(Computer Sciece)/BCA or equivalent and Post Graduate degree in any subject from a recognized University or Post Graduate Diploma in Computer and Post Graduate degree in any subject from a recognized University or “A” Level from DOEACC and Post Graduate degree in any subject or “B” or ‘C’ Level from ‘DOEACC’ Ministry of Information and Communication Technology. (i) Second Class Bachelor’s Degree with at least 50% marks in the concerned subject(s) and in aggregate including electives and Languages in the combination of subjects as under: a. For TGT (Sanskrit)- Sanskrit as an elective subject in Degree level. b. For TGT (Hindi): Hindi as an elective subject at Degree level. c. For TGT (English): English as an electives subject at Degree-e level d. For TGT (Social Studies): Any two of the following: Histoty, Geography, Economics,Pol.Sc. of which one must be either History or Geogrpahy. e. (Computer Science) OR Batchlor’s/Master degree in any Science subject/ Mathematics from recognized university with Postgraduate Diploma in Computer application from government recognized university/ institute OR Post-graduate degree in any subject with Postgraduate Diploma in Computer application from government recognized university/ ‘O’ level from DOEACC OR Post-graduate degree in any subject with minimum ‘A’ level from DOEACC Graduate with English as one of the subjects at graduation level. Desirable: Certificate/Diploma/Degree in Spoken English. In case, a teacher with Certificate/ Diploma/Degree is not available, a graduate with English at graduation level may be considered. For Dance: Candidates must have proven expertise in the field of Odissi Dance. Candidates with excellent track recor in District/State level will be given preference. Black Belt passed for Taekwondo. Availability of Application Forms: 25.2.2009 Closing date of receipt of application form: 25.3.2009 Applications in the prescribed form are invited from eligible candidates for combined competitive examination for the post of Assistant Labour Officer (ALO) on consolidated salary at the basic pay of the scale of pay i.e. Rs.5,500-175-9,000- and for the post of Rural Labour Inspector(RLI) on consolidated salary basis at the basic of the scale of pay of Rs.5,300-150-8.300/- under Labour Commissioner of Government of Orissa in response to their requisition vide letter No. 16022 dt. 23.10.08 and letter No. 18298 dt. 6.12.08 respectively. Vacancy position: A) Assistant Labour Officer: SC- 02 (One reserved for Women) SEBC- 01 UR- 02 (One reserved for Women) Total - 05 B) Rural Labour Inspector ST - 02 SEBC- 01 UR- 01. Total: 04 NB: 1 The number of vacancies and reservation position is subject to change as per reservation policy and rules prevalent at the time of short listing and publication of result. 2. Educational qualification: Bachelor’s Degree in Arts/Science/ Commerce or equivalent from any recognized University and have Degree or Diploma from a recognized University in Industrial Relations and Personal Management or Personal Management and Industrial Relations or Labour Welfare/Labour Law or M.B.A. (with specialization in H.R.D.) or Human Resource Management. 4. Age limit: A candidate must not be less than 21 years as on 1.1.2009 and not be more than 32 years of age as on 1.1.2006. The upper age limit is relaxable by 5 years in case of SC/ST and women candidates, 3 years in case of SEBC candidates. 10 years in case of physically handicapped candidates and the total period of service rendered in defence service in case of Ex-Servicemen. However, a candidate can avail only one type of relaxation in age as per rules. 5. General eligibility: A candidate must be: (a) a citizen of India, - , (b) of sound health, good physique and free from any organic defect or bodily infirmity (not applicable in case of P.H. candidates), (c) of good moral character, (d) must not have more than one spouse living, (e) should have passed; (i) Middle School Examination with Oriya as language subject or, (ii) HSC or equivalent examination with Oriya as medium of examination in non-language subjects or, (iii) Oriya as language subject in the final examination or class VII and above or, (iv) a test in Oriya in M.E. School standard conducted by the Education Department of the State Govt. (f) and must not have been debarred from appearing in any other competitive examination for holding Govt. service as ordered by the competent authority. 6. Place and date of written examination: The written examination will tentatively be held during the month of May ,2009. Final date, time and venue of the examination will be intimated to the eligible candidates in due course. 7. Application form: Candidates should apply in the prescribed OMR application form available in all Collectorates/office of the Additional District Magistrate, Bhubaneswar & Rourkela and Sub-Collector, Berhampur & Jeypore on payment of Rs.30/-(Rupees thirty) only in shape of Treasury Chalan under the Head of Account “0051-P.S.C-104-UPSC/SSCExamination Fees-0047-Fees collected for conducting examination-02041 -Examination Fees”. Applications other than in the prescribed form will be rejected. 