HIGH COURT OF DELHI : NEW DELHI Applications on prescribed forms are invited from Indian Nationals for appointment to the post of JUNIOR JUDICIAL ASSISTANTS/ RESTORERS in the Pay band of Rs. 5200-20200+ Grade pay of Rs. 2800 plus usual allowances as are sanctioned from time to time, against the existing 33 vacancies and about 80 vacancies which are likely to arise in 2009. However, the High Court reserves the right to fill in lesser number of vacancies. INVITES APPLICATIONS FROM UNMARRIED MALECANDIDATES FOR ENROLMENT AS SAILORS FOR SENIOR SECONDARY RECRUITS (SSR)- 2/2009 BATCH COURSE COMMENCING 03 AUGUST 2009 ELIGIBILITY CONDITIONS Applications are invited from unmarried Male Indian Citizens and male subjects of Nepal and Bhutan. Educational Qualifications: 10+2 /equivalent with Maths and Physics compulsory subjects ; optional subjects Chemistry/Biology/Computers. Age: Candidates should have been born between 01 Aug 1988 to 31 Jul 1992 (Both date Inclusive). Pay & allowances: • During the initial training period, stipend of Rs. 5700/- pm will be admissible but on successful completion of initial training an amount equal to the minimum of scale as mentioned below, less stipend already paid, shall be admissible with retrospective effect. • On completion of Initial training, they will be placed in the Pay Band Rs. 5200- 20200. In addition they will be paid Grade Pay @Rs. 2000/- plus MSP@Rs. 2000/- plus DA. Promotion: Promotion prospects exist up to the rank of Master Chief Petty Officer-I (equivalent to Subedar Major) with pay scale of Rs.930034800 plus Grade Pay @ Rs. 4800/- Plus MSP @Rs. 2000/- plus DA. Written Test: • The question paper will be bilingual (Hindi & English) and objective type. The question paper will comprise of four sections i.e. English, Science, Mathematics and General Knowledge. • The standard of the question paper will be that of10+2 and the syllabus for the examination is avilable on internet site www.nausena-bharti.nic.in. • Duration of question paper will be of one hour. • The candidates are required to pass in all sections and in aggregate. Physical Fitness Test (PFT): • PFT will consist of 1.6 km run to be completed in 7 minutes, 25 squat ups (Uthak Baithak) and 10 Push-ups. Candidates undergoing PFT will do so at their own risk. Medical Standards: • Medical examination will be conducted by authorised military doctors as per medical standard prescribed in current regulations applicable to sailors on entry. • Minimum height 157 cms. Weight and Chest should be proportional. Minimum Chest exapansion of 5 cms. • Good mental, medical and physical health free from any disease/ disability, likely to interfere with efficient performance of duties. Colour perception: CP II. • No Cardio- vasucular disease, surgical deformities like knock knee, flat feet etc. infection of ears, no history of fites or psychiatric ailment, varicose vein, corrective surgery for eye sight etc. • Medical standard should be as per the detailed guidelines issued by IHQ MoD (Navy) in NO (Spl) 01/2008. TRAINING AND INITIAL ENGAGEMENT Training: The training for the course will commence on 03 Aug 2009, with 24 weeks Basic Training at INS Chilka followed by Professional training in the allotted trade in various Naval Training Establishments. Branch/ Trade will be allocated as per the requirement of Service. Discharge as Unsuitable: Sailors are liable to be discharged as UNSUITABLE due to unsatisfactory performance at any time during the training. Initial Engagement: The initial engagement is subjected to successful completion of training. The initial engagement is of 15 years. SELECTION PROCEDURE The application format is given at the end of this advertisement. The selection procedure is as follows: • Application will be received only through ORDINARY POST. Application received through spped post/registered post or couriers will be rejected. • Short-listing criteria will be based on higher education and percentage of marks. • Call up letters for eligible short listed candidates will be posted, indicating date, time and place for recruitment tests, which are scheduled during Mar- May 2009. No further review/appeal is permissible. • Candidates declared Medically Permanent Unfit in the recruitment medicals can appeal for specialist opinion in a Military Hospital within 21 days on payment of Rs. 40/- by Military Receivable Order (MRO) on Government Treasury. (Medical fitness certificate other than that of the specialist opinion in the designated Military Hospital will not be considered). No further review/appeal is permissible. • The select list will be prepared from the candidates who qualify in all respects depending upon the available vacancies. The centre wise select list of candidates (depending upon the numbers to be inducted) will be displayed at the respective Recruitment Centres on 19 Jun 2009. All candidates whose names appear in the Select list and have been declared medically fit in the Recruitment Medical would be required to report to INS Chilika. However, enrolment will be subject to Enrolment Medical fitness at INS Chilka. • The candidature of candidates selected is valid for the current batch only. • Call letter for Final Medical examination will be forwarded only to medically qualified candidates in the select list. Unsuccessful candidates will not be intimated separately. • All select listed candidates will also be forwarded Police Verification form alongwith the Call letter for final medical examination and the candidates will be required to submit the same to INS Chilka after getting their antecedents verified on this form from the concerned district police authorities. DEFINITIONS A] Ex-Servicemen [XSM]: i) Only those candidates shall be treated as Ex-Servicemen who fulfill the revised definition as laid down in Government of India, Ministry of Home Affairs, Department of Personnel and Administrative Reforms Notification No.36034/5/85/Estt.