b) Unit Secretary. (1) It shall be the duty of the Unit Secretary to record the attendance and the proceedings of all Unit meetings in books kept for that purpose. (2) To assist the Chief Griever in processing complaints and grievances within the respective Unit. (3) To perform other duties within the provisions of these by-laws, manuals, policies and the Constitution of the International Union. (4) To perform other duties the Unit or the Local Union may assign. (c) Unit Chief Griever/Grievers. (1) It shall be the duty of the Unit Chief Griever/Grievers to process complaints and grievances, within their respective Units and in accordance with the appropriate collective bargaining agreement. (2) To perform such other duties as the Unit or the Local Union may assign. (3) To perform such duties consistent within these by-laws, manuals, policies and the Constitution of the International Union. (d) Unit Vice Chairperson (if applicable) (1) It shall be the duty of the Unit Vice-Chairperson to participate in all Unit meetings. (2) To assist the Chief Griever/Grievers with processing complaints and grievances within the respective Units. (3) To perform duties consistent with these by-laws, manuals, policies and the Constitution of the International Union. (4) To perform other such duties as the Local Union or Unit may assign. Section 9. Vacancy in Unit Position (a) In the event of a vacancy (other than Temporary Vacancy) occurs as anytime in a Unit position., the remaining Unit Officials (not including the Chief Griever/Grievers) together with the Union Officers, shall by majority vote, select a successor to serve the remainder of the term; provided, however, that the member so selected shall be from the membership within the Unit in which the vacancy occurs.

(b) Where a temporary vacancy occurs, a “Temporary Acting” replacement shall be selected by majority vote of the Unit Chairperson, Unit Secretary and the Local Union Officers. Section 10. This Local Union/Unit shall enforce the International Constitution, the various International manuals, policies and these by-laws, as affecting its membership. The funds and property of the Local Union shall be managed, invested, expended or otherwise used to implement and carry out the objects, rights, activities and the responsibilities of the Local Union or the International Union, and to administer the affairs of the Local Union, in accordance with the Constitution, manuals, policies and these by-laws. Section 11. Local Union/Unit Executive Board. (a) The Executive Board shall hold a meeting at least once a month. (1) A Quorum of the executive Board meeting shall consist of a majority of its members. (b) Shall report in the next regular Union meeting all actions taken in regard there to. (c) A special meeting of the Executive Board may be called by the President of the Local Union or action of the members of the Executive Board in a regular or special meeting, or by action of the membership of the Local Union in a regular or special membership meeting. (d) Any member of the Executive Board may bring in a report on any question acted upon by the Executive Board, provided notice is given to the Executive Board at the Board’s meeting. (e) Any member who desires to appear before the Executive Board in regard to any grievance or other business may do so provided notice is given to the Local Union Recording Secretary stating the nature of the grievance or business, 24 hours prior to the Executive Board meeting. Such notice shall be in writing. (f) The Executive Board shall decide such questions in dispute between members as may be referred to it and take such action as it may deem advisable in all matters involving the interests of the Local Union and its decisions shall be binding until reversed by the Local Union membership. Section 12. Departmental Stewards. (a) All members of the group to be represented may be eligible for Steward nomination and elections if they are in good standing and have met the Local Union meeting requirements.

(b) Departmental Stewards will be held accountable to the Local Union Executive Board. (c) They can appoint 2nd to assist them in the performance of his/her various duties and to serve in his/her place during his/her absence. The Steward shall notify the Grievance Committee and Shift Supervisor of such appointment or change. (d) Regular elections for Departmental Stewards shall be held in the month of October in each odd year. (e) Vacancies shall be filled by appointment made by the Unit President/Chair. The appointee shall serve only until the shift affected can hold elections and fill the vacancy, said election to be held within 60 days. (f) All elections, regular or special, shall be held at a place and time easily accessible to members voting, after such proposed election has been properly posted on the Union and department bulletin boards. (g) Departmental Stewards elections shall be conducted by the Unit President/Chair or any Officer designated by the Unit President/Chair. (h) Departmental Stewards shall keep a record of Grievances processed by them. (i)

They shall report to the Safety Committee, in writing, all unsafe conditions, excessive fumes, the use of harmful chemicals or any conditions or practices that may be harmful to workers in their department, provided he/she is unable to get the conditions corrected.

(j)

Shall perform their duties as prescribed by these by-laws, the Constitution of the International Union and the contract between the Union and the Company.

(k) Any Departmental Steward who fails to attend at least ½ of the Stewards meetings, called monthly by the Unit President/Chair, fails to attend 1/3 of the Union’s regular meetings or fails to properly represent their department members, can be disciplined by the Union’s Executive Board including removal from their Departmental Steward position.