8. Examination fees: The candidates other than SC/ST are required to deposit Rs.75/- (Rupees seventy five) only towards examination fees in shape of Treasury Chalan under the Head of Account mentioned at para-7 above. SC/ST candidates are exempted from payment of examination fees. The candidates are required to submit the original Treasury Chalan along with duly filled in application form. The fee deposited is neither refundable nor adjustable. 9. Documents to be aatached Candidates are required to send the following documents with the application form. (a) Treasury Chalan in original in support of deposit of Examination fee of Rs. 75/-(except SC/ST candidates), (b) One recent colour passport size photograph (3.5x4.5 cm size) without any writing or signatures should be pasted on the application form at the space provided. Another photograph duly attested by a gazetted officer should also be enclosed. (c) Postage stamp worth Rs.6/- and Rs.5/- respectively to be affixed on the acknowledgement card and admission letter(window envelop) supplied with the application form. The candidate is required to write his/ her mailing address on the acknowledgement card with postal PIN CODE, (d) (i) Self attested copies of certificates from HSC to Degree level (Arts/ Science/Commerce or equivalent) (ii) Self attested copies of certificates of Degree or Diploma from recognized University in Industrial Relation & Personal Management/Labour Welfare/Labour Law/MBA with specialization in H.R.D or Human Resource Management.) (e) Self attested caste certificate issued by competent authority, if belongs to SC/ST/SEBC (f) In case of Ex-Servicemen, an attested copy of identity card and the document indicating the period of service rendered in armed forces, (g) In case of Physically Handicapped self attested copy of identity card issued by competent authority, (h) In case of ST/SC/SEBC,self attested xerox copy of the certificate issued by competent authority in support of claim to avail age relaxation. 10. Post Code: The post code for Assistant Labour Officer is 15 and the post code for Rural Labour Inspector is 16 which is required to be written at column-8 of the application form. The abbreviated form of Assistant Labour Officer is ALO and Rural Labour Inspector is RLI. 11. Plan & pattern of examination: The process of recruitment consists of the following in three phases: i) Preliminary written examination - 100 marks ii) Main written examination - 300 marks iii) Viva voce - 30 marks A) Preliminary written examination: The preliminary written examination will comprise 100 marks of 100 questions of one hour duration in General Awareness paper in OMR response sheet. The questions will be of objective type multiple choice and will cover subjects, like Industrial Relations & Labour Laws, Arithmetics of HSC standard and test of reasoning and General knowledge on current events, Indian polity, socio economic scenario of the State and the Country. The preliminary written examination is only of qualifying nature and the marks secured in the examination will not be counted towards final selection. There shall be negative marking @ 1/2 mark for each wrong answer. However, there shall be no deduction of marks for not attempting the question. B) Main written examination: Candidates in the ratio of 20 times of the number of vacancies of each category shall be short listed to appear in the Main written examination. The subjects, pattern of question, marks and duration of main examination are as follows: i) General English(Grammer, Composition,comprehension, presis, essay) 50 marks -1 hour ii) Oriya Language (Grammer essay/letter, comprehension, retranslation 50 marks -1 hour iii) Professional subject 200 marks - 2 hours In the professional subject questions will be on Industrial Relations, Personal management. Labour laws, Labour welfare. Business administration (with emphasis on Human Resource Development or Human Resource Management). The questions will be both of subjective and objective type and of Degree standard. C) Viva-voce Test - 30 marks Candidates numbering three times of the actual vacancies (category wise) basing on the total marks secured in the main written examination shall be called for viva- voce test. There shall be no assessment of academic career. 12. Select list: The select list will be prepared on the basis of total marks secured by the candidates in the main written examination and viva-voce test taken together keeping in view, the category wise reservation. 