(SCT) dated 27.10.1986 as amended from time to time. ii) Disabled Ex-Servicemen (DISXS): Ex-Servicemen who while serving in Armed Forces of the Union were disabled in operation against the enemy or in disturbed areas shall be treated as DISXS. iii) Dependents of Servicemen killed in Action (DXS): Servicemen killed in the following operations would be deemed to have been killed in action attributable to Military Service (a) war (b) war like operations or border skirmishes either with Pakistan on cease fire line or any other country (c) fighting against armed hostiles in a counter insurgency environment viz, Nagaland, Mizoram, etc. (d) fighting of service with peace-keeping mission abroad (e) laying or clearance of mines including enemy mines as also mine sweeping operation between one month before and three months after conclusion of an operation (f) frostbite during actual operations or during the period specified by the Government (g) Dealing with agitating Para Military Forces Personnel (h) Indian Peace Keeping Force personnel killed during the operations in Sri Lanka. Note: The Territorial Army Personnel will be treated as ex-servicemen w.e..f. 15.11.1986. B] Reservations for Persons with Disabilities: Reservation is available for Persons with Disabilities under Section-33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights & Full Participation) Act 1995: l Visually Challenged [VC]: (i) Blindness refers to a condition where a person suffers from any of the following conditions namely (a) Total absence of sight or (b) Visual acuity not exceeding 6/60 or 20/200 {snellen} in the better eye with correcting lenses; or (c) limitation of the field of vision subtending an angle of 20 degree or worse. Low Vision means a person with impairment of visual functioning even after treatment or standard refractive (ii) correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device. l Hearing Impairment [HI] means loss of 60 decibels or more in the better ear in the conversational range of frequencies. l Orthopaedically Challenged [OC] - All the cases of OC persons are covered under the category of Locomotor disability or cerebral palsy. Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any forms of cerebral palsy. Cerebral Palsy means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development. Only such persons would be eligible for reservation in services / posts who suffer from not less than 40% of relevant disability. 3. NATIONALITY / CITIZENSHIP: A candidate must be either i] a citizen of India or ii] a subject of Nepal or iii] a subject of Bhutan or iv] a Tibetan refugee who came over to India before 01.01.1962 with the intention of permanently settling in India or v] a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda, United Republic of Tanzania. GUIDELINES FOR USE OF SCRIBE IN THE WRITTEN TEST [POST CODES - 1, 2 & 4]: Wherever written examination is held, only those candidates who are blind and candidates whose writing speed is affected by cerebral palsy can use scribe at their own cost during the written examination. In all such cases, where a scribe is used, the following rules will apply: 1) The candidate will have to arrange for the scribe at his / her own cost. 2) The academic qualification of the scribe should be one grade lower than the stipulated minimum eligibility criteria. 3) The scribe should possess marks less than the candidate but in any case not more than 60% in his own academic stream. In case of Post Code-4 - Official Language Officer, the scribe’s academic stream should be different from that of the candidate’s stream. 4) The candidate as well as the scribe will have to give a suitable undertaking confirming that the scribe fulfils all the stipulated eligibility criteria for a scribe as mentioned above. Further, in case it later transpires that he/she did not fulfil any of the laid down eligibility criteria or suppressed any material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written test. 5) Such candidates who use a scribe shall be eligible for extra time of 20 minutes for every hour of examination. 15. INSTRUCTIONS FOR THE POST OF INVESTMENT OFFICERS [ON CONTRACT] [POST CODE-3]: a) Candidates must necessarily be qualified by passing the IRDA Licence Examination after their provisional selection, at their own cost. To avail this concession they have to submit photocopy of certificate from the Unit Commander as per appendix G to this notification. 6. The appointment of candidates is subject to availability of training space and vacancy. As such candidates may be appointed in Phases in accordance with availability of vacancy as well as training space. 2. ELIGIBILITY CRITERIA FOR OPEN MARKET MALE & FEMALE CANDIDATES a) Age (For male & female): (1) Not less than 18 years and not more that 23 years as on 1st August 2009 (relaxable upto 5 years in case of SC/ST candidates and 3 years for OBC candidates). (2) Upper age upto 05 years is also relaxable for those persons who had ordinarily been domiciled in the State of J & K during the period from 1st Jan 1980 to 31st Dec 1989. The person claiming relaxation under this category should produce a certificate to the effect that they had been domiciled in the state of J&K during the period from 1st January 1980 to 31st December 1989 from the District Magistrate within whose jurisdiction they had ordinarily resided or from any other authority designated in this behalf by the Government of Jammu and Kashmir. (3) The upper age limit is also relaxable upto 35 years in the case of serving Followers of the CISF provided they have rendered minimum three years continuous service in Force. Upper age limit is also relaxable upto 40 years for SC/ST and 38 years for OBC candidates in such cases. (4) Upper Age limit upto 5 years is also relaxable further to the children and dependents of victims KILLED in the 1984 riots and communal riots of 2002 in Gujarat. SC/ST/OBC relaxation will be in addition as per Government instructions. Children means (a) son (including adopted son) or (b) daughter (including adopted daughter) Dependent family member means (a) spouse or (b) children or (c) brother or sister in the case of unmarried victim who was wholly dependent on that victim at the time of his getting killed in the riots would be eligible. In order to be eligible for upper age relaxation in this category, the applicant should produce a certificate to that effect from the concerned District Collector/District Magistrate wherein the victim was killed. b) Educational qualification (a) (i) For Const/GD : Matriculation or 10th class pass. (ii) For Const/Fire: Matriculation or 10th class pass with science subject. (b) Educational certificates other than State Board/ Central Board should be accompanied with Govt. of India notification declaring that such qualification is equivalent to Matric/10th class pass for service under Central Govt.

