The project focused on multi-partnership building, policy advocacy, and capacity building activities as tools towards the establishment of a sustainable and wholesome resources and environment through implementation of an integrated coastal resources and environment management in the municipality.

Brief History: Balayan municipal water is still productive in 1980’s. This has gradually deteriorated as the years passed due to the changing use of fishing gears and methodologies most of which are destructive in nature such as blasting and noxious (dynamite and cyanide) that destroyed fish habitat. Siltation from upland through rivers and creeks complimented to the deterioration. At this stage, an NGO (Center for Empowerment and Resource Development, Inc. [CERD]) came after a study on the fishery status of the municipalities in Western Batangas (Calatagan, Balayan, and Calaca) was conducted by a group of academe, professionals, and fishery reforms advocates. In Balayan they sought the help of municipal fishers from Barangay Palikpikan, 10, and Carenahan. During the validation of the result of the study which was attended by fisher folks, women, youth, LGUs/ LGAs, PNP, Coastguard and other stakeholders, all participants agreed that the municipal water’s productivity is declining and therefore must be rehabilitated and protected. Thus it was agreed that a program which would revert the trend must be implemented. This program must be equip with rehabilitation, protection, and conservation components as well as development of resource managers with intended coupling of consciousness stirring and community organizing, policy advocacy and linkage, and capability building. It was seen that a big hope to materialize this endeavor lies on the hands of organized groups that fave the way to the establishment of (through the help of CERD who started the implementation of community-based coastal resource management [CBCRM] project) the 3 people’s organizations namely the Samahan ng mga Babaing Mag-iisda sa Palikpikan (SBMP) in Barangay Palikpikan, Barangay Diez Small Fisherfolk Association (BDSFA) in Barangay 10 and Samahan ng Nagkakaisang Mangingisda sa Carenahan (SNMC) in Barangay Carenahan. The 3 organizations bonded together to form a municipal federation in the name of Alyansa ng mga Nagkakaisang Mangingisda sa Balayan, Inc. (ANAK-BALAYAN). This was done on November 19, 1995. Most members lack enough education thus series of trainings on organizational and advocacy were conducted. This has resulted to a deeper perception of organizational, environmental and sectoral issues. Other organizations were established later (SMMP in Brgy. Palikpikan, PDKN in Brgy. 10, SAMALAKAB in Brgy. 8), all of which became members of the federation under its new name, Ang Nagkakaisang Mamamayang Kostal ng Balayan, Inc. Within five years time, Balayan fisher folks displayed remarkable efforts in attempting to win back what the municipal waters had lost. Efforts includes policy advocacy, rehabilitation activities, information campaigns and organizational development, the latter in form small fishers group consolidation. In 2000 seeing the potential of capable implementers, CERD transferred the management of its program, CBCRM, to the federation thus becoming partner PO in this part of the country of the former with their fishery thrusts nationwide. As an implementer, capacity is one of the essentials that must be considered. With this situation ANAKBALAYAN, with the help of CERD, has enable to draw a proposed project aiming to acquire capacity in managing a program that is CBCRM. The project proposal was submitted to UNDP GEF SGP for financial assistance and was approved on December, 2001. By January of 2002 the implementation of the project started. Project components includes capability building activities, policy advocacy, resource protection through deputization of Bantay-Dagat, establishing a fish sanctuary, and adoption of a land use plan by the municipality. Both the federation and the fishers benefits from the achievements and capacities gained from the project. However, capable federation and fisher leaders are not enough in assuring municipal coastal resources are adequately managed and sustained. After the capability-building project, ANAK-BALAYAN saw the need of pooling collaborative efforts of multi-stakeholders to forge sustainability of its initiatives, improvements of resources and achieving wholesome coastal environment. Thus a new project was designed and proposed aiming to build cooperation and commitments of multi-stakeholders for an integrated coastal resource and environment management both at the municipal and barangay level. The federation implemented the project on March 1, 2006 up to the present.

