THE PROBLEM OF UNEMPLOYMENT Unemployment is a serious problem face even by the developed countries of the world. But third world countries and particularly Pakistan is badly suffering from this curse. It has really wrecked the nerves of our youths who despite requisite qualification are unable to find a job. 414 for Prospective Headmasters The parents educate their children in the hope that at the end of their educational career they would share the financial burden of their families. The eldest brother or sister is the next source of aspirations for their siblings. But all their hopes are shattered the time when they come to know-that.securing a job in our country is a gigantic task. Joblessness is not only a problem in itself but it leads to many other problems. The parents disappointment of job opportunities prefer to engage their children somewhere else than to send them to schools and colleges resulting in a low level of literacy rate while education is directly needed for the socio-economic development of a country. The aim of education is not only to get employment but also to make us good citizens of the state. The ever-increasing crime rate is another reason of unemployment. A jobless person has no way out than to resort to theft, drugs, murder and suicides. Once a man enters the field of crimes he does not hesitate to move a step "ahead with every coming day he commits a new crime and becomes habitual to it. Similarly many of the jobless people seek refuge and mental peace in drugs. Drugtrafficking and drug addiction is another serious issue of the society. An addict feels no shame to steal even a pair of shoes for purchasing a sachet of heroin for himself. He is quite void of moral values, avoids responsibilities, suffer eternal sleeplessness; sometimes his desire for food is too high and some times too low. After discussing the effects of un-employment let us analyse its causes. The first and obvious reason of joblessness is the ban the Government has imposed on jobs. Due to poor management of the < ountry's resources, the Government finds it difficult tu lift the ban from the services. The intellectuals are of the opinion that the rate of 415 The Study of Education un-employment would go uncontrollable in case concrete measures were not taken by the Government. Another reason of un-employment is that the government officials, bureaucracy and the elected representatives often misappropriate a major portion of the funds and foreign loans which Pakistan procures for its development. Consequently, no new roads are

constructed, no new industries set up and no new educational institutions are established. When the development work comes to a standstill how the youth will find a job? Political influence, corruption and nepotism also contributed to un-employment. Having disgusted and frustrated the talented and capable genius leaves the country as soon as he or she gets a chance. Consequently the country is deprived of the services and the intellect of capable people. Similarly a young man, unable to find a job develops psychological disorders and the country loses a valuable figure. Looking at the fate such educated beings, the youth studying in the institutions give up the idea of getting any further educations as it sees its own fate as similar as his senior. Another cause of unemployment is the faulty system of education. The teaching institutions turn out a peculiar type of young man who hates manual labour. He is good ! or nothing except reading books and dreaming of high in society. Second, our country is not much advanced in industry. We cannot absorb all our young1 men in factories. Moreover, they are not skilled. Third, in our country a few privileged persons are keeping all the key industries to them. If work and leisure are equally distributed, all men will have enough of work and enough of leisure. But the educated young men and comnr n men have neither the capital, nor the opportunities to try their luck in business. 416 for Prospective Headmasters The last reason is that in our country birth rate is very high. The resources of the country are not enough to maintain such a large population. People are more and jobs are few. The result is unemployment. Keeping in view the consequences of this evil, the Government of Pakistan is doing much. It is already running 23 Employment Exchanges. The National ManPower Council runs a National Employment Bureau which helps the Pakistanis to get jobs. Recently two youth Employment Services have been set up, one in each wing. They give vocational guidance to young people and assist them in finding jobs suited to their taste and ability. Labour Department has set up some Technical Training Centres at various places and 9 more are being established. But in spite of all this more is needed. Production should be stepped up in agriculture. The country should be industrialized to provide new channels of employment. The concept of education should be changed. Planned distribution of wealth should be ensured. Population must be kept within reasonable limits. It is only after a long time struggle that we can get rid of this evil. TERRORISM r or the full understanding of Terrorism we should consider the following questions 1. What is Terrorism? 2. When was it started?

3. Why was it started? 4. How can it be uprooted? In the lines below all these questions are explained in detail.
