ANNEX 1 REGULATION FOR PREVENTION OF POLLUTION BY OIL INTERNATIONAL OIL POLLUTION PREVENTION CERTIFICATE + FORM A / B FORM A – ALL ships other than oil tankers FORM B – All ships which are oil tankers E/R BILGES PUMPING REGULATION (here outside special area and in special area is the same) - Applies to all ships > 400 GT - Ship is enroute - The oil effluent is passed via oily water separator/ oil filtering equipment - The oil content of the effluent without dilution doesn‟t exceed 15 ppm - The effluent should not be a part of cargo residues or shouldn‟t originate from pump room OIL MIXTURES FROM CARGO AREA (if special area – u cannot pump at all) - Ensure its not special area - Ensure u r 50 nm away from the nearest land - Should be enroute - The effluent discharged via ODMCS - The instantaneous rate of discharge of oil content should not be more than 30 l/nm - The total amount of oil discharged into the sea should not exceed 1/30,000 of the total cargo capacity of which residue formed a part AMENDMENTS IN ANNEX 1 CHAPTER-8 PREVENTION OF POLLUTION DURING TRANSFER OF OIL CARGO B/W OIL TANKERS -

This doesn‟t apply to naval ships For emergency purpose / i.e to save a life

Applied to all oil tankers of 150 GT and > which involves in STS Required to deploy a dedicated and competent officer to handle the operations Ship should posses a standard “ STS OPERATIONAL MANUAL” STS Manual – may be incorporated in Safety mgmt. system – SOLAS CHAP 9

WORKING -

If the transfer is going to be held in territorial waters then the party should be informed 48 hrs prior with all these details NAME OF SHIPS IMO NUMBER CALL SIGN Date and time of start of transfer

Amount of oil to be transferred Type of oil If anchored or underway Geographical location of transfer

CHAPTER-9 SPECIAL REQUIREMENTS REGARDING HEAVY FUEL OILS IN ANTARTICA -

-

Doesn‟t apply only to save life Carriage of oil with density @ 15‟c if > 900 kg/m3 or Kinematic viscosity @ 50‟c if > 180 mm2/s These oils cannot be taken as cargo nor can be used for fuel in Antarctica

ANNEX II PREVENTION OF POLLUTION BY NOXIUS LIQUID SUBSTANCE INTERNATIONAL POLLUTION PREVENTION CERTIFICATE – FOR NOXIOUS LIQUID SUBSTANCES IN BULK PUMPING AND PIPING ARRANGEMENTS < 1 JUL 1986 1 JUL 1986 < 1 JAN 2007 .> 1 JAN 2007

CAT X,Y not more than 300 lts CAT Z not more than 900 lts X,Y not more than 100 lts Z not more than 300 lts X,Y,Z – not more than 75 lts

PUMPING ARRANGEMNTS

-

Discharge should be underwater (if only Z is being carried, then disch needn‟t be underwater) The diameter of the pipe = (Qs/5.Ls) Qs – Rate of discharge Ls – Length from the fwd perpendicular

The discharge should be such that its not being sucked by ships sea water suction Should not come in contact with the boundary layer of the ship

DISCHARGES CAT X - After cargo unloading, the tank is washed until the total concentration of the substance in the effluent is
Should be enroute 7 knots – if self propelled 4 knots- if not self propelled Not less than 12 nm from nearest land with 25 m depth min

Remember pre wash of the tanks shall be accepted when

-

The ship promises pre wash in the next immediate port – (provided its also ensured that the port has the required facilities) if cargo residues is removed by ventilation if the same substance is going to be loaded again

AMENDMENTS -

Vegetable oil is to be carried in CHEMCIAL TANKERS complying to IBC code as a ship type 2 with double hull

ANNEX III REGULATION FOR PREVENTION OF POLLUTION BY HARMFUL SUBSTANCES CARRIED BY SEA IN PACKED FORM ALL SHIPS MARKING AND LABELLING - Correct “tech name” - “MARINE POLLUTANT” -

Markings should be visible even if its “IMMERSED FOR 3 MNTHS IN SEA”

If only small qty of harmful substances, may be exempted from Marking requirements

DOCUMENTATION -

Tech name with “MARINE POLLUTANT” is also to be written in the docs relating to carriage of harmful subs The shipper has to give a “SIGNED DOC / DECLARATION “- stating that “ the shipments are packed , labelled properly and is good to be safety shipped” A special doc called “SPECIAL LIST” – Containing Harmful subs list and location whr its stowed in the ship This copy of doc is given to the - OWNER - Or his REPRESENTATIVE - And to one Port state authority designated person , until the substances are unloaded

Annex IV PREVENTION OF POLLUTION BY SEWAGE FROM SHIPS SEWAGE PUMPING REGULATIONS To pump sewage ovbd, the ship to posses – International sewage pollution prevention cert -

If comminuted and disinfected sewage - > 3 nm If non comminuted and disinfected sewage - > 12 nm

In any case the ship „s to proceed enroute not less than 4 Knots And in any case shall not the effluents discharged shall produce visible floating materials nor cause decolourisation of surrounding water

AMENDMENTS TO ANNEX IV NOW

BEFORE NEW SHIP - Ships constructed after 1 Aug 2005

New ships - Ships constructed after 27 Sep 2003

Shall apply to ships - New ships> 200 GT - New ships < 200 GT but > 15 persons capacity

Shall apply to ships - New ships > 400 GT - New ships < 400 GT but > 15 persons capacity

Existing ships of 200 GT > , 10 yrs after the date of entry of this annex

Existing ships of 400 GT >, 5 yrs after the date of entry of this annex ( i.e 2010)

ANNEX V PREVENTION OF POLLUTION BY GARBAGE FROM SHIPS Applies to ALL SHIPS

Floating dunnage u cannot dump

If properly comminuted/grinded and can pass thro a mesh of 25 mm, then can discharge not < 3 nm (this is for food waste, glass, rags, paper etc)

NEW CHAPTER -4 – “REGULATIONS ON ENERGY EFFICIENCY FOR SHIPS” INTRO - Shipping contributes 3% of the total emission s in the world in terms of co2 emitted for /ton of cargo - Studies say that it will increase rapidly due to the demand in the future to 75%. - Hence international bodies pressurised IMO to take some regulatory actions in this regard - Thus came into being , Mandatory measures to reduce emission of Green House gas (CO2) from ships which was implemented via “CHAP 4 – REGULATIONS ON ENERGY EFFICIENCY FOR SHIPS “ ENTRY : 1ST JAN 2013 This introduces 2 mandatory measures 1. EEDI 2. SEEMP EEDI- ENERGY EFFICIENCY DESIGN INDEX For all NEW ships > 400 GT - This lays restrictions on emission of Co2 /ton/nm - Formula = (power x sfoc x carbon conversion)/ (capacity x speed) - The value obtained from this is “ ACTUAL EEDI” - ACUTAL EEDI
SEEMP – SHIP ENERGY EFFICIENCY MGMT PLAN - All ships > 400 GT should have SEEMP Gives procedures as to - Improve - Plan - Monitor - Assess the energy efficiency SEEMP comprises - Fuel oil efficiency measures - Hull and propeller optimisation - Ship energy optimisation - Machinery energy optimisation - Cargo handling optimisation In short, it tries to INCREASE OVERALL EFFICIENCY DECREASING THE ENERGY CONSUMPTION -

Executed and accounted via SEEMP

ALSO REMEMBER - Any non compliance of verification of SEEMP and EEDI will lead to non issue of IEEC but in no way affect IAPPC
