PATROL LEADERS TRAINING COURSE Division Memorandum. No. 182, s.2016 JULY 22 – 23, 2016
Pursuant to DepEd Order No. 76, s. 2012 re: “Revitalizing Boy Scouting in Schools” which intends to develop young men into well-rounded individuals with exemplary character worthy of emulation by school children. The Division of Ozamiz City, Province of Misamis Occidental, Philippines was conducted a simultaneous live-in BSP Patrol Leaders’ Training Course last July 22-23, 2016. The District 4 Patrol Leaders Training Course was held at Bacolod Elementary School, Ozamiz City. It was headed by our District Commissioner Madam Elsa B. Buenavidez, WBH, as our Course Leader. The one and half-day event was an avenue for scouts to experience activities specifically lined-up for scouts catering various program of the scouting movement, environmental awareness, promotion of peace and enhancement of leadership skills. The scouts arrived at Bacolod Elementary School together with their Patrol Leaders as their eyes blinked with so much excitement. After they placed all their things in there quarters they were instructed by School Scout Coordinator Helen A. Abejuela, WBH, to make their patrol flag. The opening program started at 3:00 in the afternoon of July 22, 2016. It was attended by EsP Supervisor Mrs. Juliet M. Tagapan, LT, Division Scout Coordinator Mrs. Angelita M. Maribojoc, BTS, School Commissioners Mrs. Clarita S. Mangindo, WBH, Mr. Joseph L. Galia, WBH, Mrs. Merlie H. Bubuli, BTC, Mr.
Apolinario Q. Salavaria, BTC, Facilitators, Jonrey Q. Buenaflor, ALT, Rene Edullantes, BTC, Helen A. Abejuela, WBH, Counselors Lee Chandro Macias, BTC, Dino Gomez, BTC, Crisfer Adolfo, BTC, Melita L. Abarco, Alma A. Caballero, Yeldieza E. Sarang, Robelyn Pliego, Barangay Chairman Dionisio P. Detalla and GPTA President Mrs. Merceluz A. Tagama. Program The Bacolod Teachers used multi-media for the doxology and the Pambansang Awit. Assistant Leader Trainer Jonrey Q. Buenaflor led the Panunumpa ng Katapatan sa Watawat ng Pilipinas and the Dedication of Scout Oath and Law. School Commissioner Merlie H. Bubuli, BTC gave his welcome address to all of us and the scouts applauded him with a let’s go clap. The Gango participants gave their intermission number and called themselves as “Dancing Patrol Leaders”. Our Course Leader Mrs. Elsa B. Buenavidez, WBH, introduced our speaker, Mrs. Angelita M. Maribojoc. She gave her scout message to all the participants and reminded them how important the scouting is. Barangay Chairman Dionisio P. Detalla gave his message and support as he promise that CVO will take charged for the safety of the participants and the facilitators. School Commissioner Joseph L. Galia, WBH, introduced the 57 participants coming from the different schools of District 4. EsP Supervisor Mrs. Juliet P. Tagapan, LT, gave her message also to all the participants and encouraged them to be good and responsible scout leaders. Sir Jonrey Q. Buenaflor, ALT, gave his briefing and orientation of different quarters to all the participants. The program was closed by Merceluz A. Tagama the Gen. PTA president of Bacolod Elementary School.

Day 1 – Lecture and Campfire The Scouts proceed to the function room for the lecture of the discussants. Knowing yourself and others was discussed by District Scout Commissioner Mrs. Elsa B. Buenavidez, WBH followed by Course Organization and Routine as well as Smartness and Good Order by Mr. Jonrey Q. Buenaflor, ALT. Patrol Organization and Patrol Features by School Commissioner Mrs. Clarita S. Mangindo, WBH, Leadership and Human Relations by School Commissioner Joseph L. Galia, WBH, Patrol Activities
by Helen A. Abejuela, WBH and Sing-songs by Mr. Jonrey Q. Buenaflor, ALT. All the facilitators did their tasked and gave activities to the scouts for their outputs. After the dinner Patrol Leaders’ Council had a short practiced for the campfire. Sir Jonrey Q. Buenaflor, ALT, led the Campfire: Yarn: Scout Ideals. Senior Scouts presented their dramatization and when the lights in, different presentation was presented by the different patrols. It was memorable for the scouts to experience the solemnity of the scouting. Scouting molds our country’s future leaders. The program was ended at 10:00. The scouts seemed tireless but they needed to rest for the next day activities. Day 2 - Scout Activities Activity 1 – Reveille/Early Morning Exercise Early the next morning of July 23, 2016, Senior Scouts and participants reveille and did their early morning exercise. Senior Scouts led the morning exercise and the “Hataw” dance for the scouters. After the wash up and breakfast, the scouters were ready for the inspection, flag ceremony and games. Activity 2 – Teaching Scout Skills Teaching new skills is one way to accomplish our Mission, “To help youth develop values and acquire competencies to become responsible citizens and capable leaders anchored on the Scout Oath and Law.” Scouts change their location of bases as they heard the whistle signals by Troop Leader Aldrin Labadisos. Time limit is 15 minutes “Learn by Doing” Leaders’ role: • Provide clear instructions and where possible demonstrate skill • Provide opportunities for Scouts to ask questions • Give the scouts maximum time to learn by doing it themselves • Provide support and encouragement.
