INSTRUCTIONS:

The tenderer should go through all the sections of these

specifications carefully and submit clause-by-clause compliance of all sections clearly.

The tenderer should indicate the list of items offered as per

suggestive BOM (Section-III) without cost details in technical bid, to assess the completeness of offer against tender requirements as per sequence appearing in specification.

Section-I: GENERAL The intent of this tender is to solicit competitive proposal for Air Conditioning Units required for the extension of building at ground & first floor of EMMC. 1.1

GENERAL SCOPE These specifications cover the Design, Supply, Installation and commissioning of 1 TR, 1.5 TR and 2 TR Split type Air Conditioners and its accessories at ground & First floor of EMMC building.

1.2.2

Tender Fee:

Rs.500/- in Cash or DD in favor of “BECIL”

Original tender document can be collected from BECIL Head Office at 14-B, Ring Road, I.P.Estate, New Delhi-02 during office hours before 24/12/2009 & on 24/12/09 till 12:00 PM. No tender document will be issued after the said date and time. Tender Specification can be downloaded from BECIL website. However tender fee in cash or DD for Rs 500/-shall have to be paid before submitting the tender along with EMD. BECIL reserves the right to amend the Tender tentative schedule and critical dates. 1.3

PROCEDURE 1.3.1

The proposal is to be submitted in two-bid basis with separate technical and financial bids enclosed in separate envelopes and then in one sealed cover.

1.3.2

Bid must be addressed to and submitted at the following address: Director (O&M) Broadcast Engineering Consultants India Ltd. 14-B, Ring Road, I. P. Estate New Delhi – 110002 Tel: 95-11-23378823/24/25. Fax: 95-11-23379885.

The envelope should be superscripted at the top ‘Proposal for Air Conditioning of EMMC” with due date. 1.3.3

The Bids, both technical and financial, should reach the office of BECIL, on the above address, not later than 3:00 PM on 24/12/2009. Late Bid will not be considered. It is the responsibility of the Bidder to confirm that the bid have been received on time & to the proper place by the deadline. Facsimile and electronic replies will not be considered.

1.3.4

Technical bids shall be opened on the same day at 3.30 PM in the presence of representatives of Bidders who wish to be present.

1.3.5

All bids are to remain valid till 31st March 2010.

1.3.6

Additional queries should be submitted in writing to the tender Coordinator at the above address & also via e-mail to [email protected]. It will be the vendor’s responsibility to check updated information on BECIL website www.becil.com.

1.3.7

BECIL reserves the right to solicit additional information from Bidders to evaluate which Bid best meets the needs of the Project. Additional information may include, but is not limited to, past performance records, lists of available items of work which will be done simultaneously with the project, on-site visit and evaluations by BECIL personnel, or any other pertinent information.

1.3.8

BECIL will make its decision based on the capability of the Bidder(s) to meet the specific needs, technical expertise of the Bidder(s), delivery capabilities, customer references, past satisfactory performance experience, system completeness besides cost.

1.3.9

BECIL reserves the right to waive off any deviation; accept the whole, accept part of or reject any or all bids; and to select the Bidder(s) which, in the sole opinion of the Project, best meet the project’s interest. BECIL also reserves the right to negotiate with potential Bidders so that its best interests are served.

1.3.10

All information contained in this tender, or provided in subsequent discussions or disclosures, is proprietary and confidential. No information may be shared with any other organization, including potential sub-contractors, without prior written consent of BECIL.

1.4

TERMS & CONDITIONS

1.4.1

Earnest Money- Each bidder is required to submit Earnest Money Deposit of value Rs. 25000 (Rs. Twenty Five Thousand only) in the form of Demand draft or in the form of Bank guarantee from nationalized/scheduled bank in favour of “BECIL” payable at Delhi and will be part of tender, in the absence of which bid will be rejected.

1.4.1

Prices - FOR, 14 B Ring Road, IP Estate, New Delhi

1.4.2

Payment Terms -

(a) 80% against delivery of entire equipment at EMMC. (b) 20% on Installation, testing & commissioning.

1.4.3

Penalty Clause- In case of late delivery of equipment, the suppliers shall be liable to pay penalty @ 0.5% of the order value per week of delay or a part thereof, up to a maximum amount of 5% of order value, after which the order is liable to be cancelled.

1.4.4

Performance Bank Guarantee - The successful bidder shall have to furnish a performance bank guarantee (PBG) in favor of Broadcast Engineering Consultants India Ltd, 14-B Ring

Road, I.P Estate, New Delhi for an amount equal to 10% of the order value and valid for warranty/guarantee period. The PBG is to be submitted upfront on placement of PO with in a Week, which should remain valid for 2 months more than guarantee/warranty.

