CAPABILITY PROFILE OF DR. LINDY C. MORRELL, Ph.D. Competence Heritage Dr. Lindy C. Morrell is a native born Cebuano born on May 2, 1929, in Cebu City, he is the son of an American Lubrication Engineer who served as a civilian executive of the U.S. Navy in the Cavite Naval Base who later became one of the American Mechanical Engineers who established the sugar centrals in Pampanga and in Negros Occidental. Engineer Morrell later became a lubrication engineer for the Royal Dutch Shell Company of the Philippines, putting up Shell gasoline stations in Mindanao island during the Commonwealth days, traveling the island with the late General Paulino Santos in whose honor Dadiangas was named. Dr. Morrell’s mother is Cornelia Crisolo Morrell from the historic town of Kawit, Cavite, birthplace of First Philippine Republic under President Emilio Aguinaldo. Husband To A Campus Beauty And University Figure Dr. Lindy C. Morrell is married to Luz Adolfo of the prominent Adolfo Clan of Mandaue City. She holds an Elementary Teacher’s Certificate and a Bachelor of Science in Home Economics Degree from the University of San Carlos. During her student days Luz was one of the popular campus beauties who was often called upon to be an ROTC sponsor and to represent the USC floats during holiday parades. She was a campus figure, being the President of all USC BSHE organization and delegate to the student council. Although she was a civil service eligible she did not pursue a teaching career but opted to raise her three children. Siblings’ Competence Lloyd the eldest son, is now serving with the U.S. Navy in the Mediterranean Fleet; his daughter, Lynn Suppanz, is married to Brad Suppanz, an American Electronics and Aerospace Engineer who is a top executive in an American Electronics outfit in California. Lynn is an

accountant who had her Master’s Degree in Biomedicine in California, and now, already a Holistic Nutrition Consultant, a candidate for a Doctoral Degree in Holistic Nutrition Program at Clayton College of Natural Health at Birmingham, Alabama, USA. Their youngest son, Lyle, was a top executive of Glaxo Smith-Kline pharmaceuticals but upon his retirement was hired to be a Vice-President and General Manager of pharmaceutical ethical lines of United Laboratories, Inc. Subsequently, he was hired by Watson International as Director of Health. Academic Credentials Dr. Lindy C. Morrell holds a Ph.D. from Stratford International University now known as Rutherford University based in the U.S. State of Wyoming, specifically in the College of Engineering and Environmental Studies. Dr. Lindy C. Morrell also has earned a Masters Degree in Public Administration from the University of the Philippines in Diliman, Quezon City and has taught in Zamboanga State College during his stint as Regional Executive Director for the National Economic and Development Authority. He also has a post graduate certificate in Governmental Management from U.P. He is a dyed-in-the-wool U.P. alumnus, spanning from his secondary education, to Associate in Arts Title and a Bachelor of Arts Degree from the University of the Philippines. Dr. Morrell has taught Public Administration and Public Management subjects in the University of Southern Philippines but ceased doing so when he contracted laryngeal cancer. He was a professional lecturer with the Civil Service Commission, teaching management subjects. He is now fully healed. With his Ph.D. he is ready to resume his teaching duties. Public Sector Service Dr. Morrell had served as a Training and Information Officer of the defunct PACD or Presidential Assistant on Community Development in the mid-fifties. PACD is the pioneering Rural Development Agency of the

Philippine Government which won the status of being the model for rural development for Asia way back in 1960. PACD is now known as the DILG. Dr. Morrell left PACD when he was offered an Executive position in Wyeth Pharmaceuticals. His management ability was spotted by ESSO STANDARD EASTERN PHILIPPINES, INC.(now known as EXXON)

so he was hired as

Corporate Marketing Executive to handle special products, and served as Training Director for Southern Philippines based in Cebu. He also served as Community Relations Officer and Media Contact Officer for ESSO until the firm was bought by the Philippine Government to become PETROPHIL. Subsequently he was offered to become an Assistant Regional Executive Director for the National Economic and Development Authority by NEDA Director-General Gerardo Sicat, with assignment to Central Visayas. A year later he was promoted to full Regional Executive Director for Western Mindanao. During his tour of duty he was given an award by the U.P. National Alumni Association in Diliman, Quezon City for Outstanding Services in wartorn Muslim Mindanao. He was later reassigned to Eastern Visayas covering Northern Leyte, Biliran, Northern Samar, Eastern Samar and Western Samar. When the Central Visayas Regional Project was formed he was assigned back to Central Visayas to formulate the Central Visayas Urban Development Project until 1988 when he retired. Teaching Experiences As NEDA Regional Executive Director Dr. Morrell was in heavy demand to teach in various schools. He also served as Board of Trustees for the Visayas State College of Agriculture(VISCA), for the Eastern Visayas University in Catarman, Northern Samar,

Technology, for the Eastern Samar State College of Agriculture, for Palompon Institute of Technology in Palompon, Northern Leyte, for the Naval State College in Biliran Province in Northern Leyte.

Communications/Media Expertise Dr. Lindy C. Morrell is a veteran Print and Broadcast Journalist and Communications Manager. He served as Executive Director for Broadcast Production Center of Frederick Stifftung and TUCP in the early nineties when he was offered to become the Station Manager of the pioneering Cebu Cable TV,Inc. until it was bought by SKY CABLE. Cebu Cable TV had a subscriber base of 26,000 subscribers in 1999 when it was sold. Marketing Innovator Dr. Morrell brainstormed the marketing of kerosene in bulk form for ESSO when the traditional marketing approach was selling kerosene in drums and tins. He introduced the concept of selling kerosene through the use of JEEP TANKS which sold kerosene in retail by the liters instead of by drums and tin cans of 19 liters. He also helped conceptualized the selling of LPG now known as ESSO GASUL using the door-to-door sales promotion approach to housewives to make them shift away from using firewood as cooking fuel. He helped conceptualized the ESSO Jeepney King Contest for jeepney drivers promoting road safety and driving competence. Forensic Examiner Nominee Dr. Morrell is nominated to be a member of the U.S. Forensic Examiners Institute of America.
