Acts of Bullying of Republic Act No. 10627 otherwise known as “An Act Requiring All Elementary And Secondary Schools To Adopt Policies To Prevent And Address The Acts Of Bullying In Their Institutions” to include “any act that may cause gender discrimination as a form of bullying”.
Introduction • Gender Discrimination is one of the many problems that continue to exist in our society today. It is a universal phenomenon that imposes an extreme prejudice to people based on their gender. According to Langston University, Gender discrimination is unequal or disadvantageous treatment of an individual or group of individuals based on gender.

The problem of gender discrimination that is happening today in the Philippines takes place not only in work but also in schools. Many students today in the Philippines experiences bullying from their fellow students. It may appear in numerous forms that may produce several effects in the child’s self-esteem, confidence and may reduce his perception of a positive outlook of life, and one of the many forms of bullying that a student experiences in the school is gender discrimination.

In order to mitigate the problem of gender discrimination in the secondary schools in the Philippines, an enactment of law which will provide the students the protection and insurance they deserve, is needed in order for to suppress all forms of discrimination that might affect their emotions, psychological or mental welfare solely on the basis of their gender.
Chapter 1 Statement of the Problem The researcher will argue in this research that a lack of enactment of a law that will address the problems of gender discrimination in the secondary schools in the Philippines, could pave the way for a continuation of gender discrimination as a form bullying among students in the secondary schools in the Philippines, thus, an amendment to section 2 of Republic Act No. 10627 otherwise known as “An Act Requiring All Elementary And Secondary Schools To Adopt Policies To Prevent And Address The Acts Of Bullying In Their Institutions” to include “any act that may cause gender discrimination as a form of bullying” is a must.
Chapter 1 Sub Questions under Statement of the Problem: • 1. Why is there a need to enact a law that will consider gender discrimination as a form of bullying among students in secondary schools in the Philippines? • 2. What were the laws enacted by the legislature in order to resolve issues regarding gender discrimination in the Philippines? Were these laws not sufficient enough to resolve the problem of gender discrimination among students in secondary schools in the Philippines? • 2. How would the enactment of law that will prevent gender discrimination as a form of bullying in secondary schools in the Philippines will pave the way through a reduction of cases of gender discrimination among students in secondary schools in the Philippines?
Significance of the Study: The objectives of this research are the ff:
• to provide the students, especially those who are in the secondary schools today in the Philippines, a better and safe learning environment to further nurture their creativity as a person and shall be free from any unwanted and negative acts that will be dealt upon them. • also aims to help students who experienced gender discrimination in their schools by proposing a law that will put to stop and if not, mitigate the situations where a student might feel he is excluded or discriminated solely on the basis of his gender. •
to help the students to recognize and learn at their early age the importance of equality among people in the society and to respect the dignity and honour of each individual.
Significance of the Study: For the lawmakers: For them to be enlightened in the inequalities happening in our institutions not only in schools but also in offices and other places where men and women are engaged in their respective endeavours, so that they can continue to enact laws that will create a bridge between the gap in the perception of man and woman.
Scope and Limitations • The main focus of this research is to assess whether an amendment to section 2. Acts of Bullying of Republic Act No. 10627 otherwise known as “An Act Requiring All Elementary And Secondary Schools To Adopt Policies To Prevent And Address The Acts Of Bullying In Their Institutions” to include “any act that may cause gender discrimination as a form of bullying” would be sufficient and effective enough to mitigate and suppress all forms of gender discrimination that students are currently experiencing in the secondary schools in the Philippines.
Scope and Limitations • This research shall also determine the factors and situations where a student may find himself or herself in the situation of gender discrimination. • This research shall only be limited and conducted to the high school students located in the secondary schools of Brgy. Sta, Isabel, City of Malolos, Bulacan.
Chapter 2 Review of Related Literature Gender Discrimination as a product of Educated-based Discrimination Tannock discussed in his, The problem of education‐based discrimination , that gender discrimination is a product of history and society’s wrong perception of a person specifically women being uneducated, incompetent and unfit to hold any position in work. Tannock pointed out that men pose themselves as more superior to women because men think are far more gifted and educated human beings compared to that of a woman. As a result, Tannock stressed that an educational-based discrimination must be first eliminated in the society’s habits before we can eliminate other forms of discrimination
Chapter 2 Review of Related Literature Gender Discrimination in Education In Andrey Shastri’s Gender Inequality and Women Discrimination, she concluded that gender discrimination in education happens mostly to women where women in most of the countries in the world are deprived of education and are only generally limited to cooking, cleanliness, and serving the whole family including husband children. According to Shastri, even if women are granted the right to have education, women still face the feeling of discrimination for their capabilities, skills and abilities as a human being are undermined and unappreciated.

Laus’, A Profile of Bullying, Peer Aggression, and Victimization in Philippine Junior High School, she found out that verbal bullying is the most frequent among the forms of bullying or has occurred at least twice in the past months before the survey and this includes comments about gender (i.e., Bayot or gay), body size (i.e., fat), blackmail, and other indirect hurtful comments.

Chapter 3 Research Methodology Research Method • In order to satisfy the objectives of the dissertation, a quantitative research is to be administered. • Quantitative fits into this study since this study aims to assess the situations, reasons and factors why gender discrimination among students in the secondary schools is prevalent during at this time.
Chapter 3 Research Methodology Research Design • For the purposes of this research, in depth surveys were used. The researcher chose a survey research design because it is best the way to answer the questions and the purposes of the study.
Chapter 3 Research Methodology The survey questionnaires shall contain the ff questions: • The several situations and factors that may contribute to the student’s experience of gender discrimination in the school. • The forms of gender discrimination that were experienced by the students such as verbal abuse, preferential treatment or forced isolated by their fellow students. • To ask the student if she or he feels that there is a need for an enactment of law that will protect them from their co-students who will try to discriminate or isolate them because of their gender.