1.4.5

Consignee -

The equipment should be consigned to Director EMMC, Ministry

of I & B c/o Junior Manager (Projects), BECIL, 14-B, Ring Road, I.P.Estate, New Delhi.

1.4.6

Guarantee/Warranty - The equipment shall be under warranty for a period of 12 months from the date of commissioning.

1.4.7

Correctness, Completeness shortages and damages of stores – The work should be completed in every respect with mountings, fittings, fixtures and standard accessories which are normally supplied even though not specifically mentioned in these specifications. The contractor shall not be eligible for any additional payment in respect of such mountings, fittings & fixtures and accessories which are needed for safe and efficient operation of the equipment. The contractor shall be responsible for the completeness of the work.

1.4.8

Delivery & Commissioning Period - Delivery within 4 weeks from the Date of Purchase Order and commissioning within 4 weeks after delivery.

1.4.9

Training – A short training session of one half day is to be conducted for operation, maintenance and trouble shooting of AC system installed at site.

1.4.10 Free replacement of components - The contractor shall furnish guarantee to make good, at his own expense, any component which becomes defective within 12 months from date of receipt of last consignment at site.

1.4.11 After sales support – The bidder shall guarantee for the after-sales support for all the products and accessories offered in tender for 12 months after the commissioning.

1.5

ELIGIBILTY CRITERIA

1.5.1 The bidder should have completed similar installation in past years for more than INR 10 Lakhs. A copy of relevant documents is to be enclosed with offer. 1.5.2 The bidder should be registered under Indian Company Act 1956. A copy of registration should be submitted. 1.5.3 The company should not be a black listed company by Govt/PSU.

1.5.4 The company should have service workshop and capable of AMC after sales/service (complete contact details of service workshop to be given).

1.5.5 The offered product should comply to Regulatory compliance, Safety requirement & Environmental objectives.

1.6

1.6.1

Documents to be enclosed with the offer Technical Manual - Hard copies of Technical Manual / Operation Manual for offered equipment. Original data sheets for the items quoted should invariably be attached with the proposal. Proposals without data sheets of the items quoted will not be evaluated technically and are liable to be rejected.

1.6.2

The bidder should attach certificate from the OEM of the product to the effect that the bidder is authorized to supply the product and should also enclose a list of organizations to which similar equipment has been supplied with technical datasheets.

1.6.3

Schematic and Typical Installation.

1.6.4

A format of sample copy of Guarantee/Warranty certificate.

1.6.5

Activity schedule- A project implementation plan of the project activity wise should also be submitted along with the bid.

MISCELLANEOUS

1.7.1

Manuals and other reference documentation should be bound separately.

1.7.2

All Responses, as well as any reference materials presented must be written in English.

1.7.3

Figures and tables must be numbered and referenced in the text by that number. They should be placed as close as possible to the referencing text. Pages must be numbered consecutively within each section of the proposal showing proposal section and page number.

1.7.4

Proposals shall be based only on the items contained in this tender and its standard required accessories. The tender includes official responses to pre-proposal conference questions, addenda, and any other material published by the BECIL pursuant to the tender. The bidder is to disregard any previous draft materials and any oral representations it may have received. All responses to the requirements in Sections [list appropriate section] of this tender must clearly state whether the proposal will satisfy the referenced requirements, and the manner in which the requirement will be satisfied.

1.7.5

Equipment with model not nearing obsoleteness.

1.7.6

Proposal should be for the complete system on SITC basis. Incomplete or part component will not be considered. The firm will be responsible for installing, testing & commissioning of all the systems offered by them.

Section-II TECHNICAL PARAMETERS/SPECIFICATIONS The specifications given below cover the Supply, Installation and commissioning of 1 TR, 1.5 TR and 2 TR split type Air conditioner system and all necessary accessories at EMMC, 14-B, I.P Estate, Ring Road, New Delhi- 02. Field proven industry tested products from renowned & reputed firms from industry with proven track record only will be accepted. Non-standard make/model of equipment will disqualify the proposal technically. DESIRED DESIGN FOR OFFERED PRODUCT (i)

High Energy Savings

The product offered should be energy efficient with minimum 3 star rating or as mentioned in technical specifications/parameters. (ii)

Easy Installation and Maintenance

It should be strong, rust-free with proper anticorrosion treatment of outdoor heat exchanger fins. (iii)

Low Noise Operation

The product should have rotary compressor for low noise operation with better cooling capacities. (iv)

Cleanliness and easy to clean features

The product should offer Air purifying filter, anti bacterial and de-odorizing filter which can be easily cleaned/washed. If possible it should have filter cleaning indicator to indicate when filter requires cleaning. (v)

Control

The remote controller should be user friendly with highlighted buttons and easy to grab. (vi)

Sleekness and piping length

The dimensions of product should be such that it can be installed in small space and support sufficient piping length to give flexibility during installation. 2.2
