CHAPTER I BACKGROUND OF THE STUDY

Introduction A four-hectare urban buffer zone identified as the lung center at the heart of the metropolis is People's Park: the newest landmark of Davao City. Twenty different components constitute the P 72-M People's Park drawing in both local and foreign visits, a part of the move of the city to promote Davao tourism that is open for the public, free of charge. People from all walks of life are coming here. We have a tally-counter of more than hundreds of people coming. There are some people who are coming here in the park; some portions of the park seem like Singapore, Malaysia and other countries. Roughly, over a thousand species of trees and plants from different areas of the world such as those from Southeast Asia formed the man-made tropical rain forest giving visitors a real feel and touch with nature. The park provides the students with the real sights of rare and even nearly extinct species of plants and trees and exhibits showcasing orchids, tropical flowers, and ornamentals. Given this atmosphere, the park has become a sanctuary for group learning and discussions. Groups of students from far places visit the park for the LakbayAral program of Department of Education. We also consider this area as a learning center. In this generation, maybe only few know the different kinds of trees. As part of security measures, the park also has its built-in surveillance system. Eight monitoring cameras will be installed in strategic places and security personnel will be deployed.

Statement of the problem The researcher tends to find the solution of the following problems: 1. Is the surveillance camera reliable in terms of security? 2. How the surveillance camera will affect to the people in terms of security? 3. Is the surveillance camera considered a great device in terms of security?

Objectives of the study: The researcher seeks to find the answers and solution in respect to the problems encountered by the users/company. 1. To know if the surveillance camera reliable in terms of security. 2. To know if how surveillance camera will affect to the people in terms of security. 3. To know if surveillance camera consider a great device.

Basic Assumption The researcher assumes that the resources that coming from the Internet and all information gathered by the researcher from the internet will be also assumed true and correct. The researcher has assumed that all information given by respondents are all true and all instruments used to gather data/information like questionnaire and other materials are valid.

Significance of the study The researcher chooses to study, it is important to know the effectiveness of surveillance camera for it is a great device in people’s park to have. To maintain security at the park not only for the park but also to employee to monitor, to the security guards to lessen their work. It is important also for the people who visit for their safety.

Foreign Literature Surveillance cameras installed in Seattle's Cal Anderson Park 1

Without public notice, Nickels had three surveillance cameras installed and

turned on in Capitol Hill's Cal Anderson Park on Feb. 20.City Council members and the American Civil Liberties Union aren't happy about that. Council members wanted to know who could watch the video, how long it would be kept, and what safeguards would protect the privacy of innocent citizens. The council's Parks and Seattle Center Committee is scheduled to discuss those safeguards at a meeting today. The council had put a budget restriction last year on park surveillance cameras until it learned more about the mayor's plan, but Nickels found a different pot of money for the Cal Anderson cameras. He believes cameras will deter crime and help police investigate crimes reported in the parks. He wants the council to approve spending $850,000 for a one-year test of the cameras. They went up in Cal Anderson Park to curtail drug dealing, vandalism and illicit sex, said a Nickels spokesman. "This is about making sure our center-city parks are safe, welcoming places for everybody," said Marty McOmber. The city has not yet claimed any arrests or prosecutions as a result of images caught by the cameras. This summer the city will also employ six park rangers, at a cost of $462,000, to rove downtown parks and alert police to any illegal activity. McOmber said the videosurveillance program could spread to other parks if successful, but it wasn't envisioned for them all. The cameras are owned and operated by the city. They are monitored by police in the city's West Precinct Communication Center. From there, the cameras can be made to tilt, zoom and pan around the park. They operate 24 hours a day, recording video without anyone monitoring images in real time. But when warranted, by a 911 call or a report of criminal activity, police can watch the cameras in real time.

City officials say the images would be stored for two weeks then automatically erased unless they were needed as evidence in an investigation. Tom Rasmussen, who chairs the council's Parks and Seattle Center Committee, got a demonstration Monday on how the cameras work. "The ability to move the camera is just amazing. They can zoom in on people quite effectively. It's an Orwellian experience when you're observing people from three or four miles away," he said. Rasmussen said most council members would probably support surveillance cameras with proper safeguarding of the video, which would be a public record and subject to disclosure requests under state law. Councilmember Nick Licata wants the police to produce a warrant before viewing video. The real sticking point, Rasmussen said, is the way Nickels charged ahead in Cal Anderson Park before the council lifted its spending clamp on surveillance cameras. He called it "totally inconsistent" with the council's will. McOmber said Nickels was prompted by a spike in graffiti at the park and noted that Nickels financed the Capitol Hill cameras by drawing from a different fund than the one the council had restricted. Rasmussen said the mayor "skirted" the council's budget restriction through a technicality. He said it "harms the trust" and the sometimes rocky relationship between Nickels and the council.

CHAPTER III RESEARCH METHODOLOGHY

Research Design All information is gathered from articles and search engines in the Internet that are the sources of data. The researcher selected the peoples of Davao City, only the administration and users will be included in the research. Description of the source of data and sample The researcher used questionnaires as one of the source of data of the study; the questionnaire is all about the surveillance camera video. Description of instrument used Questionnaires will be applied and will be answered by the qualified respondents. The questionnaire will be used as an instrument in collecting data to determine the effectiveness of surveillance camera as a security of Peoples Park in Davao City. Research participant The respondent of the study are the employee of the Peoples Park in Davao City.

CHAPTER II REVIEW RELATED LITERATURE

Summary The researcher pursue this study to determined the usage of surveillance camera video in terms of effectiveness as a security in peoples park in Davao City in the year 2007. The gathered data that the researcher obtained are a total 50 respondents. The researcher used the questionnaire for the survey to collect and gathered information, surfing to the search engine in the internet. The result 2.94 belongs to the surveillance camera that can prevent thief, 2.00 says that surveillance camera better than alarm devices, 1.88 Are affected by used of surveillance camera as a security, 1.72 are prefer to stay in a place w/ a surveillance camera, 1.94 believe that a surveillance camera could help the business, 2.00 agree to surveillance camera satisfy their security, 1.84 agree that a surveillance camera lessen their work, 1.72 agree that they are comfortable w/ the presence of the surveillance camera, 2.18 agree in terms of tracking violation that it is reliable, and 1.88 agree that a surveillance camera affect their behavior.

Conclusion The researcher conclude that the usage of surveillance camera video in terms of effectiveness as a security in Peoples Park in Davao City, through the study the researcher found out that there is a significant problem during the rainy season. When comparing to other security like alarm devices surveillance camera is more effective. In terms of range and reliability surveillance camera could handle in that situation. The researcher also found out that the surveillance camera is a great device in term of security and it has a big help to maintain security to the peoples park. Recommendation The researcher further recommends the surveillance camera to a business for their security to monitor 24/7. For the employee to monitor their performance and to the visitors for their safety. Surveillance camera is unique device to use for it is not risky and it can lessen your work. As we witness now a days we are in a high technology and surveillance camera should be use in ethical way.