ARTICLE VI Compensation for Services Lost Time Charges and Expenses Section 1 (a) All Lost Time claim forms shall be submitted to the Unit President/Chair for processing. (b) Expense claims and receipts should be attached to a Lost Time Claim Form.

(1) Lost time payment for overtime hours only if overtime was mandatory, the Local will not pay premium pay on overtime. (c) Lost Time Forms shall require 2 Trustees signatures before being paid. (d) All tax requirements in connection with the above payments shall be complied with. (e) In addition they shall be paid other necessary, itemized expenses approved by the Local Union Executive Board. (f) Local 634L shall pay .25 a mile for traveling on official Union business, mileage pay will increase $.01 per mile for every $.10 a gallon increase in the price of premium gas over $2. A gallon. Example: gas cost $1.96 a gallon, mileage pay is $.25 a mile. gas cost $2.06 a gallon, mileage pay is $.25 a mile. gas cost $2.10 a gallon, mileage pay increases to $.26 a mile. (g) Local 634L shall pay a $26.00 per day meal allowance for being out of town on official Union business. Section 2 Pursuant to voluntary authorization of dues deductions, the Financial Secretary/Treasurer shall be responsible for establishing a procedure to deduct from the paid wages of the Local Union/Unit Officers/Officials and Union members of Local 634L, monthly dues which are not deducted by the Company in any given month. Section 3 (a) All motions or resolutions calling for donations to any cause or expenditure of any money other than current expenses, shall be referred to the Board of Trustees for their recommendation to the Executive Board. (b) It shall require a majority of those members present and voting at a Union regular meeting to approve any such motion or resolution. Section 4 (a) Convention Delegates, Policy Committee Members, Union Officers, Unit Officials, or Union Members performing authorized Union Business out of town, for the Local Union, shall be paid a mileage allowance, not to exceed the amount provided for, and change from time to time, by the Local Union Executive Board. (b) In addition, they shall be paid for lost time, hotel expenses, meal allowance as provided for, and can change from time to time, in the International Constitution and in these Local Bylaws.

ARTICLE VII Union Dues Section 1 (b) Monthly dues for a member shall be an amount equal to 1.3% of said member’s total earnings during the month provided that monthly dues shall not be less than $5.00 and provide further that monthly dues shall not be more than 2 ½ times the member’s average hourly earnings. (c) Compulsory assessments may not be imposed by the Local Union unless approval has first been secured from the International Union and agreed to by 2/3’s majority vote of the membership of the Local Union, voting by secret ballot after prior notice to the membership. At no time shall the Local Union assessment exceed $2.00 per member in 1 year. (d) An individual member shall be entitled to exoneration from the payment of dues for a month for which the member has not become entitled to 5 days pay or its equivalent in wages and benefits in lies of wages. The International Executive Board shall adopt rules and regulations governing the implementation, application and administration of this section. (e) In all cases, other than the one provided in Section 7, sub-par (d) of this Article, where the Local Union desires exoneration from the payment of dues or initiation fees for certain members, the request for exoneration must be signed by the Local Union President, the Local Union Financial Secretary and the Local Union Recording Secretary, and approved by the District Director and the International Secretary/Treasurer. (f) When exoneration is granted, the request on the report must be reviewed each month. (g) The Local Union President and Financial Secretary/Treasurer shall be bonded in the amounts to be determined by the International Executive Board. Such bonds shall be obtained by the International Secretary/Treasurer. Clerks employed by the Local Union and handling finances in any way must be bonded by the Local Union through arrangements with the International Secretary/Treasurer.

ARTICLE VIII Union and Unit Meetings Section 1 (a) The Local Union shall hold a general membership meeting for all of its Units once quarterly. Each Unit shall hold a Unit membership meeting at least once a month, except that a Unit may, with the approval of the membership and the District Director, hold meetings less often, but in no event less than quarterly. Any Officers of this Local Union and any Officer or authorized representative of the International Union may attend to report to any Union/Unit meeting. (b) Notice of regular meetings shall be posted at least 48 hours prior to the time of the meeting, by notices posted on departmental bulletin boards or by radio if production is shut down.

ARTICLE VIII Union and Unit Meetings Section 1

(c ) Meetings shall not convene longer than 2 hours unless extended for a specific period of time voted by 2/3’s majority vote by the members present. Section 2 Special Meetings (a) Should any business require special attention, a special meeting may be called for that purpose, but such meetings shall not take place on the day of the adjournment of the regular meeting. (b) All special meetings shall be called and conducted in accordance with the Constitution of the International Union. (c) Notices of special meetings shall be posted at least 24 hours prior to the time of the meeting and in the manner prescribed in Section 1 of this Article. (d) The quorum for a special meeting shall be 10 members in good standing. (e) The Union/Unit Chairperson shall be empowered to promptly adjourn any disorderly meetings.

