‫ﺍﻟﺪﻭﻟﻲ‪ ،‬ﺇﺫﺍ ﻛﺎﻥ ﻣﺎ ﺗﺒﺘﻐﻴﻪ ﺃﻭﺭﻭﺑﺎ ﺍﳌﻌﺎﺻﺮﺓ ﻫﻮ‬ ‫ﺃﻥ ﺗﺼﻴﺮ ﺣﻘﻮﻕ ﺍﻹﻧﺴﺎﻥ ﺣﻜﺮﺍ ﻋﻠﻰ ﺑﻌﺾ‬ ‫ﺍﻷﺷﺨﺎﺹ ﺩﻭﻥ ﺳﻮﺍﻫﻢ‪ ،‬ﺣﻜﺮﺍ ﻋﻠﻰ ﺍﳌﻮﺍﻃﻨﲔ‬ ‫ﺍﻷﻭﺭﻭﺑﻴﲔ‪ .‬ﺇﻧﻨﺎ ﺃﻣﺎﻡ ﺑﺪﺍﻳﺔ ﺣﻘﺒﺔ ﻓﺎﺷﺴﺘﻴﺔ‬ ‫ﺟﺪﻳﺪﺓ‪ .‬ﻭﺃﻭﺭﻭﺑﺎ ﻻ ﺗﺰﺍﻝ ﺗﻔﺘﺢ ﺃﺑﻮﺍﺑﻬﺎ ﻟﻠﻔﻜﺮ‬ ‫ﺍﻟﻈﻼﻣﻲ ﻭﺗﺴﻴﺮ ﻧﺤﻮ ﻋﺼﻮﺭ ﻭﺳﻄﻰ ﺣﺪﻳﺜﺔ‪.‬‬ ‫ﻓﻬﻞ ﻫﻲ ﻧﻬﺎﻳﺔ ﺃﻭﺭﻭﺑﺎ؟ ﻫﻞ ﺳﺘﺘﺤﻘﻖ ﻧﺒﻮﺀﺓ‬ ‫ﻓﻴﻠﻢ »ﺃﺑﻨﺎﺀ ﺍﻟﻨﺎﺱ«؟ ﻭﻫﻞ ﺳﺘﻌﻮﺩ ﺃﻭﺭﻭﺑﺎ ﺇﻟﻰ‬ ‫ﺍﳋﻮﻑ ﺍﻟﺬﻱ ﲤﺨﻀﺖ ﻋﻨﻪ ﺍﻟﻨﺎﺯﻳﺔ؟‬ ‫ﻣﺮﺍﻛﺰ ﺣﺠﺰ ﺍﻷﺟﺎﻧﺐ‬ ‫ﻛﺎﻥ ﺑﺮﻟﻮﺳﻜﻮﻧﻲ ﻳﻮﺭﺩ ﺟﻌﻞ ﻭﺿﻌﻴﺔ »ﺍﳊﺮﺍﻛﺔ«‬ ‫)ﺍﻟﺘﺴﻤﻴﺔ ﺍﳌﻐﺮﺑﻴﺔ ﻟﻠﻤﻬﺎﺟﺮﻳﻦ ﻏﻴﺮ ﺍﻟﻘﺎﻧﻮﻧﻴﲔ(‬ ‫ﺧﺎﺻﺔ‪ ،‬ﻏﻴﺮ ﺃﻥ ﺍﻟﻀﻐﻮﻁ ﺍﻟﻔﺮﻧﺴﻴﺔ ﻭﺍﻹﺳﺒﺎﻧﻴﺔ‬ ‫ﺟﻌﻠﺘﻪ ﻳﺘﺮﺍﺟﻊ ﻋﻦ ﻗﺮﺍﺭﻩ‪ .‬ﻏﻴﺮ ﺃﻥ ﻣﺮﺍﻛﺰ ﺣﺠﺮ‬ ‫ﺍﻷﺟﺎﻧﺐ ﻻ ﺯﺍﻟﺖ ﻣﻮﺟﻮﺩﺓ ﻭﻻ ﺯﺍﻝ ﻫﻨﺎﻙ ﺃﺷﺨﺎﺹ‬ ‫ﻣﺤﺘﺠﺰﻭﻥ ﻛﺮﺍﻫﻴﺔ ﻓﻘﻂ ﻷﻥ ﻳﺪﺧﻠﻮﻥ ﻓﻲ ﺧﺎﻧﺔ‬ ‫»ﺍﳊﺮﺍﻙ«‪ .‬ﻭﺣﺘﻰ ﻭﺇﻥ ﻛﺎﻧﺖ ﺍﻹﻗﺎﻣﺔ ﻓﻮﻕ ﺍﻟﺘﺮﺍﺏ‬ ‫ﺍﻷﻭﺭﻭﺑﻲ ﺑﺸﻜﻞ ﻏﻴﺮ ﻗﺎﻧﻮﻧﻲ ﻟﻴﺴﺖ ﺟﺮﳝﺔ‪ ،‬ﻓﺈﻥ‬ ‫ﻟﻠﺮﺿﻴﻊ ﺇﻥ ﻛﺎﻥ ﺍﳊﺎﺩﺙ ﺣﻘﻴﻘﻲ ﻣﻦ ﺍﻷﺻﻞ‪.