Tract record: In 1997 hand in hand with CERD, the federation is instrumental to the passage of a municipal ordinance (Municipal Ordinance No. 535 (97-05)) declaring 15 kilometers from shorelines prohibited to commercial fishers and for the exclusive use of municipal small fishers. In collaboration also with CERD, rehabilitation projects (artificial reefs and fish aggregating device) were establish in Barangay Palikpikan (1999 and 2000), San Piro (2000), 8 (2000) and Carenahan (2000). Through advocacy the federation gained financial support (food and labor cost from LGUs and the material costs from PACAP-AUSAID for this projects. Since its formation, the federation faced challenges as co-managers of coastal resources such as illegal titling of salvage zone in Barangay 10 (though unsuccessful in revoking the title, fishers’ initiatives served as preventive measures to other interested private individuals up to the present), destructive fishing (Hulbot-hulbot) operations in the municipality operated by Barangay Carenahan residents in 1998-1999 (which was successfully stopped through vigorous advocacy of implementing the fishery law by municipal authority), and the attempt to operate quarry in Barangay Palikpikan which was opposed by vigilant members of the federation. From 1997 to 2000, fisher leaders aided the NGO in monitoring fish stock through Fish Stock Assessment being respondents and managing the activity at the barangay level. In 2001, the federation after CERD turned over its program become implementer of CBCRM in Balayan, Batangas. To date, member organizations (SBMP and SMMP) from Barangay Palikpikan with support from the federation enable to fully stop initiatives of quarry operations in the area after more than a year of assertion of the proponent. The federation succeeded in advocating implementation of fishery law in the municipality resulting to completely stoppage of Taksay (a commercial and destructive gear) fishing owned and operated by a commercial fisher from Quezon. Another attempt to own part of the salvage zone in Barangay Carenahan by private individuals was put to stopped with the collaboration of federation member and the Barangay Council and employing strategies. It also organized new organization in Brgy. San Juan (Samahan ng mga Mangingisda sa Brgy. San Juan [SMB-SJ]). The federation pushed the activation of FARMCs resulting to the creation of MFARMC and BFARMCs in the municipality. In 2002-2003 as an implementer of capability-building project , the federation was able to achieve indicators such as: 1. organized and established three (3) new organizations in Brgy. Navotas (Sama-Sama sa Ganap na Pagunlad, Inc. [SAGAP], in Brgy. Cuatro (Samahan ng mga Mangingisda sa Sitio Ina ng Awa ng Brgy. Cuatro, Inc. [SMSA], and in Brgy. Gimalas (Fisherfolk Association of Gimalas, Inc.) [FLAG]. 2. policy advocacy work resulted to the: a) declaration of municipal Comprehensive Land Use Plan as null and void by the Sangguniang Bayan as it was approved without proper public consultation. b) declaration of part of municipal waters in Barangay Carenahan as Fish Sanctuary and Fish Reserve (37,361.106 and 28,370.372 square meters respectively) by virtue of Municipal Ordinance No. 594 (200314), Series of 2003. Prior to the municipal enactment, Barangay Carenahan initiated and assisted by the federation in its Barangay Ordinance No. 001, Series of 2003 through Barangay Resolution No.024, Series of 2003 declared the same. c) instillation of a fishery technician item in the Municipal Agriculture Office (includes recommendation of the personnel and after some months the item become permanent) and inclusion to municipal annual budget of the fishery development expenditures. d) Creation of Municipal Fisheries Management Office by virtue of Municipal Ordinance No. 584 (2003-04) through Sangguniang Bayan Resolution No. 2003-54. e) Enactment of Balayan Municipal Fisheries Code by virtue of Municipal Ordinance No. 592 (2003 -12) amending Municipal Ordinance No. 535 (97-05) and adopting almost all provisions of RA 8550. f) budget allocation of MFARMC and logistic support to BANTAY-DAGAT. g) Municipal Resolution No. 2002-141 requesting NAMRIA to undertake Preliminary delineation and delimitation of the municipal waters. h) Declaration of municipal promotion of cleanliness and regulating disposal of garbage, filth and other waste matters in the municipality by virtue of Municipal Ordinance No. 580 (2002-16) through Municipal Resolution No. 2002-232