13. RESULTS OF WRITTEN EXAMINATION HELD ON 1.2.2009 FOR JUNIOR STENOGRAPHER (ENGLISH) A written test was conducted by Railway Recruitment Board, Bhubaneswar on 1.2.2009 for the post of Junior Stenographer (English) pertaining to category No.6 of Employment Notice No.EN/1/2007. Based on performances of candidates in abovementioned written examination, the following 244 candidates have become provisionally eligible to appear in Stenography Skill Test scheduled on 26.4.2009 in two sessions at Institute of Engineers, Schivalaya Marg, Unit-4, Bhubaneswar. The marks obtained in written test will be added to that of Skill Test. The shorthand skill test will carry 300 marks and the final merit will be prepared based on the aggregate marks obtained by the candidates in the written examination (maximum marks 200) and the shorthand skill test (maximum marks 300). JOIN ARMY MEDICAL CORPS AS SHORT SERVICE COMMISSIONED (SSC) OFFICER FOR A PROMISING AND CHALLENGING CAREER Applications are invited from Indian citizens both male and female, who . have passed their final MBBS examination in first or second attempt and completed internship for grant of Short Service Commission in the Army Medical Corps. Applicants who have taken more than two chances in final MBBS need not apply. VACANCIES: 236 QUALIFICATION : The applicant must possess medical qualification included In First/Second Schedule or Part II of the Third Schedule of IMC Act 1956. The applicant must have permanent registration from any State Medical Council/ MCI. Post graduate degree holders i.e MD/MS/MCh/DM may also apply. PG Degree in following subjects will be given preference: (a) Anaesthesia, (b) Surgery, (c) Obstetrics & Gynaecology, (d) Medicine. Note : Candidates who will be completing internship by 30 Apr 2009 may also apply. AGE LIMIT: The candidate must not have attained 45 years of age on 31 Dec 2009. METHOD OF SELECTION : Eligible candidates will be called for interview by a Board of Officers in the month of May 2009 at Army Hospital (Research &Referral) New Delhi near Dhaula Kuan, Delhi Cantt. to assess their suitability and merit for grant of Short Service Commission in the Armed Forces Medical Services. The candidates appearing for interview for the first time will be paid to and fro sleeper-class railway/bus fare. EMPLOYABILITY: Being a Medical Officer of Armed Forces Medical Services, the candidate on grant of commission is liable to be employed as per service requirement in any part of country or abroad, in Army, Navy or Air Force. They may have to work independently in the units allotted to them. EMOLUMENTS : Doctors on commissioning in the Armed Forces Medical Services will be granted the rank of Captain (or equivalent rank in Navy/Air Force) in the scale of Rs. 15600-391.00 plus Grade pay Rs 6100/- plus Military Service Pay (MSP) Rs 6000/-, Non-practicing allowance at the rate of 25% of the Basic Pay (Pay + Grade Pay + MSP) and Dearness Allowance (total emolument at minimum of Pay Scale at the time of joining will be approximately Rs.42000/-pm). In addition, entitled free ration, subsidized accommodation and allied facilities shall be provided. PG degree holder will be eligible for PG allowance of Rs 1000/- p.m. or specialist pay after undergoing the laid down procedure. In addition, officers are entitled to 60 days Annual Leave & 20 days Casual Leave in a year, Leave Travel Concession (LTC), free Medical Services for self & family including dependent parents, Group Insurance of Rs 15 lakhs & Canteen Store Depot (CSD) facility etc. PROMOTION FOR SSC OFFICER: SSC officers are eligible for promotion upto the rank of Major (or equivalent rank in Navy/ Air Force) after four years of service as Capt and Lt Col (or equivalent rank in Navy, Air Force) after a total service of 11 years. A candidate who holds additional qualification of Post-Graduate Degree/ Diploma will be given antedate of seniority for three/two years respectively as per rules. TENURE: (a) For Fresh Candidates: The tenure of SSC officers is of 05 years, extendable by another 09 years in two spells first of 05 years and second of 04 years, for those who are willing to continue, subject to laid down eligibility criteria. (b) For Ex AMC candidates: (i) Candidates released from AMC service on expiry of initial contractual period of five years will only be considered for grant of recommission in AMC for second tenure. (ii) Candidates released after expiry of 10 years of SSC service will not be considered for grant of recommission in AMC for second spell of four years of extendable tenure. Note: Candidates already released from AMC service on resignation/PMR will not be considered for recommission in AMC. PERMANENT COMMISSION: (a) On completion of 2 years service, SSC officers are eligible to apply for Departmental Permanent Commission (DPC) provided they have not attained the age as indicated below: (i) MBBS 30 years as on 31 Dec of the year of application for DPC. (ii) Diploma 31 years as on 31 Dec of the year of application for DPC. (iii) Post Graduate35 years as on 31 Dec of the year of application for DPC. (b) Selection of SSC officers for grant of Permanent Commission is decided by a Selection Board held in the office of DGAFMS, Ministry of Defence. The recruitment will be made centrally by BSNL and JTOs so recruited will be allotted territorial/functional Circles depending on vacancies, their choice and merit. A list of the existing territorial Circles, their respective headquarters etc., appears in Annexure ‘A’. The Junior Telecom Officer is a Circle-based Cadre and the candidates would be selected against the vacancies in a particular Circle and required to serve minimum of 5 years in that particular Circle only or until they are promoted to All India Cadre, whichever is earlier. However, the officers are liable to be transferred anywhere in India in the interest of service. Applicants shall have the option to be considered for a particular Circle [out of Annexure ‘A.’ Circles] of his/her choice in order of preference given by him/her in the application for examination. Option once exercised shall be final. Change of Circle afterwards would not be allowed. The applicants should exercise their option very carefully and indicate their choice of Circles in order of their preference. Applicants may opt for 5 [Five] Circles in order of their preference from amongst the Circles at Annexure-‘A’. If applicants have opted for 5 Circles in order of their preference then applicants shall give “Any where in India” as their sixth choice but if the number of Circles opted in order of their preference is less than 5 then one of option shall be “Any where in India”. In case it is not possible to accommodate them in any of the Circles of their choice, they shall be posted to any of the Circles where vacancies are available. A successful applicant will, however, get appointment in the Circle of choice strictly depending upon his/her position in the merit-list drawn on the basis of his/her performance in the All India competitive examination and the number of vacancies available in the Circles. In case an applicant does not indicate his/her preference of Circle, he/she will be allotted the Circle wherever the vacancies remain unfilled irrespective of his/her position in the merit-list solely as per requirements of BSNL. The above notwithstanding, BSNL has, however, the right to post any selected J.T.O. to any of the Circles either temporarily or on permanent basis. The decision of BSNL in this regard shall be final and binding. The service conditions, seniority etc. of selected candidates will be determined as per prevailing rules of the Corporation from time to time. 3. Eligibility 3.1. Nationality : Only Indian Nationals would be eligible to apply. 3.2. Educational Qualifications: 3.2.1. JTO(Telecom) Applicant must possess as on 31.12.2009, Bachelor of Engineering/Bachelor of Technology or equivalent Engineering degree in any of the following disciplines from a recognized engineering college/university: i. Telecommunication, ii. Electronics, iii. Radio, iv. Computer, v. Electrical. vi. For certain other categories like ex-servicemen, displaced persons from East Pakistan[now Bangladesh], repatriates from Burma and Ceylon [now Srilanka],residents of Goa, Daman & Diu, persons migrated from Kenya, Uganda, Republic of Tanzania as per instructions issued by the Central Government from time to time in this regard. (vii) For Residents of J&K – Relaxation shall be in accordance with DoP&T’s Notification No.15012/ 7/1991-Estt.(D) dtd. 7.12.2007 pertaining to “Residents of State of Jammu and Kashmir (Relaxation of Upper Age Limit for Recruitment to Central Civil Services & Posts) Rules 1997”. 3.4. Further in respect of apprentices who have undergone apprentice training in BSNL successfully, there will be following provision:(a) An apprentice will be required to compete in the common competitive examination conducted by BSNL along with other direct candidates and preference to the apprentices over nonapprentices direct candidates will be given only if apprentices secures equal place in merit in select zone and all other eligibility conditions being equal. (b) The apprentices would not be required to get her/his name sponsored by any employment exchange. (c) The apprentices would be entitled to age relaxation to the extent of the period for which the apprentice had undergone training as apprentice in the BSNL. 4. Mode of selection and nature of Question Paper The mode of selection is through an All India Competitive Examination. The examination will be of three hours duration with one Question Paper containing the following three sections:For JTOs(Telecom) Section-I : Engineering stream : 50 questions Section-II : Engineering stream : 50 questions Section-III : General Ability Test : 20 questions For JTOs(Electrical) Section-I : Electrical Engineering stream : 50 questions Section-II : Electrical Engineering stream: 50 questions Section-III : General Awareness : 20 questions For JTOs (Civil) Section-I : Civil Engineering stream : 50 questions Section-II : Civil Engineering stream : 50 questions Section-III : General Ability Test : 20 questions The Question Paper will be fully objective type with multiple options as answers to each question. The standard of paper in engineering subjects will be that of Engineering Examination of an Indian University. However, there would be no separate time fixed for attempting the separate sections. Detailed syllabus for JTOs(Telecom), JTOs(Civil) and JTOs(Electrical) appear at Annexures ‘B’ , ‘C’ and ‘D’ respectively. 