‬‬ ‫ﺣﻮﻟﻪ‪ ،‬ﻓﻬﻮ ﻛﻴﻔﻤﺎ ﻛﺎﻥ ﺍﳊﺎﻝ »ﻏﻴﺮ« ﻻ ﳝﻦ‬ ‫ﺍﻷﺷﺨﺎﺹ ﺍﻟﺬﻳﻦ ﻳﻮﺟﺪﻭﻥ ﻓﻲ ﻫﺬﻩ ﺍﻟﻮﺿﻌﻴﺔ‬ ‫ﻏﻴﺮ ﺃﻥ ﺃﻫﻼﻟﻲ ﻧﺎﺑﻮﻟﻲ ﺍﺳﺘﺮﺟﻌﻮﺍ ﺣﻘﻬﻢ‬ ‫»ﻟﻨﺤﻦ« ﺑﺼﻠﺔ‪.‬‬ ‫ﳝﻜﻦ ﺃﻥ ﻳﻔﻘﺪﻭﻥ ﺣﺮﻳﺘﻬﻢ ﺑﲔ ﻋﺸﻴﺔ ﻭﺿﺤﺎﻫﺎ‬ ‫ﺑﺎﻟﻘﻮﺓ ﺍﻟﻌﻤﻴﺎﺀ‪ .‬ﻭﻟﻢ ﻳﻌﺘﻘﻞ ﺃﻥ ﺃﻱ ﻣﻦ‬ ‫ﻣﻼﻳﲔ ﺍﻟﻀﺤﺎﻳﺎ ﻳﺼﺮﺧﻮﻥ ﺍﻟﻴﻮﻡ ﻣﻦ ﺩﺍﺧﻞ‬ ‫ﺩﻭﺍﺧﻞ ﺃﺭﺽ ﺃﻭﺭﻭﺑﺎ‪ ،‬ﻏﻴﺮ ﺃﻥ ﻫﺬﻩ ﺍﻷﺧﻴﺮﺓ ﺃﺻﺒﺤﺖ ﺍﳌﺴﺆﻭﻟﲔ ﻋﻦ ﻣﺎ ﳊﻖ ﺑﻬﺆﻻﺀ ﺍﻟﻐﺠﺮ‪ .‬ﻓﻬﻞ ﻧﺤﻦ ﻋﻠﻰ ﻳﺪ ﺍﻟﺴﻠﻄﺎﺕ ﺍﻷﻭﺭﻭﺑﻴﺔ‪.‬‬ ‫ﻭﻫﻨﺎﻙ ﺑﻌﺾ ﺍﻟﺪﻭﻝ‪ ،‬ﻣﺜﻞ ﺇﻳﻄﺎﻟﻴﺎ‪ ،‬ﺍﻟﺘﻲ ﲢﺎﻭﻝ‬ ‫ﻧﺘﻘﻬﻘﺮ ﻟﻠﻮﺭﺍﺀ؟ ﻭﻫﻞ ﺃﺻﺒﺤﺖ ﺇﻳﻄﺎﻟﻴﺎ ﻣﺠﺎﻻ‬ ‫ﺻﻤﺎﺀ ﻭﻋﻤﻴﺎﺀ ﻭﻓﻘﺪﺕ ﺍﻟﺬﺍﻛﺮﺓ ﻟﺘﻔﻜﺮ ﻣﺎ‬ ‫ﻳﻘﺒﻞ ﻗﻮﺍﻋﺪ ﺍﳌﺎﻓﻴﺎ؟ ﺃﻡ ﺃﻧﻨﺎ ﺃﻣﺎﻡ ﲢﻮﻝ ﻳﻘﻮﺩ ﻫﺬﻩ ﲤﺪﻳﺪ ﻓﺘﺮﺍﺕ ﺍﻻﺣﺘﺠﺎﺯ ﻓﻲ ﺍﳌﺮﺍﻛﺰ ﺍﳌﺬﻛﻮﺭﺓ‪،‬‬ ‫ﺗﺴﺒﺒﺖ ﻓﻴﻪ ﻣﻦ ﻣﻮﺍﺟﻊ‪.‬‬ ‫ﺣﺘﻰ ﻭﺇﻥ ﻛﺎﻥ ﺣﺮﻣﺎﻥ ﺍﻷﺷﺨﺎﺹ ﻣﻦ ﺍﳊﺮﻳﺔ‬ ‫ﺍﻟﺪﻭﻟﺔ ﻟﻠﻮﻗﻮﻉ ﺑﲔ ﺑﺮﺍﺛﻦ ﺍﻟﻔﺎﺷﻴﺔ ﺍﳉﺪﻳﺪﺓ‪،‬‬ ‫ﺩﻭﻥ ﺍﺭﺗﻜﺎﺏ ﺟﺮﻡ ﺃﻣﺮ ﻣﺘﻌﺎﺭﺽ ﻣﻊ ﺍﻹﻋﻼﻥ‬ ‫ﻓﺎﺷﻴﺔ ﺍﻟﻘﺮﻥ ﺍﻟﻮﺍﺣﺪ ﻭﺍﻟﻌﺸﺮﻳﻦ‪.‬‬ ‫ﻣﻼﺣﻘﺔ ﺍﻟﻐﺠﺮ‬ ‫ﺳﻴﺠﻴﺒﻨﺎ ﺍﻟﺘﺎﺭﻳﺦ ﻋﻦ ﻫﺬﻩ ﺍﻷﺳﺌﻠﺔ ﺟﻤﻴﻌﻬﺎ ﺍﻟﻌﺎﳌﻲ ﳊﻘﻮﻕ ﺍﻹﻧﺴﺎﻥ‪ .