3. Linkages and networking works resulted to: a) establishment of seaweeds farms in Brgys. Palikpikan (which later become municipal seaweeds nursery) in October 2002, San Piro and Gimalas in 2003. b) deputization of 8 Bantay-Dagat by BFAR c) granting of multi-purpose building in Barangay 10 worth PhP600,000.00 and PhP200,000.00 in Barangay Palikpikan by AKBAYAN Partylist the former used as office of the federation till present and the latter by the member organizations in the area. Later another multi-purpose center was constructed in Barangay San Piro through the same partylist worth PhP500,000.00 owned by the federation member LAMBAT. d) granting of a monitoring boat by the British Embassy worth PhP50,000.00 e) access to use of equipments (computers, venues, projectors, vehicles, etc.) of private individuals, LGUs and NPC-BCFTPP. f) livelihood skills opportunities from trainings on seaweeds culture and processing, bangus deboning, and aquaculture. g) formalization of membership to pollution monitoring team of NPC-BCFTPP 4. Resource management efforts resulted to: a) production of fish stock assessment forms and analyzing the results thereof. b) enable to design and make module on resources monitoring. c) part of its rehabilitation program, the federation in partnership with its member LAMBAT has planted 2000 mangroves propagules to the mouth of one of the rivers at Barangay San Piro 40% of which were growing today. d) appointment of 18 municipal fish warden by the local executive. e) staging the first mass coastal clean-up. 5. Capability building resulted to the conduct of different skills trainings and exposure trips of fisher leaders to Quezon and Antique. Other achievements in the next two years are: 1. acquisition of 3 monitoring boat with radio communications from NPC-BCFTPP awarded to 3 memberorganizations (SMMP, SNMC, SAMALAKAB) 2. acquisition of PhP50,000.00 livelihood assistance from DENR (Seaweeds Processing equipments) 3. co-coordination of 3rd year coastal clean-up activities (Daigdig ko, Mahal ko Earth Day celebration, International Coastal Clean-up) 4. The following are achieved during implementation of MultiPartnership Building for Sustainable Fishery Management of Balayan Municipal Waters Project (PHI 121/05) which was started in March 1, 2006: a. conducted municipal resources inventory b. conducted financial mechanism establishment attempt (Raffle para sa Kalikasan and BIGAY KA! which was introduced in October 30, 2006) during 1st symposium for environmental improvement and resource conservation in the municipality . c. established new organization for resource and environment improvement/conservation formed (Freeing Resources Environment from Exploitative and Degrading Offense of Mankind [FREEDOM] and Samahan ng mga Kabataan Para sa Kalikasan [SKPK] of Barangay 10, Seaside Envisions Advancement: Hope for Organizations, Resources , and Sustainable Environment [SEAHORSE] of Barangay 9, Bagong Unyon ng Kaunlaran, Organisasyon at Dagat [BUKLOD] of Barangay San Juan, Samahan ng mga Inang Kaagapay sa Pag-unlad [SIKAP] of Barangay 4, Navotas Fisherfolk Association [NFO] of Barangay Navotas, Women for Improvement of San Piro [WAIS] and San Piro Youth [SPY] of Barangay San Piro, Samahan ng Nagkakaisang Kababaihan ng Carenahan [SNKC] of Barangay Carenahan, and Samahan ng Nagkakaisang Kababaihan sa Baclaran [SNKB] of Barangay Baclaran. d. conducted trainings on Local Good Governance, Multiple-use conflict management, Pollution Data gathering, Trainors training, Unrecoverable Material development, e. establishment of Balayan Resource Information Center begins f. membership in CLEAN-UP the World (ANAK-BALAYAN, FREEDOM, Sangguniang Kabataan ng San Piro, AKKAP) and Clean-Up the Philippines g. 1 youth member (Merson Cunanan Arellano) participated in Youth Congress held in Haiku, Hainan, China in December h. Drafting of Municipal Fishery Management Plan by MAO, MFARMC, and ANAK-BALAYAN i. MFARMC recommended implementation of auxiliary invoice in line with the establishment of financial mechanisms for resource/coastal environment improvement, fisher folk registrations, amendments to Municipal Fishery Ordinance. j. assistance to BFAR in the conduct of survey for possible mariculture zone project and was later proposed to the municipality. k. LGU awarded equipments to Bantay-Dagat and cleaning equipments to SAMALAKAB l. participation in the celebration of international coastal clean-up m. attempts of partnership building (discussions, meetings, etc.) n. awareness building through popular IEC production and info campaigns to communities and schools. o. Seaweeds Dip Sauce introduced to the public in Barakalan sa Balayan 2006 held at Municipal Covered Court for 6 days, product development begins with life-span study p. opposition to quarry operation attempts in Barangay Palikpikan and Barangay Navotas q. inputs to municipal development plan: FSA r. initiating legal basis of improving resources and environment including establishment of financial mechanisms resulting to: i. Barangay Ordinance implementing auxciliary invoice in Barangay San Piro by virtue of Barangay Ordinance No. 08, Series of 2006 ii. Barangay Ordinance creating and implementing barangay waste management in Barangay Carenahan by virtue of Barangay Ordinance No. 03, Series of 2006 iii. Barangay ordinance prohibiting use of fine mesh net (bayakos) and implementation of fishery laws imposed in Barangay Navotas and 10 (Barangay Ordinance Nos. 003 and 002, Series of 2007 respectively) s. Farmer sector partnership in the upland community of Sityo Luya, Barangay Palikpikan established with the formation of Samahan ng mga Magsasaka sa Sityo Luya [SMSL] resulting to enjoyment of program benefits from municipal government. t. SERVICE AREAS