Based 1 – Arnis
Teaching Scout Skills started from based 1. Mr. Jonrey Q. Buenaflor, ALT was assigned to teach the Scouts the basic steps of Arnis. It is also known as Eskrima and Kali. It is the national sport and martial art of the Philippines. The three are roughly interchangeable umbrella terms for the traditional martial arts of the Philippines that emphasize weapon-based fighting with sticks, knives, bladed weapons and various improvised weapons. Mr. Jonrey Q. Buenaflor, ALT, said and I caught, “That Arnis is use only for self-defense and not for hitting their classmates and playmates”. Based 2 – Compass Orienteering. Mr. Rene Edullantes BTC, was showed the scouts a compass. A compass is an instrument containing a magnetized pointer that shows the direction of magnetic north and bearings from it. Mr. Rene Edullantes said and I caught, “that scouts have a great time mastering the art of using compasses to travel through unfamiliar terrain”.
Based 3 – Flag Courtesy The Senior Scouts showed the participants on how to raise the flag. The threefinger salute is used by members of Scout around the world when raising the flag in respect of a national flag at ceremonies and greeting other Scouts. They taught also on how to lower and fold it. Based 4 - First Aid In Scouting we are involved in activities all the time which can potentially result in accidents whether indoors or outdoors and so it is desirable that the scouts have a basic understanding of first aid. Facilitators and Senior Scouts taught the participants how to use the neckerchief if one of the scouts met an accident during the training. According to Sir Dino and I caught, “First aid is the assistance given to a person who has suffered as a result of an accident or illness. The first person on the scene is not going to be a doctor or paramedic, and even if they are, they are unlikely to have the appropriate equipment in their back pocket. He added that, “the first person on the
scene is more likely to be the scouts, and there are three reasons why scouts should offer assistance: to preserve life; to prevent the condition becoming worse; to promote recovery. Based 5 – Knot Tying The eight knots are the most basic knots taught by Senior Scouts to the participants. They illustrate the fundamental principles of knot tying. The participants had fun and enjoyed in practicing the different knot tying. The Senior Scouts anchored them the importance of knot tying. The scouts learned the following:
Square knot

Sheet Bend
* Slip knot
Overhand knot
* Noose
Half Hitch
* Reef knot
Based 6 – Dome Tent Dome tent was the last skill taught by the Facilitators and Senior Scouts. They discussed the components of the tent and how useful it is in camping. The Scouts identify the components of the tent and they set up a dome tent by patrol. Components of the tent:
A flysheet or rain fly is used to protect the actual tent from water.
The inner tent comprises the main living and sleeping area of the tent.
The vestibule is a floorless covered section located outside a tent entrance that is typically used for the storage of boots, packs, and other small equipment.
A groundsheet is used to provide a waterproof barrier between the ground and a sleeping bag.
The poles provide structural support.
Stakes (or tent pegs) or screws may be used to fasten the tent to the ground.
Air vents help reduce the effects of condensation.
Acitivity 3 – Obstacles and Challenge valley After lunch, obstacles and challenge valley began. All scouts were waiting for this event as they were going to face all the challenge. Values formation was explain to them as they accept all the trials because in the real life we will also encounter many trials. They enjoyed so much even if they feel nervous of what obstacles they were encountered next. Humility and humbleness were always in their mind as they passed the last obstacle, the “Snake crawl”. Proud relatives, friends as well as the untiring and ever supportive parents of the scouters were happy as they pass the entire challenge valley. Activity 4 – Course Summary District Scout Commissioner Mrs. Elsa B. Buenavidez, asked the scouts about the training. The lesson and the values they’ve learned from the training. She asked questions about the topic and the name of the discussants. Patrol leaders and members were raising their hands to give their answers. All the response from the participants showed how grateful they are to join the PLTC. Activity 5 – Closing Program Proclamation of winners and distribution of prizes was done during the closing ceremony. Our Course Leader Madam Elsa B. Buenavidez, WBH, Facilitators and teachers who helped for the said training also received certificates from our SDS Rebonfamil R.
