NOTICE OF PUBLIC HEARING PROPOSED WATER AND SEWER RATES The Albemarle County Service Authority will hold a Public Hearing at 9:00 a.m., June 18, 2009 on proposed changes in water and sewer Service and Volume charges. These changes are proposed to be effective July 1, 2009: Service Charge: Meter Meter Size Administration Services Total 5/8” $ 3.25 $ 2.90 $ 6.15 1” 3.25 7.25 10.50 1 ½” 3.25 14.50 17.75 2” 3.25 23.20 26.45 3” 3.25 43.50 46.75 4” 3.25 72.50 75.75 6” 3.25 145.00 148.25 Water Volume Charges (per 1000 gals): Single Family Residential and Irrigation: 0-3,000 gallons per month 3,001-6,000 gallons per month Over 6,000 gallons per month Over 9,000 gallons per month * RWSA Wholesale Water Rate

Multi-Family and Non-Residential: Unit Rate Sewer Volume Charges (per 1000 gals): All Customers, All Volumes

Changes in the following charges are proposed to be effective September 1, 2009. An additional Public Hearing is scheduled for 9:00 a.m. on August 20, 2009 to consider these charges: Connection Charges: (1) System Development Charge
Amount $1,640 per ERC (Water) $2,250 per ERC (Sewer)
(2) RWSA Capacity Charge $3,725 per ERC (Water) $2,680 per ERC (Sewer) (3) Local Facilities Fee TO BE ELIMINATED (Water) TO BE ELIMINATED (Sewer) All other rates and fees are to be unchanged. Examples of Effect of Volume/Charge Increases: A customer with a 5/8" meter (typical residence or small commercial) using 4,100 gallons water per month: Service Charge Water Volume Charge Sewer Volume Charge Total
