Accountant General, Hyderabad. ***** While enclosing a copy of Audit report of Accountant General, Hyderabad, it is submitted that on scrutiny of records of the works, Drilling and Grouting in the 4 reaches viz (1) KM 8.34 to 8.559 (2) KM 8.559 to KM 8.735 (3) KM 9.00 to 9.300 and (4) KM 9..300 to 9.600, the following are the observations made by the Accountant General’s party. (1)
Adopting of Drilling charges in soils of Rs.980/- RMT based on the quotations. It was pointed out that rates for Drilling hole in soils were computed by adopting drilling charges at Rs.980/- per RMT based on quotations obtained from ordinary bore well drilling on the plea that the rate for this item of work is not available in the
S.S.R. (2)
Grouted order.
Redrilling charges at Rs,490/- RMT Un authorized provision of Rs.490/- RMT ( @ 50% of drilling charges ) was also included in the rates towards the re-drilling of portion of holes in the processes of Grouting in descending
Further it is observed that the rate computed based on the quotations for the drilling of holes were neither specific nor Just and reasonable and inclusion of re drilling charges (Rs.490/- RMT) in the absence of any specific authority.
2 It was also suggested to bring this matter to the notice of the Government for casing the issue to be discussed in Board of Chief Engineers and also for inclusion of S.S.R. In this connection, I submit that as the drilling rates are not available in S.S.R and also in the absence of specific observed data the rates were adopted based on the quotations obtained from the drillers and the same was approved by the Chief Engineer, Telugu Ganga Project, Srikalahasti. Regarding the re-drilling charges it is submitted that the re-drilling process involves the same operations that are required in the original drilling ie., drilling with diamond drill, lifting of pipes……etc., Even though the same operations are involved in re-drilling only half of the soil drilling rate ie., 980/2= Rs. 490/- RMT (which is the lease rate available) was provided in the estimate as no redrilling rate is available in the S.S.R. In view of the above it is submitted that necessary ratification orders may please be got obtained from the Government for the above adopted rates and also to address the Board of Chief Engineers with a request for inclusion of drilling, redrilling conducting permeability tests, Grouting items etc., in the new S.S.R.