‬ﻭﻋﻠﻰ ﺍﻟﺮﻏﻢ ﻣﻦ ﺃﻥ‬ ‫ﺑﺎﺳﺘﺜﻨﺎﺀ ﺭﻓﺾ ﺍﳊﻜﻮﻣﺔ ﺍﻹﺳﺒﺎﻧﻴﺔ ﺍﻟﺼﺎﺭﻡ‬ ‫ﺣﺮﻣﺎﻥ ﺷﺨﺺ ﻣﻦ ﺍﳊﺮﻳﺔ ﺩﻭﻥ ﺟﺮﻡ ﺃﻣﺮ ﲢﺮﻣﻪ‬ ‫‪ ،‬ﻏﻴﺮ ﺃﻥ ﻫﺬﺍ ﺍﻟﻨﻮﻉ ﻣﻦ ﺍﻹﺭﻫﺎﺻﺎﺕ ﻣﻘﻠﻘﺎ‬ ‫ﻷﺣﺪﺍﺙ ﺇﻳﻄﺎﻟﻴﺎ‪ ،‬ﻭﺗﺄﻳﻴﺪ ﺍﳊﻜﻮﻣﺔ ﺍﻟﻔﺮﻧﺴﻴﺔ‬ ‫ﻟﻠﻐﺎﻳﺔ‪ .‬ﻓﻼ ﻧﻔﻊ ﻷﻱ ﺣﺪﻳﺚ ﻋﻦ ﻣﺠﺘﻤﻊ ﺍﻟﻘﺮﻥ ﻏﺎﻟﺒﻴﺔ ﺩﺳﺎﺗﻴﺮ ﺍﻟﻌﺎﻟﻢ‪ ،‬ﻓﺈﻥ ﺍﳌﻬﺎﺟﺮﻳﻦ‪ ،‬ﻭﺧﺎﺻﺔ‬ ‫ﺍﻟﻼﺣﻖ ﻟﻬﺬﺍ ﺍﳌﻮﻗﻒ‪ ،‬ﻟﻢ ﺗﻌﺮﺏ ﺃﻱ ﻣﻦ ﺩﻭﻝ‬ ‫ﺍﻟﻮﺍﺣﺪ ﻭﺍﻟﻌﺸﺮﻳﻦ ﻭﻋﻦ ﺍﻟﻌﺎﻟﻢ ﺍﳌﻌﻮﻟﻢ ﻭﺍ‪‬ﺘﻤﻊ »ﺍﳊﺮﺍﻛﺔ« ﻳﻌﺘﺒﺮﻭﻥ ﻣﻮﺍﻃﻨﲔ ﻣﻦ ﺍﻟﺪﺭﺟﺔ‬ ‫ﺍﻻﲢﺎﺩ ﺍﻷﻭﺭﻭﺑﻲ ﻋﻦ ﻣﻮﺍﻗﻔﻬﺎ ﺑﺸﺄﻥ ﺍﻷﺣﺪﺍﺙ‬ ‫ﺍﻟﺘﻲ ﻋﺮﻓﺘﻬﺎ ﻣﺪﻳﻨﺔ ﻧﺎﺑﻮﻟﻲ‪ ،‬ﺍﻟﺸﻬﻴﺮﺓ ﺃﻳﻀﺎ‬ ‫ﺑﻠﻘﺐ »ﻣﺪﻳﻨﺔ ﺍﻟﻘﻤﺎﻣﺔ«‪ ،‬ﺣﻴﺚ ﻫﺎﺟﻢ ﺳﻜﺎﻥ‬ ‫ﺃﺣﺪﻯ ﺍﻟﺒﻠﺪﺍﺕ ﻣﺨﻴﻤﺎ ﻟﻠﻐﺠﺮ ﻭﺃﺷﻌﻠﻮﺍ ﻓﻴﻪ‬ ‫ﺍﻟﻨﻴﺮﺍﻥ‪ .‬ﻭﻗﺪ ﺻﺮﺡ ﺃﺣﺪ ﺍﳌﺴﺎﻫﻤﲔ ﻓﻲ ﻫﺬﻩ‬ ‫ﺍﻷﺣﺪﺍﺙ ﻗﺎﺋﻼ‪» :‬ﻟﻢ ﻳﻜﻦ ﺗﺼﺮﻓﻨﺎ ﻋﻨﻴﻔﺎ‪ ،‬ﺃﻭﻻ‬ ‫ﻗﻤﻨﺎ ﺑﺈﺧﺮﺍﺟﻬﻢ ﻣﻦ ﺍﳌﻨﺎﺯﻝ ﻗﺒﻞ ﺇﺿﺮﺍﻡ ﺍﻟﻨﺎﺭ‬ ‫ﻓﻴﻬﺎ«‪ .‬ﻭﻗﺪ ﻧﺸﺒﺖ ﻫﺬﻩ ﺍﻷﺣﺪﺍﺙ ﺑﻌﺪ ﺗﺪﺍﻭﻝ‬ ‫ﺇﺷﺎﻋﺔ ﻣﻔﺎﺩﻫﺎ ﺃﻥ ﺇﺣﺪﻯ ﺍﻟﻐﺠﺮﻳﺎﺕ ﺣﺎﻭﻟﺖ‬ ‫ﺍﺧﺘﻄﺎﻑ ﻃﻔﻞ ﺭﺿﻴﻊ‪.‬‬ ‫ﺇﻧﻨﺎ ﺇﺯﺍﺀ ﺃﺣﺪﺍﺙ ﻣﻘﻠﻘﺔ‪ ،‬ﺿﺤﺎﻳﺎﻫﺎ ﻏﺠﺮ‬ ‫ﻭﺳﺒﺒﻬﺎ ﺇﺷﺎﻋﺔ‪ ،‬ﺍﺧﺘﻠﻄﺖ ﻓﻴﻬﺎ ﻛﺮﺍﻫﻴﺔ‬ ‫ﺍﻷﺟﺎﻧﺐ ﺑﺎﻟﻌﻨﺼﺮﻳﺔ ﻭﺭﺩ ﺍﻟﻔﻌﻞ ﺍﻟﺸﻌﺒﻲ‬ ‫ﺍﻟﺮﺍﻏﺐ ﻓﻲ ﺗﻄﺒﻴﻖ »ﻗﺎﻧﻮﻥ ﻟﻴﻨﺶ« ﺍﻷﻟﻴﻢ‪ .