ARTICLE IX Membership Membership Restrictions Section 1 (a) No applicant for membership shall be regarded as being a member in good standing until the full amount of initiation fee has been paid. (b) A member shall have Union dues deducted directly out of their paychecks commencing with the month during which the member shall have been admitted into the Union, and shall continue to pay all dues, assessments and fines or other obligations promptly when due in order to be and remain in good standing. (c) A member who has not lost good standing under the provisions of the International Constitution shall be in good standing if not more than 3 months in arrears in any Constitutional obligations, except in respect to assessments on which the member shall be not more than 1 month in arrears. (d) Members who lose good standing shall stand automatically expelled and devoid of all membership rights, and shall not be reinstated in good standing except upon such terms as the Local Union and the International Executive Board may decide.

ARTICLE IX Membership Section 1

(e) Any employee who retains employee status in a bargaining Unit represented by the International Union but who because of a lay off has not, for 24 continuous months, performed at least 5 work days in any month in such bargaining Unit shall be deemed not in good standing (but not expelled) and obtains employment in a bargaining Unit represented by the International Union and resumes payment of current dues, at which time the member shall automatically be restored to good standing. (f) No Local Union/Unit; Officer/Officials; shall lose good standing under this section for the remainder of the term in office. (g) A member not in good standing shall not be permitted to vote, nominate for office, hold office, or be a candidate for office. (h) A member whose membership is terminated shall have no right or interest in any property of the Local Union or of the International Union, including any dues, assessments or other financial obligations paid by such member in advance of the effective date of termination. Section 2 Notification to Employee Regarding Status of Members (a) Whenever a member has lost good standing by virtue of having become in arrears in the payment of dues or initiation fees, and the Local Union desires to have the provisions of the outstanding collective bargaining agreement with the employer, the Local Union shall communicate with the International Secretary/Treasurer, setting forth the facts. (b) The International Secretary/Treasurer will determine whether the employer should be notified that in accordance with the provisions of the contract the particular person must be discharged. The Local Union shall refrain from communicating with the employer until advised by the International Secretary/Treasurer as to the procedure to be followed on requesting the discharge. Section 3 Transfer Certificates (a) Local Union may issue to a member in good standing a “Transfer Request” transferring membership to another Local Union. All transfer request forms must be obtained from the International Secretary/Treasurer by the Local Union Financial Secretary/Treasurer. (b) All members must immediately transfer to the Local Union having jurisdiction over the enterprise, public or private, at which they are employed. (c) Transfer requests issued in violation of this Article shall be invalid.

ARTICLE X

Conduct Offenses and Discipline Section 1 Any Member May Be Penalized For Committing Any One or More of the Following Offenses (a) Violation of any of the provisions of the International Constitution or of these by-laws, any collective bargaining agreement, or rules of the Local Union. (b) Obtaining membership through fraudulent means or by misrepresentation. (c) Instituting, or urging, or advocating that a member of any Local Union institute action outside the Union against the International Union, Local Union/Unit or any of their Officers/Officials without first exhausting all remedies throughout the forms of appeal of the International Union. (d) Advocate or attempting to bring about the withdrawal from the International Union of any Local Union or any member or any group of members. (e) Publishing or circulating among the membership false reports or misrepresentations. (f) Working in the interest of or accepting membership in any organization dual to the International Union. (g) Slandering or willfully wronging a member of the Local or International Union. (h) Using abusive language or disturbing the peace or harmony of any meetings in or around any office or meeting place of the Local Union and the International Union. (i) Fraudulently receiving any money due the organization or misappropriating the moneys of the Local Union. (j) Using the name of the Local Union or the International Union for soliciting funds, advertising, etc., of any kind without the consent of the appropriate body or Officers of the Local Union or the International Union. (k) Furnishing a complete or partial list of the membership of the International Union or of any Local Union to a person or persons other than those whose official position entitles them to have such a list. (l) Deliberately interfering with any Official of the Local Union or the International Union in the discharge of that official’s duties. (m) Deliberately engaging in conduct in violation of the responsibility of the members toward the organization as an institution. (n) Deliberately interfering with the performance of the organization’s legal or contractual obligations.

ARTICLE X Conduct Offenses and Discipline Section 2 Discipline

(a) Any member convicted of any one or more of the above offenses may be denied the right to be a candidate for or hold office of position in the Union, declare a member not in good standing, fined or otherwise appropriately disciplined. (b) If any Union/Unit; Officer/Official; or Delegate to an International Convention, is convicted of any one or more of the above named offenses, such person may be penalized as described above, and removed from their office or position with the Local Union.

