The District Commissioner… Our Centenary year was a year packed with fun, adventure and outstanding success, which ranged from some Members meeting the then Prime Minister, Tony Blair MP, a Silver Cross for bravery to an Explorer Scout to more and more people joining Scouting in the area. We are now officially the UK’s Scout District with the largest increase in membership in 2008. Bearing in mind there are over 1000 Districts with 500,000 members – this is by no means and small achievement by our Leaders and Group Executive members. You will see from the table in this report that we have had a huge 30% increase on last year, exceeding our target of 720 to a new membership total of 856.
We are now just 33 members short of the all time record membership of 889 set in 1982. The 2008 national average increase is about 3%. It Join the adventure

Greg Stewart looks even more likely that we will reach over 1000 members by 2010. However it is not just about figures – it shows the outside world and parents that we are offering young people what they want, exciting and challenging programmes, fun and excitement. We are growing and still relevant to today’s society. More adults are joining us because they see success. We are by far the largest mixed youth and children’s provider in the area. The Centenary year gave us the opportunity to do things differently. One was the St George’s Day Activity event at Gilwell Park where over 400 members enjoyed a day of adventurous activities which involved a renewal of Promises. It was so successful that Leaders wanted to change the format again for 2008! We also had a great morning on August 1st on top of the Castle Mound Bishops Stortford where we joined 20 million Scouts from around the world in renewing our Promises. We also unveiled a special commemorative plaque in Bishop’s Storftford
town Centre and were joined by Mark Prisk MP and the UK Commissioner for Programme. The District had the largest contingent of youth at the Remembrance Sunday Parade in Bishop’s Stortford and also we had good representation on this solemn occasion in Sawbridgeworth and Much Hadham. Our new Awards night and AGM format last May proved to be a good success which will now become a regular feature in the District calendar.
…the UK’s Scout District with the largest increase in membership in 2008… Our annual Leaders conference Advance continues be helpful in focusing Groups on development and providing help and assistance. The trend for this event is moving much more toward providing leaders with practical programming ideas and support.

The year has seen us build stronger bridges with our local authorities and Member of Parliament, but also local business who are keen to support and be associated with Scouting. These include the HSBC Bank, North Street, Photosound, Intercounty, Cox photographers and Outdoor Wear.
At Section level, the District team continues to be impressed by the enthusiasm and dedication of the Leaders and Helpers. The quality of Scouting each night of the week, in 36 Sections is excellent. The District team has focussed time and energy to Sections who need help to overcome a few minor problems, give guidance and ideas to new Leaders.
Over the past two years, I have found it difficult to get about and visit Sections as much as would like to, but I am comforted by having such an effective and supportive District Team and it would be remiss not to express my thanks to them all and especially to the District
There have been many camps and outdoor activities which young people are clamouring for – it is readily provided to the youngest Beaver Scout to the older Scout Network member.
Chairman and his executive who support us all in the background I must not forget Emily my wife and the family for letting me get out and about to do this role for Scouting. An excellent year to report on and we are all working hard to strengthen and extend Scouting in 2008/2009 with many new and exciting activities planned with the objective of getting as to as many young people and adults involved in the great game of Scouting.

The District Chairman… This is our first AGM after the Centenary celebrations and what a year we have had. Fun filled all the way with all the local activities extremely well supported. Many excited people attended a brilliant day at Gilwell for St George’s Day. My congratulations and thanks are extended to all the Leaders and Helpers who made this event such a huge success. We made an appearance at the Town Carnival not only in the Parade but also with a stall and a climbing wall on Sworders field. It was good to see so many wide-awake people early in the morning on the Castle Mound to renew their Promise, many of whom went on to enjoy a game of Ten Pin bowling after a hot breakfast at the Markwell Pavilion cooked by the Explorer Scouts.

Another well-organised and enjoyable event was the Gala Dinner at the end of the year. Thanks to Graham and Max for their effort. The future sees the District racing along to new heights with increased membership of both Young People and Leaders. Let us hope this trend continues indefinitely

The District Treasurer Another successful year for our District with our expenditure being covered by income. The Jamboree and Centenary events were largely financed from the build of funds over the past four years. 1st Much Hadham finances have been re-established and funds have been repaid to them. District funds
Ray Jones are temporarily increased by deposits received for the 2008 Camp at Lochearnhead. The Explorer group accounts are incorporated into the District finances. We enter 2008 with strong balances to support the increased membership and have again budgeted to break even on
revenue expenditure but will draw on balances for equipment where necessary to support recruiting and leadership objectives.