‬ﻓﻬﻞ‬ ‫ﻧﺤﻦ ﺇﺯﺍﺀ ﺗﻄﺒﻴﻖ ﻟﻘﺎﻧﻮﻥ ﺍﻟﻌﺮﻑ ﺍﻻﻧﺘﻘﺎﻣﻲ ﻓﻲ‬ ‫ﺑﻠﺪ ﻣﻬﺪ ﺍﻟﻘﻮﺍﻧﲔ ﺍﻟﻐﺮﺑﻴﺔ ﻭﻓﻲ ﺃﺣﺪ ﺍﻟﺪﻭﻝ‬ ‫ﺍﻷﻛﺜﺮ ﺗﻄﻮﺭﺍ ﻓﻲ ﺍﻟﻌﺎﻟﻢ‪.‬‬ ‫ﻭﻟﻢ ﺗﺮﺝ ﺃﻧﺒﺎﺀ ﻋﻠﻰ ﻭﺟﻮﺩ ﺍﻋﺘﻘﺎﻻﺕ ﻓﻲ‬ ‫ﺻﻔﻮﻑ ﺍﳌﻬﺎﺟﻤﲔ‪ .‬ﻓﺎﻻﻧﺘﻘﺎﻡ ﻳﺸﻜﻞ ﻓﻲ ﺣﺪ‬ ‫ﺫﺍﺗﻪ ﺳﻠﻮﻙ ﻣﺸﺮﻭﻋﺎ ﻓﻲ ﺛﻘﺎﻓﺔ ﺍﳌﺎﻓﻴﺎ ﺍﻟﺘﻲ‬ ‫ﺗﺘﺠﺎﻭﺯ ﻗﻮﺍﻋﺪ ﺩﻭﻟﺔ ﺍﳊﻖ ﻭﺍﻟﻘﺎﻧﻮﻥ‪ .‬ﻫﻨﺎ ﻻ ﻭﺟﻮﺩ‬ ‫ﻻﻓﺘﺮﺍﺽ ﺍﻟﺒﺮﺍﺀﺓ ﺣﺘﻰ ﺇﺛﺒﺎﺕ ﺍﻟﻌﻜﺲ ﻭﻻ ﻟﻠﺤﻖ‬ ‫ﻓﻲ ﺍﶈﺎﻛﻤﺔ ﺍﻟﻌﺎﺩﻟﺔ‪ ،‬ﻭﺣﺘﻰ ﻳﺼﻴﺮ ﺍﻷﻣﺮ ﺃﺧﻄﺮ‪،‬‬ ‫ﻓﺎﻟﻜﻞ ﻳﺠﻬﻞ ﻫﻮﻳﺔ ﺍﳌﺮﺃﺓ ﺍﳌﺰﻋﻮﻡ ﺍﺧﺘﻄﺎﻓﻬﺎ‬

‫ﺍﻟﺜﺎﻧﻴﺔ ﺃﻭ ﺍﻟﺜﺎﻟﺜﺔ ﺑﺎﻟﻨﺴﺒﺔ ﻟﻺﺩﺍﺭﺓ ﺍﻷﻭﺭﻭﺑﻴﺔ‪،‬‬ ‫ﻭﺑﺎﻟﺘﺎﻟﻲ ﻓﻬﻢ ﻻ ﻳﺘﻤﺘﻌﻮﻥ ﺑﺎﳊﻘﻮﻕ ﻧﻔﺴﻬﺎ‪.‬‬ ‫ﺇﻥ ﺍﻟﺘﻤﻴﻴﺰ ﺑﲔ ﺍﻷﺧﻴﺎﺭ ﻭﺍﻷﺷﺮﺍﺭ ﻣﻌﻀﻠﺔ ﻣﻦ‬ ‫ﺍﳌﻌﻀﻼﺕ ﺍﻟﺘﻲ ﺗﻌﻜﺮ ﺻﻔﻮ ﺍ‪‬ﺘﻤﻌﺎﺕ ﺍﻷﻭﺭﻭﺑﻴﺔ‬ ‫ﻭﺗﻀﻌﻒ ﺍﻟﺪﳝﻘﺮﺍﻃﻴﺔ ﻓﻴﻬﺎ‪ .‬ﻛﻤﺎ ﺃﻧﻬﺎ ﺗﻬﺪﺩ‬ ‫ﺗﻨﺎﻏﻢ ﻣﺠﺘﻤﻊ ﻳﺘﻜﻮﻥ ﻣﻦ ﺃﺷﺨﺎﺹ‪ ،‬ﻭﺍﺛﻘﲔ ﻣﻦ‬ ‫ﺣﻘﻮﻗﻬﻢ ﻭﻣﺴﺆﻭﻟﻴﺎﺗﻬﻢ‪ ،‬ﻭﺫﻭﻱ ﻧﻈﺮﺓ ﻭﺍﺣﺪﺓ‬ ‫ﻭﺃﻫﺪﺍﻑ ﻣﺸﺘﺮﻛﺔ‪ .