Interview (a) Interview(15 marks) Candidates numbering approximately three times of vacancies according to merit will be called for interview of 15 marks. No intimation to the eliminated candidates will be given. However they may verify their result from the Notice board at the Recruitment venue. (b) Special Qualifications(10 marks) A maximum of 10 marks will be awarded to candidates having creditable achievements in sports, adventure sports, NCC, Scouts & Guides and other extra curricular activities. Claims of achievements should be supported by documents and the participation should be at least at State level. V. MEDICAL EXAMINATION: Detailed Medical examination: After preparation of merit list, the candidates selected in order of merit (equal to the allotted number of vacancies) will be put through a Detailed Medical Examination to asses their fitness. APPEAL AGAINST THE FINDINGS OF MEDICAL EXAMINATION: In all cases a candidate, who has been declared UNFIT for appointment in CISF in the Medical Examination, will be communicated the grounds for rejection in broad terms by the Examining Medical Officer. The candidate, if not satisfied with the findings of the Medical Examination, can submit an appeal within one month (30 days) for Review Medical Examination alongwith a proof of his fitness in the prescribed form as per Appendix – ‘F’. The medical certificate will not be taken into consideration unless it contains a note by the medical practitioner concerned to the effect that it has been given in full knowledge of the fact that the candidate

has already been declared unfit for appointment by a Medical Officer and the opinion of the examining medical officer is an error of judgment. The appeal will also not be taken into consideration unless it contains Review Medical Examination fee of Rs.25/- through Demand Draft. (The details of authority to whom the appeal should be submitted and DDO concerned and payable branch etc., will be mentioned in the Rejection Slip itself to be issued by the Examining Medical Officer/Chairman of the Recruitment Board). 4. Disqualification : No person (a) Who has entered into or contracted a marriage with a person having spouse living or (b) Who having a spouse living, has entered into or contracted a marriage with another person Shall be eligible for appointment to the Force.Provided that the Central Government may, if satisfied that such marriage is permissible under the persona law applicable to such person and the other party to the marriage and there are other grounds for so to do, exempt any person from the operation of this rule. 5. Where a candidate migrates from one state to another, he can claim to belong to a Schedule Caste or a Scheduled Tribe only in relation the State to which he originally belonged and not in respect of the State to which he has migrated. The claim to belong to Schedule Caste or Schedule Tribe will be governed as per Govt of India instructions on the subject from time to time. 6. The candidate should come well prepared for the prescribed events and participate at their own risk. CISF or Government of India will not be liable for any damages in the event of any injury or other casualty suffered by a candidate during the tests. 10. During the process of recruitment candidates who are not satisfied with the decision of the Recruitment Board may prefer appeal in writing the same day to the Supervising DIG of the Recruitment center and the decision of the Supervising DIG will be final. No representation after completion of recruitment process shall be entertained 11. Selected candidates are required to undergo basic training in CISF RTCs for which they will be informed separately through offer of appointment letter. They will be on probation for a period of two years which can be extended. During the period of probation if found unfit for any reason the services are liable to be terminated. 12. Mere qualifying all the prescribed tests in CISF recruitment of Constable does not confer the right of selection of the candidates but they should have to stand in merit keeping in view the available vacancies allotted to the State/UT 25. Success in various stages of recruitment confers no right to appointment unless the department is satisfied after medical examination and such enquiry as may be considered necessary that the candidate is suitable in all respect for appointment to the service/post. 26. Candidates have to appear in all the stages of Recruitment for which they have qualified. If a candidate is absent from any stage/event for which he has qualified, his candidature will be cancelled. 27.