The purpose of the District Cub Fund is to support Cub Scouts at District level. The funds include annual Good Turn charity activities. The worldwide Jamboree 2007 was held in Chelmsford. This fund was started in 2004, and District costs have exceeded collections through subscriptions and Group contributions. All funds (Restricted and Unrestricted) are included in Net Current Assets.

The Beaver Scout Section… This has been a great and varied Beavering Centenary year. We have taken part in a photo shoot at UK HQ for the new programme material and some of our Beavers are on the new publications. A fun filled day at Gilwell to celebrate St.George’s Day in the Centenary year, followed by the Centenary Camp day visit with rain added element. October heralded the opening of yet another Colony – Watersprites at 10th Bishops Stortford with leader Mike Keef and three assistants. Many photos of Beaver events were included in
the Centenary display at Rhodes Museum. Pishiobury Park in Sawbridgeworth was once again invaded by around 100 Beavers and helpers in November for our very popular Torch and Wellie walk followed by soup and a sausage sizzle expertly cooked by Conquest Explorer Unit.
We also managed to fit in a District trip to the Panto!
The Cub Scout Section… The Centenary of Scouting and again saw the number of Cubs in the District increase Much Hadham have gone from 8 to 22 Cubs having moved their meeting night to a Tuesday.

Hazel Mead Our very own Beaver Splash Night was thoroughly enjoyed with St.Michaels Mead the winners. The Join-in Centenary programme was very useful and we are now looking forward to using the recently published material where more badges are on offer and there will be even more Bronze Awards gained. We have welcomed many new Leaders and helpers and visiting buzzing, happy colonies is quite a tonic. Leaders meeting are very sociable happenings and we always enjoy a meal together at the turn of the year.

side Cubs raised almost £700 for Herts Air Ambulance appeal by doing good turns, sponsored night hikes and silences and many other fund raising ideas.
During the summer several Groups held Centenary Camps as well as their normal camps. Several packs attended the County Centenary Camp which was only marred by the bad weather on the last day. Indeed a lot camps suffered bad weather this year but everyone reported that the Cubs still had fun. The interaction between Cub packs has been good and the Cubs make new friends with children they would not normally meet. Some packs shared programme evenings, went on walks, camped or even had a fun evening at Priory Wood together.
Christmas and it was Carol Service time. Again the URC in Water Lane hosted the event. The Cubs told the nativity story and had fun trying to do 100 years of Scouting to the tune of 12 days of Christmas. If only the words fitted better! Still it got a good laugh. On the serious

County Camp, Sunrise event, visits to the Jamboree site, Bring a friend Day, 07 event at the O2 arena and not forgetting the Activity day at Gilwell. To add to all of this the Scout sections still managed to fit in their annual summer camps. Thorley Adventurer and Sawbridgeworth setting out in the late part of July to Beaudesert and Youlbury respectively and encountered almost monsoon conditions, but they saw their respective camp programmes through despite the weather.
I would like to thank all the Leaders and helpers who as well as supporting and helping run District events have had their own Pack nights to organise and Group events to attend in this busy year. Thank you all for your enthusiasm and dedication and I know 2008 will see us go from strength to strength.

The remaining troops in the District took advantage of various weekend events like Come to Tolmers, and PAW and trips to London and camps in Norfolk. Judging by the reaction from the Scouts on my visits to your troop evenings during the year, you all had a brilliant time. There is still a good take up on the Easter course at Lochearnhead for those who seek a challenge in the mountains of Scotland Well done to everyone for organising the events and camps. The development of the Scout section with in the District has continued to flourish with even the newest troop in the District,1st St Michael’s Mead, expanding rapidly, and an additional troop starting at 1st Bishop’s Stortford in January.
Most of the others have shown growth and some have had leadership changes that are already seeing a strengthening in their numbers.
The forthcoming year, the District Summer Camp at Lochearnhead is being seen as the main focus for a large number of Scouts plus centenary year celebrations being planned at Sawbridgeworth and 1st Bishop’s Stortford Groups. The new programme has been launched with the additional staged badges and programme ideas
The Explorer Scout Section… Last year has been a very exciting and busy year for Explorer Scouting in our Districts. Our numbers have dramatically increased and this is mainly due to us opening 2 new Units, Conquest at Sawbridgeworth and Endeavour at St Elizabeth’s School in Join the adventure