‬ﻻ ﻧﻔﻊ ﻷﺳﺌﻠﺔ ﺍﻷﻭﺭﻭﺑﻴﲔ‬ ‫ﻭﺗﻨﺪﻳﺪﻫﻢ ﺑﻐﻮﺍﻧﺘﺎﻧﺎﻣﻮ‪ ،‬ﺇﺫﺍ ﻛﺎﻥ ﺃﺭﺽ ﺃﻭﺭﻭﺑﺎ‬ ‫ﻣﺠﺎﻝ ﻻﺣﺘﻀﺎﻥ ﻣﺮﺍﻛﺰ ﺣﺠﺰ ﺍﳌﻬﺎﺟﺮﻳﻦ‪ ،‬ﺍﻟﺘﻲ‬ ‫ﳝﻜﻦ ﺍﻋﺘﺒﺎﺭﻫﺎ ﻏﻮﺍﻧﺘﺎﻧﺎﻣﻮ ﺃﻭﺭﻭﺑﻲ‪.‬‬ ‫ﺇﻥ ﺷﻌﺎﺭﺍﺕ ﻣﻦ ﻗﺒﻴﻞ »ﺃﻣﺮﻳﻜﺎ ﻟﻸﻣﺮﻳﻜﻴﲔ« ﺃﻭ‬ ‫»ﺃﻭﺭﻭﺑﺎ ﻟﻸﻭﺭﻭﺑﲔ« ﺷﻌﺎﺭﺍﺕ ﺑﺎﺋﺪﺓ ﻭﺗﻌﻮﺩ ﻟﻘﺮﻭﻥ‬ ‫ﻣﺎﺿﻴﺔ‪ .‬ﺃﻣﺎ ﺍﻟﻴﻮﻡ‪ ،‬ﻓﻘﺪ ﺣﺎﻥ ﺍﻟﻮﻗﺖ ﻟﻜﻲ ﺗﻘﺮﺭ‬ ‫ﺃﻭﺭﻭﺑﺎ ﺇﻥ ﻛﺎﻧﺖ ﻭﺭﻳﺜﺔ ﺍﳌﺒﺎﺩﺉ ﺍﻟﺘﻲ ﺃﺷﻌﻠﺖ‬ ‫ﺍﻟﺜﻮﺭﺓ ﺍﻟﻔﺮﻧﺴﻴﺔ ﺃﻡ ﻭﺭﻳﺜﺔ ﺃﻓﻜﺎﺭ ﺟﻮﺑﻴﻨﻮ‪،‬‬ ‫ﺻﺎﺣﺐ ﻛﺘﺎﺏ »ﺗﻔﺎﻭﺗﺎﺕ ﺍﻷﻋﺮﺍﻕ ﺍﻟﺒﺸﺮﻳﺔ«‪.‬‬ ‫ﺇﺫ ﻛﺎﻧﺖ ﺍﳌﺒﺎﺩﺉ ﺍﻷﻭﻟﻰ ﺃﺻﻞ ﻣﺠﺘﻤﻊ ﺍﻟﺮﺟﺎﻝ‬ ‫ﺍﻷﺣﺮﺍﺭ‪ ،‬ﺃﻣﺎ ﺍﻟﺜﺎﻧﻴﺔ ﻓﻬﻲ ﺃﺻﻞ ﻣﺠﺘﻤﻌﺎﺕ‬ ‫ﺍﻟﻌﺒﻮﺩﻳﺔ ﻭﺍﻟﺪﻳﻜﺘﺎﺗﻮﺭﻳﺔ‪ .‬ﻏﻴﺮ ﺃﻥ ﻫﺬﺍ ﺍﻻﺧﺘﻴﺎﺭ‬ ‫ﻳﺠﺐ ﺃﻥ ﻳﻜﻮﻥ ﺍﺧﺘﻴﺎﺭ ﺍ‪‬ﺘﻤﻊ ﺍﻷﻭﺭﻭﺑﻲ ﺑﺄﺳﺮﻩ‪،‬‬ ‫ﻻ ﺧﻴﺎﺭ ﺍﻟﺴﺎﺳﺔ ﻭﺍﻟﻘﺎﺩﺓ‪ ،‬ﻭﻳﺠﺐ ﺃﻥ ﻳﻜﻮﻥ‬ ‫ﺍﻟﻘﺮﺍﺭ ﺫﻛﻴﺎ ﻭﺩﻭﻥ ﺧﻮﻑ‪ .‬ﺇﻧﻨﺎ ﻧﻌﻴﺶ ﻭﻓﻖ ﺃﺻﻮﺍﺕ‬ ‫ﺍﳌﻨﺘﺼﺮﻳﻦ‪ ،‬ﻻ ﻭﻓﻖ ﻧﺤﻴﺐ ﺍﳌﻨﻬﺰﻣﲔ‪ ،‬ﻭﻻ ﺃﻇﻦ‬ ‫ﺃﻥ ﺧﻮﻑ ﻫﺆﻻﺀ ﺳﻴﺠﺒﺮ ﺃﻭﺭﻭﺑﺎ ﻋﻠﻰ ﺍﻟﻌﻮﺩﺓ ﺇﻟﻰ‬ ‫ﺣﻘﺐ ﻣﻈﻠﻤﺔ ﻭﻟﺖ ﺩﻭﻥ ﺭﺟﻌﺔ‪.‬‬