General assembly (GA) refers to all member organization duly represented by equal number of delegates duly authorized to represent therein by their own respective organizations. Equal number of delegates to the assembly is determined by the legislative body duly appointed to the post as representative by their own respective organizations to the federation’s law and policy-making body. The GA is the highest authority responsible for deciding and approving matters, programs, plans and projects which directly, heavily, and necessarily affects the federation in its entirety. As such it has the power to veto and disprove any policy or laws enacted by the legislative body through unanimous vote or quorum. The Statutory Board refers to the elected officials of the federation (President, Vice-president and Secretary-General). Any leader can be elected as official as they passed the criteria set by the legislative body and shall served for three (3) years. The statutory board is responsible for administering the affairs of the federation and served as duly authorized representative of the federation in all transactions. Expanded Statutory Board is composed of the Statutory Board plus the heads of the different bodies. Its function is to discuss, decide and enforced matters concerning administration and development of the federation in its entirety.

ORGANIZATIONAL CHART The project management team is headed by the project coordinator and the bookkeeper all of whom are direct personnel of the funding agency. They are assisted by volunteer leaders. The team are responsible for the direct implementation and management of the project. The Statutory board serves as monitoring, evaluators, and advisory to the project. The legislative body is the law and policy-making body of the federation convening thrice in a year or when necessary. Representation of any leader to the body is duly recommended by respective member organizations who decide among themselves the representative. The judicial body (formerly Council of Leaders) served as interpreter of the policies and laws. Representation of any leader to the body is duly recommended by respective member organizations who decide among themselves the representative. It shall settle disputes arising from management, administration, execution, and implementation of all matters concerning the federation and shall enforced any decisions made out of settling unless otherwise vetoed by the quorum or unanimous vote of the GA. The body also serve as appointment authority. The treasury body is responsible for all financial matters and transactions of the federations. Any leader can serve as member or head of the body upon duly appointed by the judicial body. The audit and inventory body is responsible for checking and recommending appropriate financial and organizational mechanisms for improvement. Head and members are duly appointed by the judicial body. Executive body is responsible for the day-to-day management and execution of programs and activities of the federation. It has different sections headed by appointed leader of the judicial body. Development body is responsible for the improvements of programs, projects and activities and its different sections shall be headed by appointed leaders of the judicial body. Service areas refers to the 11 coastal community and one (1) upland community. It shall served as both beneficiary and partner of the programs, projects and activities being implemented or executed.

Continued FSA activities (data provided by fishers who are members of the organizations, collection and distribution of forms by the federation, and analysed by CERD personnels) Capability building component was added to CBCRM Program the beneficiaries of which are mostly key leaders of the federation and its member-organizations. This refers to different trainings and exposure trips in relation to fishery management. Biodiversity information campaign and awareness building begins with production of IEC materials in the municipality. Habitat restoration was drawn through collaboration with PACAP/AUSAID and the municipality of Balayan through the help of CERD and ANAK-BALAYAN.