Much Hadham. The Voyager Unit in Bishop’s Stortford has had a successful move from its original base at 1st Thorley to Silver Leys. Voyager has also increased its numbers from last year taking young people from all the local groups. There is also a small band of Young Leaders that give

Six of our Explorers had the time of their lives by attending the World Jamboree at Hylands Park in August. They are still telling stories of the people they met and the experiences they had.
Explorers attended a number of County events including Hertfordshire Explorers Around Town at Wymondley Wood, Hertfordshire Peak Assault on Caldbeck Fell Cumbria, the County Christmas Meal at the Aroma Stevenage, the Fire and Ice Camp at Tolmers and the Chiltern Challenge competition at Phasels Wood. Conquest and Voyager also joined forces to attend Gilwell 24 in July, 24 hours of activities that they all stayed up for. Voyager had a week’s expedition to Barnswood Scout Campsite in the Peak District, Conquest had a long weekend camp at Thiftwood Scout Camp and Endeavour joined 1st Much Hadham for a joint camp in July and then had their own camp in October at St Elizabeth’s. Other activities of our Explorers have been involved in over the last year include mountaineering, hiking, rocking climbing, bouldering, sailing, kayaking, canoeing, horse riding, Go-Ape, ice skating, water polo, ten pin bowling, pantomime outing and a tour of the House of Commons led by Mark Prisk MP. As you can see many of these activities had to be organised at weekends so this you shows how busy the Units have been apart from their regular meeting nights.
… chatted with our Chief Scout Peter Duncan and the Prime Minister then, Tony Blair MP… Another six of our Explorer Scouts were invited to Downing Street in the summer to promote Scouting in its Centenary. They chatted with our Chief Scout Peter Duncan and the Prime Minister then, Tony Blair MP. We also had a group of Explorers spend a day a Gilwell Park on a photo shoot for the new publications of the Explorer Scout program.
It’s still quite a shock to see faces I recognise on these books every time I get them out. One of our Explorers, Chris Ashworth, was honoured with one of the highest awards for bravery in Scouting by receiving the Silver Cross at the St Georges Paraded at Windsor last month.
He saved an old gentleman that had slipped into the River Stort whilst fishing last autumn. He is a credit to his family, his Unit and Scouting in our District. Well done Chris. Finally I would like to thank all the Explorers Leaders who give up their time every week and the many weekends throughout the year to bring our young people such an exciting and adventurous program.

The Scout Network The Cougar Scout Network is still in the process of forming and developing. Scout Network is a very different way of providing Scouting to young adults and the concept is only beginning to get off the group around the UK. Our network is the only one this side of Hertfordshire and we have discovered that very close to us in Essex, there is a thriving County Network set up. We have met with their Network organisers and hope to link into to activities in Essex and use their knowledge and experience. We have twelve members, some in the
District, but the majority as at University. The only chance we get to meet is at term breaks and the summer. During the year, three of our members went to the World Jamboree on the International Support Team – Emma, Lucy and Simon. We had a BBQ last year when we invested our first members and agreed our constitution and name of the Unit. We have had an event at Priory wood and there are plans for three members to complete their Silver Duke of Edinburgh’s Award this year. We have agreed our special logo which we shall use on polo shirts and our administration.
Adult Support We have had a successful year with our training, our Getting Started Evenings are attended by our new leaders and having watched the DVD are encouraged to have a go, at risk assessing the hall (where the evenings are held). All Leaders leave the evening having completed one item for Join the adventure

Who have gained their Wood Badge during the past year and may they enjoy the fun of Scouting. Sincere and grateful thanks go to all the Training Advisors for the time and effort that they all give to this hard working role. All T.A.s have another role in Scouting many organizing Groups and Sections and I appreciate their hard work. Grateful thanks go to Geoff Crabb who has revolutionised the first aid training and is bring us all up to date. Jackie Williamson keeps me organised with her spreadsheets, always answer my queries and keeps me sane, thanks for that and the laughs. available, I can report that since September 2007, 40 Leaders have successfully attended FR training within the District. Other Leaders have attended County courses.

Our 14 – 25 year old members currently meet at: Conquest Explorer Scout Unit – 1st Sawbridgeworth