‫‪09‬‬ ‫‪Hablamos con...‬‬ ‫ﻓﻲ ﺩﻭﺍﺧﻞ ﺍﻷﺭﺑﺎﺏ ﺍﳉﺪﺩ‪ ،‬ﺍﳌﻤﺜﻠﲔ ﻓﻲ ﺑﻌﺾ‬ ‫ﺑﺎﺧﺘﻄﺎﻑ ﺍﺑﻨﺔ ﺍﳌﻠﻚ ﺍﻟﻔﻴﻨﻴﻘﻲ »ﺃﻏﻨﻮﺭ«‪،‬‬ ‫ﺍﻟﻘﺎﺩﺓ ﺍﻷﻭﺭﻭﺑﻴﲔ‪ ،‬ﺍﻟﺬﻳﻦ ﻳﺼﺮﻭﻥ ﻋﻠﻰ ﺇﻏﻼﻕ‬ ‫»ﺃﻭﺭﻭﺑﺎ«‪ ،‬ﻭﺣﻤﻠﻬﺎ ﺑﻌﺪ ﺫﻟﻚ ﻣﻌﻪ ﺇﻟﻰ ﺟﺰﻳﺮﺓ‬ ‫ﺇﻗﺮﻳﻄﺶ‪ ،‬ﻭﺭﺯﻕ ﻣﻨﻬﺎ ﺑﺜﻼﺛﺔ ﺃﺑﻨﺎﺀ‪ .‬ﻭﻋﺮﻓﺎﻥ ﻣﻦ ﺣﺪﻭﺩ ﺃﻭﺭﻭﺑﺎ ﻭﻓﺮﺽ ﺫﻟﻚ ﻋﻠﻰ ﺍﻵﺧﺮﻳﻦ‪ .‬ﻭﻫﻢ‬ ‫ﺯﻳﻮﺱ ﻭﺷﻜﺮﺍ ﻟﻠﺠﻤﻴﻠﺔ »ﺃﻭﺭﻭﺑﺎ«‪ ،‬ﺃﻫﺪﺍﻫﺎ ﺇﻧﺴﺎﻧﺎ ﻻ ﻳﺤﺎﻭﻟﻮﻥ ﺳﺪ ﺍﳌﻨﺎﻓﺬ ﺇﻟﻰ ﺟﺰﻳﺮﺓ ﺇﻗﺮﻳﻄﺶ‬ ‫ﺁﻟﻴﺎ ﻣﻦ ﺍﻟﺒﺮﻭﻧﺰ‪ ،‬ﳝﺴﻰ »ﻃﺎﻟﻮ«‪ ،‬ﻣﻜﻠﻔﺎ ﺑﺤﺮﺍﺳﺔ ﻓﺤﺴﺐ‪ ،‬ﺑﻞ ﻳﺒﺘﻐﻮﻥ ﺇﻳﺼﺎﺩ ﺃﺑﻮﺍﺏ ﺍﻟﻘﺎﺭﺓ‬ ‫ﺑﺄﺳﺮﻫﺎ ﻓﻲ ﻭﺟﻪ ﺍﻟﺸﺮﻕ ﻭﺍﳉﻨﻮﺏ‪ .‬ﺫﻟﻚ ﻛﻠﻪ ﻷﻥ‬ ‫ﺍﳉﺰﻳﺮﺓ ﻭﺑﻘﺘﻞ ﻛﻞ ﻣﻦ ﺳﻮﻟﺖ ﻟﻪ ﻧﻔﺴﻪ‬ ‫ﺃﺑﻨﺎﺀ ﺃﻭﺭﻭﺑﺎ ﻓﻘﺪﻭﺍ ﺍﻟﺬﺍﻛﺮﺓ ﻭﺃﺻﺒﺤﻮﺍ ﻳﺠﻬﻠﻮﻥ‬ ‫ﺍﻻﻗﺘﺮﺍﺏ ﻣﻦ ﺳﻮﺍﺣﻠﻬﺎ‪ .‬ﻛﻤﺎ ﺧﺺ »ﺯﻳﻮﺱ«‬ ‫»ﺃﻭﺭﻭﺑﺎ« ﺑﻬﺪﻳﺘﲔ ﺃﺧﺮﻳﲔ‪ :‬ﺭﻣﺤﺎ ﻻ ﻳﺨﻄﺄ ﻣﺮﻣﺎﻩ ﺃﻥ ﺍﻟﺸﺮﻕ‪ ،‬ﻭﺑﺎﻟﻀﺒﻂ ﻣﻦ ﻫﻀﺒﺔ »ﺑﺎﻣﻴﺮ«‪ ،‬ﺃﺭﺽ‬ ‫ﺃﺟﺪﺍﺩﻫﻢ ﻭﺃﻥ ﺍﳉﻨﻮﺏ‪ ،‬ﺃﻥ ﺃﻓﺮﻳﻘﻴﺎ ﺍﻟﺴﻮﺩﺍﺀ‪ ،‬ﺃﺭﺽ‬ ‫ﺃﺑﺪﺍ ﻭﻛﻠﺒﺎ‪» ،‬ﻟﻴﻠﻴﺒﻲ«‪ ،‬ﻻ ﻳﻔﺮﻁ ﻓﻲ ﻓﺮﻳﺴﺘﻪ‪.‬‬ ‫ﺃﻗﺪﻡ ﺇﻧﺴﺎﻥ ﻋﺜﺮ ﻋﻠﻴﻪ ﻋﻠﻰ ﻭﺟﻬﻪ ﺍﻟﺒﺴﻴﻄﺔ‪.‬‬ ‫ﻭﻳﺒﺪﻭ ﺃﻥ ﻫﺬﻩ ﺍﻟﻬﺪﺍﻳﺎ ﺍﻟﺜﻼﺙ ﻻ ﺯﺍﻟﺖ ﺣﺎﺿﺮﺓ‬ ‫ﻭﻫﺎ ﻫﻲ ﺃﻭﺭﻭﺑﺎ ﺗﻨﻐﻠﻖ ﻋﻠﻰ ﻧﻔﺴﻬﺎ ﻣﻦ ﺟﺪﻳﺪ‪،‬‬ ‫ﻭﻟﻜﻦ ﻟﻴﺲ ﻟﻜﻲ ﺗﻌﺮﻑ ﻧﻔﺴﻬﺎ ﺃﻛﺜﺮ‪ ،‬ﺑﻞ‬ ‫ﻟﺘﺨﺘﺒﺊ ﺭﲟﺎ ﻣﻦ ﺭﻋﺐ ﻳﻘﺾ ﻣﻀﺠﻌﻬﺎ‪ .