Deferred from the December 9, 2008 BOC Meeting

PURPOSE: To consider approving the purchase of one thousand and twenty one (1,021) tasers and associated items at a cost not to exceed one million fifteen thousand seven hundred and fifty eight dollars and twenty nine cents ($1,015,758.29) to support the Police Services with an effective alternative device to the use of deadly force weapons, and; To authorize the Chief Executive Officer to execute all necessary documents. NEED/IMPACT: Police Services currently has a sworn strength of 1112 positions. Of the total sworn positions, 1011 are first responders with the rank of Sergeant and below. An additional 10 tasers are being requested as spares to provide assistance for units as needed. Earlier this year a Special Grand Jury recommended officers have alternatives to using deadly force. The taser was recommended as a non deadly use of force option. Tasers allow officers to do their job without fear of consequences or loss of life and the psychological impact of the termination of life. Tasers provide the officers with the confidence of protection without the fear of more severe consequences. Funding to be provided through the usage of state confiscated funds; that were received through November 14, 2008. RECOMMENDATION (S): To approve the purchase of one thousand and twenty one (1,021) tasers and associated items at a cost not to exceed one million fifteen thousand seven hundred and fifty eight dollars and twenty nine cents ($1,015,758.29) to support the Police Services with an effective alternative device to the use of deadly force weapons, and authorize the Chief Executive Officer to execute all necessary documents.