ARTICLE XI Trials of Members and Local Union/Unit Officers/Officials Section 1 (a) Any charges against a member or Officer of the Local Union must be in writing, signed by the member making the charges, and must be submitted to the Local Executive Board. (b)

Upon submission of the charges, the Recording Secretary shall send a copy by certified or registered mail to the accused member at the member’s last known address. Section 2

(a) The charges shall be sufficiently specific so as to enable the accused to prepare a defense. This means that the charges should indicate both the provisions of the International constitution or the Union’s by-laws allegedly violated and also a brief statement of the facts (names, dates, places) constituting that violation. (b) If there is more than 1 charging party, they must designate a person to be responsible for receiving and filing documents related to the charges. Where the charges fail to designate such person, then the first charging member named in the charge shall be considered the representative of the others. (c) Charges must be submitted within 60 days of the time the complaint becomes aware of the

alleged offense. Section 3 (a) A separate Trial Board Committee composed of 7 Union members shall be selected by lot for each individual trial, and shall be given the responsibility of conducting such trial provided that in the case of multiple related charges the same trial Committee may consolidate them into one hearing. (b) All Trial Board procedures and hearings shall be conducted under the language set forth in the International Constitution and By-laws.

ARTICLE XII Delegates to the International Convention Section 1

(a) The Selection and Election of Local Union Delegates to the International Convention shall be conducted under the language set forth in the International Constitution.

ARTICLE XIII Committees Section 1 Workers Compensation (a) Shall consist of Official from each Unit and 1 Union Officer. (b) Shall assist and advise members having difficulty in collecting benefits. (c) Shall contact and work with the Unit’s Grievance Committee in making arrangements with management, giving special consideration to any compensation case or cases not governed by the regular seniority rules. Section 2 Safety and Health (a) Shall consist of at least 3 Union members. (b) Shall elect 1 member to act as spokesperson. (c) Department Stewards and Unit Officials shall report to this committee in writing, all unsafe conditions or practices, unsanitary conditions, excessive dust or fumes, the use of harmful chemicals or any conditions or practices that may be harmful to workers in their departments. Section 3 Civil Rights (a) A Civil Rights Committee under the direction of the International Union and the Local Union President shall be established in the Local Union to implement our Union’s commitment to the protection and extension of civil rights and liberties. Section 4 Organization (a) An Organization Committee under the direction of the International Union and the Local Union President shall be established in each Local Union to assist in organizing the unorganized workers in the geographic area in which the local Union is situated. Section 5 Skilled Trades/Apprenticeship (MUST CHANGE) (a) Shall consist of 4 Journeypersons (2 from Maintenance and 2 from Tooling) and 2 Management Representatives. (b) All maintenance/tooling employees shall elect any replacement of personnel.

ARTICLE X111 Committees

(a) Only Journeypersons can be nominated or hold a position on this committee. (b) The elected Journeypersons will hold their positions for 3 years. (c) Election will be held in the Month of November, starting in the year of 1999. Section 6 Health, Welfare and Entertainment (a) Shall consist of at least 3 members. (b) Committee shall elect a Chairperson. (c) Shall conduct all social affairs held in the name of the Local Union. It may call upon other members to assist them. (d) All money received by the committee shall be turned over to the local Union Financial Secretary/Treasurer and deposited in Section 7

By-laws Committee (a) This Committee shall consist of the Units’ Executive Board and the Union President, Vice President and Recording Secretary. (b) The committee shall meet and give prompt attention to any proposed changes or additions to the Local By-laws or standing rules referred to the Committee. (c) The Committee shall make a full report to the membership of recommendations and findings at regular meeting of the Local Union/Unit.

ARTICLE XIV Effective Date Section 1 (a) The provisions of these by-laws which conform, as required, with the provisions of the standard by-laws force and effect. (b) Any additions or amendments to additions to such standard by-laws shall be in full force and effect after their adoption by vote at a regular meeting of the Local Union in accordance with the form and procedure provided for in Article XV, and approved by the International Union. Section 2 (a) Not withstanding anything to the contrary herein, these by-laws and any additions or amendments to additions thereto shall be subject to, and shall not in any way be construed to supersede any of, the provisions of the International Constitution or the Manuals and Policies of the International Union.

ARTICLE XV Additions and Amendments to Additions Section 1

(a) Additions and amendments to additions may be made in the following manner. (b) Any addition or amendment to an addition to the standard By-laws approved by the International Union must be in the form of either a new subsection under the proper section, as new section under the proper article, or a new Article. (c) All additions and amendments to additions to the standard By-laws must not conflict with such standard By-laws and must be submitted to the International Union for approval. Such addition shall become effective only after approval by the International Union. (d) Purposed additions or amendments to additions must be submitted in writing and read at 2 consecutive Local Union meetings, and passed by 2/3rd majority vote of the membership present at the next regular meeting. Section 2 (a) The subject matter of such additions or amendments to additions must be advertised to the membership through bulletin board or other medium prior to the meeting at which the vote thereon is to be taken. Such additions or amendments to additions shall become effective only after approval by the International Union.