‬ﻷﻥ‬ ‫ﺃﻭﺭﻭﺑﺎ ﺗﺨﺎﻑ ﺃﻥ ﺗﺘﻄﻠﻊ ﺇﻟﻰ ﻧﻔﺴﻬﺎ ﻓﻲ ﺍﳌﺮﺁﺓ‪،‬‬ ‫ﺗﺨﺎﻑ ﺃﻥ ﺗﻘﺮ ﺑﺄﻧﻬﺎ ﻣﺠﺎﻝ ﻣﺘﻌﺪﺩ ﺍﻷﻋﺮﺍﻕ‬ ‫ﻭﺍﻟﺜﻘﺎﻓﺎﺕ ﻭﺍﻟﻠﻐﺎﺕ ﻭﺍﻷﺩﻳﺎﻥ‪ ،‬ﻭﻻ ﺗﻌﺘﺮﻑ ﺇﻻ‬ ‫ﺑﻜﻮﻧﻬﺎ ﻣﺴﻴﺤﻴﺔ ﻭﺑﻴﻀﺎﺀ‪ .‬ﻫﺬﺍ ﺍﻷﻣﺮ ﻫﻮ ﺳﺒﺐ‬ ‫ﻓﺸﻞ ﻣﺸﺮﻭﻉ ﺍﻟﺪﺳﺘﻮﺭ ﺍﻷﻭﺭﻭﺑﻲ‪ ،‬ﺃﻣﺎ ﻣﻌﺎﻫﺪﺓ‬ ‫ﻟﺸﺒﻮﻧﺔ ﻓﺘﺒﺤﺚ ﻟﻨﻔﺴﻬﺎ ﻋﻦ ﺍﻟﺘﻮﺍﺯﻥ ﺧﻮﻓﺎ‬ ‫ﻣﻦ ﳑﻠﻜﺔ ﻣﺘﺤﺪﺓ ﻣﺴﺘﻌﺪﺓ ﻹﻏﺮﺍﻕ ﺳﻔﻴﻨﺔ‬ ‫ﺍﻟﻮﺣﺪﺓ ﺍﻷﻭﺭﻭﺑﻴﺔ‪ ،‬ﻛﻤﺎ ﻟﻮ ﺃﻥ ﺍﻷﻣﺮ ﻳﺘﻌﻠﻖ ﺑﺘﻜﺮﺍﺭ‬ ‫ﺣﻈﺮ ﻧﺎﺯﻱ ﻣﻨﺴﻲ ﻭﺿﺎﺋﻊ ﺃﻭ ﺑﺘﻜﺮﺍﺭ ﲡﺮﺑﺔ‬ ‫ﺃﻳﺮﻟﻨﺪﺍ ﺍﳊﺎﺋﺮﺓ ﺑﲔ ﺃﺻﻮﻟﻬﺎ ﺍﻟﺴﻠﺘﻴﺔ ﻭﻫﻮﻳﺘﻬﺎ‬ ‫ﺍﻷﻭﺭﻭﺑﻴﺔ‪.‬‬ ‫ﺇﻥ ﺃﻭﺭﻭﺑﺎ ﻋﻤﻼﻕ ﻟﻪ ﻗﺪﻣﺎﻥ ﻣﻦ ﺍﻟﻄﲔ‪ .‬ﻓﻌﻠﻰ‬ ‫ﺍﻟﺮﻏﻢ ﻣﻦ ﻛﻮﻥ ﺃﻭﺭﻭﺑﺎ ﺿﺎﺭﺑﺔ ﻓﻲ ﺍﻟﻘﺪﻡ‪ ،‬ﻟﻐﻨﺎﺀ‬ ‫ﺗﺎﺭﻳﺨﻬﺎ ﻭﺫﻛﺎﺋﻬﺎ ﺍﳋﻼﻕ‪ ،‬ﺇﻻ ﺃﻧﻬﺎ ﲢﺎﻭﻝ ﺃﻥ ﺗﺼﺪ‬ ‫ﺃﺑﻮﺍﺑﻬﺎ ﻛﻤﺎ ﻟﻮ ﻛﺎﻧﺖ ﻗﺸﺮﻳﺔ ﻣﻦ ﺍﻟﻘﺸﺮﻳﺎﺕ‪،‬‬ ‫ﻭﻫﻲ ﺑﺬﻟﻚ ﺗﻀﻴﻊ ﻋﻠﻰ ﻧﻔﺴﻬﺎ ﺍﻟﺜﺮﺍﺀ ﺍﻟﺜﻘﺎﻓﻲ‬ ‫ﺍﻟﺬﻱ ﻳﺤﻤﻠﻪ ﺍﳌﻬﺎﺟﺮﻭﻥ ﻣﻌﻬﻢ‪ ،‬ﻻ ﻋﺎﺩﺍﺗﻬﺎ‪،‬‬ ‫ﺗﻀﻴﻊ ﻫﺬﺍ ﺍﻟﺜﺮﺍﺀ ﺍﻟﺬﻱ ﳝﻨﺤﻬﺎ ﺍﻟﻨﻮﺭ ﻭﻳﺠﻨﺒﻬﺎ‬ ‫ﺍﻟﻐﺮﻕ ﻓﻲ ﺍﻟﻈﻼﻡ ﺍﻟﺬﻱ ﻛﺮﺱ ﺗﺎﺭﻳﺨﻬﺎ ﻣﺮﺍﺕ‬ ‫ﻭﻣﺮﺍﺕ‪.