5. Minimum qualifying standards BSNL shall fix minimum qualifying marks for OC/OBC/SC/ST/PH candidates for each section as well as in the aggregate. Candidates obtaining less than minimum-qualifying marks in any of the sections or in aggregate shall not be considered for inclusion in the merit-list. The merit-list will be drawn up on the basis of candidates’ performance in the exam and the number of vacancies. The appearance of the name in the merit-list does not confer any right to the candidate for employment. A final call letter/appointment letter will be issued to the candidate after completion of all other formalities. 6. Choice of Examination Centre Applicants are required to indicate their choice of Examination Centre [item 15] of application form] at which they wish to appear. An applicant can opt for any one of the examination centers out of the Circles indicated in the Annexure ‘A’ and submit the application form to the Office of the CGM of the Circle concerned at whose examination centre the applicant wishes to appear. (e.g. a candidate wishing to appear at Hyderabad centre should submit his/her application to the DGM/G.M.(Admn), Office of Chief General Manager, Andhra Pradesh). A list of centers and the Deputy General Managers/ General Managers to whom the application is to be submitted, is given in Annexure “A”. Admit cards will be issued to eligible applicants by the Office of the CGM concerned. The examination centre will be the Circle Headquarters city of the CGM concerned as given in Annexure ‘A’. 7. Fee for examination and application form The specimen of the application form is included in this advertisement. Neatly typed [only on one side of paper] copy in A4 size [30 cms. X 20 cms.] may be used for making application. The completed application form should be sent by Registered post to the CGM concerned. The envelope containing application form should be marked “Application for J.T.Os(Telecom) Examination-2008” OR “Application for J.T.Os (Civil) Examination-2008” OR “Application for J.T.Os(Electrical) Examination-2008”, as the case may be, in bold letters on top of the envelope. Original advertisement or photocopy of the format in the advertisement must not be used for applying and in case a candidate submits such an application the same will not be entertained. The given application format must be separately typed. An examination fee of Rs.750/-(Rupees Seven Hundred and fifty only) is payable in the form of demand draft drawn in favour of Senior Accounts Officer/Accounts Officer payable at the respective stations as given in Annexure ‘A’. The amount of fee shall not be accepted in any other form. Fees once paid shall NOT be refunded under any circumstances nor can it be held in reserve for any other examination or selection. 8. No Fee payable by SC/ST/PH Applicants belonging to SC/ST/PH categories only are exempted from the examination fee. In the case of Physically handicapped candidates, this exemption will, however, be available to only those handicapped persons who would otherwise be eligible for appointment to the post on the basis of the standards of medical fitness prescribed for the post (including any concessions specifically extended to the physically handicapped) and who enclose with the application form, a necessary certificate from a Govt. Hospital/Medical Board in support of his claim for being handicapped. 9. Travelling Allowance to SC/ST Candidates The applicants belonging to SC/ST categories will be entitled to T.A. as per provisions of Ministry of Finance(Deptt. of Expenditure) O.M. No.19014/3/77-E.IV (B) dtd. 17.02.1978. 10. Closing date for receipt of Application Forms Application forms complete in every respect must reach on or before 06.04.2009. Applications received after the closing date or not accompanied by the demand draft [wherever applicable] for the prescribed examination fee or incomplete in any respect shall be summarily rejected and no communication in respect of the rejected application forms shall be entertained. Fees paid shall also NOT be refunded. BSNL shall not be responsible for any postal delay. The applicants would be admitted to the examination on the basis of the information furnished by them in their application form. They are, therefore, advised to ensure that they fulfill all eligibility conditions before applying. In case it is found at a later stage that the information furnished by an applicant is false or an applicant does not fulfill any of the eligibility conditions, the candidature of such applicants would be cancelled and no correspondence in this regard would be entertained.
