NOW THEREFORE,

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-SEVENTH GENERAL

ASSEMBLY:

The purpose of this resolution is to affirm the rights of all states

including Arkansas based on the provisions of the Ninth and Tenth Amendment

25

to the United States Constitution.