‬‬ ‫ﻭﻋﻨﺪﻣﺎ ﺗﻨﻐﻠﻖ ﺃﻭﺭﻭﺑﺎ ﻋﻠﻰ ﺫﺍﺗﻬﺎ‪ ،‬ﺗﻌﻮﺩ ﺇﻟﻰ‬ ‫ﺍﳌﺂﺳﻲ ﺍﻟﺘﻲ ﻭﺻﻔﺘﻬﺎ ﺍﻟﺼﻔﺤﺎﺕ ﺍﻷﻛﺜﺮ ﻗﺘﺎﻣﺔ‬ ‫ﻓﻲ ﺗﺎﺭﻳﺦ ﺍﻟﺒﺸﺮﻳﺔ‪ .‬ﻷﻧﻪ ﻳﻨﺒﻐﻲ ﺍﻟﺘﺬﻛﻴﺮ ﺃﻧﻪ‬ ‫ﻋﻨﺪﻣﺎ ﺳﺪﺕ ﻫﺬﻩ ﺍﻟﻘﺎﺭﺓ ﺍﻷﺑﻮﺍﺏ ﻋﻠﻰ ﻧﻔﺴﻬﺎ‬ ‫ﻭﻋﺎﺷﺖ ﻭﻓﻘﺎ ﺃﻓﻜﺎﺭﻫﺎ ﻓﺤﺴﺐ‪ ،‬ﻣﻌﺘﻘﺪﺓ‬ ‫ﺃﻧﻬﺎ ﻣﺼﺪﺭ ﺍﳊﻘﻴﻘﺔ ﺍﻟﻮﺣﻴﺪ ﻭﺍﻷﻭﺣﺪ‪ ،‬ﻭﻟﺪﺕ‬ ‫ﻣﺤﺎﻛﻢ ﺍﻟﺘﻔﺘﻴﺶ ﻭﻭﻟﺪﺕ ﺍﻟﻨﺎﺯﻳﺔ‪ .‬ﻭﻫﻤﺎ ﺗﺼﻮﺭﺍﻥ‬ ‫ﻳﺴﻌﻴﺎﻥ ﺇﻟﻰ ﺇﻗﺮﺍﺭ ﻋﺎﻟﻢ ﻭﺍﺣﺪ ﻭﻭﺣﻴﺪ‪ .‬ﺃﻣﺎ ﺍﻵﻥ‬ ‫ﻓﺄﻭﺭﻭﺑﺎ ﺗﺴﻌﻰ ﻟﺘﻜﻮﻥ ﻛﻴﺎﻥ ﻭﺍﺣﺪ ﺑﺜﻘﺎﻓﺔ‬ ‫ﻭﺣﻴﺪﺓ‪ ،‬ﺣﺘﻰ ﻭﺇﻥ ﻟﻢ ﻳﺤﺪﺩ ﺣﺘﻰ ﺍﻵﻥ ﻛﻨﻪ ﻫﺬﻩ‬ ‫ﺍﻟﺜﻘﺎﻓﺔ ﺍﻟﻮﺣﻴﺪﺓ‪.‬‬ ‫ﻭﻗﺪ ﻗﺎﻣﺖ ﺍﳊﺮﻛﺘﺎﻥ‪ ،‬ﻣﺤﺎﻛﻢ ﺍﻟﺘﻔﺘﻴﺶ‬ ‫ﻭﺍﻟﻨﺎﺯﻳﺔ‪ ،‬ﲟﻼﺣﻘﺔ ﺍﻟﻐﺠﺮ ﻭﺍﻟﻴﻬﻮﺩ‪ ،‬ﻷﻧﻬﻤﺎ‬ ‫ﳝﺜﻼﻥ ﺍﻷﺟﻨﺒﻲ‪ ،‬ﺍﻟﻐﺮﻳﺐ‪ ،‬ﺍ‪‬ﺘﻠﻒ‪ ،‬ﺍ‪‬ﻬﻮﻝ‪ ،‬ﺍﻟﺬﻱ‬ ‫ﻭﻋﺎﺩﺓ ﻣﺎ ﻳﻨﻈﺮ ﺇﻟﻴﻪ ﺃﻧﻪ ﻣﺼﺪﺭ ﺗﻬﺪﻳﺪﺍﺕ‪ ،‬ﻓﻬﻮ‬ ‫ﺑﺎﻟﻀﺮﻭﺭﺓ ﻻ ﻳﺴﺎﻫﻢ ﻓﻲ ﺇﻏﻨﺎﺀ ﺍ‪‬ﺘﻤﻊ ﺍﻟﺬﻱ‬ ‫ﺍﺧﺘﺎﺭﻩ ﻟﻼﺳﺘﻘﺮﺍﺭ‪ ،‬ﺑﻞ ﻳﻬﺪﺩ ﻭﺟﻮﺩ ﻫﺬﺍ ﺍ‪‬ﺘﻤﻊ‬ ‫ﻭﻳﺘﻮﻋﺪﻩ ﺑﺎﻟﺰﻭﺍﻝ‪ .‬ﻭﺑﺎﻟﺘﺎﻟﻲ ﻻ ﺗﻬﻢ ﻣﻌﺮﻓﺔ‬ ‫ﺍﻷﺟﻨﺒﻲ ﺑﺎﻟﻘﺪﺭ ﺍﻟﺬﻱ ﻳﻬﻢ ﺧﻠﻖ ﺍﻷﺳﺎﻃﻴﺮ‬
